FUTURE ROLE OF CASUARINA AND DARWIN HOSPITALS

The admission patients to the Casuarina Hospital is expected early

in

80. The actual date

is

dependent upon the successful completion on time of the construction not only of the Casuarina Hospital but also

Laboratories Facility.

Presently the Central Laboratories Facility is behi~d schedule but every effort is being made to have this facility available for use by the end of December 1979.

Should completion extended beyond

this could well mean the delay of tients admitted to the hospital.

Darwin Hospital and Casuarina Hospital are to managed under one hospital administration and to known as the Darwin Hospitals' Group. The two hospitals will be

separately referred to as Darwin and Cqsuarina Hospitals respectively.

All existing Darwin Hospital functions and staff will be transferred to Casuarina Hospital except for the following -

(a) P~lot Outpatient Rehabilitation Unit in Ward 2. This unit will operate until the Rehabilitation service is

be utilised as the Psychiatric Day Centre.

(b) Psychiatric Service including offices and examination/

consultation rooms, psychology, relevant occupational ?

therapy, social worker etc., and 30 authorised inpatient beds in Ward 1.

When fully developed the Psychiatric Service will consist of Ward l for inpatients and Ward 2 for day patients. The area between these Wards will

be

landscaped to provide a pleasant environment with access from Lambell Terrace independent from the main entrance to the hospital.

(c) Nursing Horne type non-acute geriatric pati~nts and

"young geriatrics" i.e. those who are suffering fro~

irreversible brain damage and paraplegics, who cannot be rehabilitated into the community.

Initially the patients will be accommodated in the Harry Chan Nursing Home (Ward

9).

Whilst the demand for inpatient accommodation at Darwin Hospital is at its lowest, buildings·will be removed which are surplus to requirements, or have been weakened by

Cyclone Tracy, or are considered unsuitable for long term development. These include:

After the aforementioned functions have been transferred from Darwin Hospital to Casuarina Hospital the remaining buildings will be refurbished where necessary in 1980

to take on the following roles :

The Central Chest Unit will transfer from the leased premises in the M.L.C. Building to the Radiology-Department

building at Darwin Hospital by 1st April, 1980 and utilise existing equipment already installed.

Non-specialist radiological investigations will be conducted during outpatient hours by Chest Unit radiographic ~taff with support from Casuarina Hospita~ if necessary. All specialist radiological examinations and those involving contrast media or special patient preparation will be conducted at Casuarina.

Sterile Supplies : The Central Sterilising Department will cease to function as such but instead will serve as the reception/distribution centre for sterilised material processed at the Casuarina Hospital Central Sterilising Department.

Psychiatric Services : Although some spe~ialist outpatient sessions may be conducted at the Casuarina Hospital, the service will be based principally at Darwin Hospital. After the Pilot Rehabilitation Unit has been moved to the

permanent Rehabilitation Unit in Wards 6 and 7 in~July 1980, Ward 2 will be refurbished to provide day care beds, group

therapy amenities and psychiatric day centre facilities;

these will complement Ward 1 functions of psychiatric inpatient beds and restraint facilities and allow for the

demolition of the present Psychiatric Day Centre.

Quarantine and Nutritional Rehabilitation Unit: The site of the ~xisting Quarantine Station is to be vacated to make way for the proposed power station. Instead of a Quarantine Station the need exists for a ward unit

offering high security for the care of highly infectious cases arriving at Darwin Airport e.g. Lassa Fever

and accordingly Ward 4 will be used for this purpose.

However, as the demand is expected to be infrequent, the ward will normally be used for the accommodation of patients requiring rehabilitation. It will be made available immediately when required for quarantine.

This facility will be available for both purposes early in 1980.

Rehabilitation and Long Term Orthopaedics (Darwin Hospital Wards 6 & 7 In lieu of a rehabilitation centre being

included in Stage 2 at Casuarina Hospital the following

A pilot rehabilitation unit commenced in Ward 2 at Darwin Hospital in May

1979. It

operates on a day centre basis and provides medical and vocational rehabilitation for inpatients and outpatients and inc rehabilitees previously treated under the auspices of the Department

,

of Social Security.,

The unit is a joint venture between ·the Department of

Health and Social Security. Additional expertise, staff and services are provided by other Government and voluntary

agencies such as .the Commonweal th Employment Service, the

Departments of Education and Aboriginal Affairs, Handicapped Persons Association and their sheltered workshops.

The main functional areas included in Ward 2 are

physiotherapy, occupational therapy, vocational retraining, consultative suite and clinical facilities for medical

staff and a flat for aids-to-daily livin9 program.

In July 1980 the Pilot Rehabilitation Unit will transfer to Wards 6 and 7 after renovation, to provide gymnasium and other facilities. It will then be developed into

a complete rehabilitation centre taking over responsibility for referred inpatients including long term orthopaedics.

Thirty beds will be provided. As the demand increases staff and equipment will be transferred from the Casuarina Hospital. The admission of patie~ts to the Rehabilitation 30 bed Ward is not expected to occu~ until January 1981.

Psychiatric rehabilitation will be undertaken mainl~ in the psychiatric wards but there will be a sharing of

general patient amenity facilities, occupational therapy etc.

Rehabilitation Workshop and Maintenance Workshop Extension (Ward 3)

This building will be retained for use as an extension of the Hospital Maintenance Workshop. Because the buildings facing Lambell Terrace in the vicini ty··of the ~oilerhouse are scheduled for demolition, the activities of the

Maintenance Workshop contained in them will be relocated into Ward 3 which will als·o house workshop type activities required for the ·rehabilitation/occupational therapy programs.

Operating Theatres: All surgery will be performed at

Casuarina Hospital and the need for the operating theatres at Darwin Hospital will cease.

A 'fai~-safe' facility will be preserved by retaining the operating theatres in "moth-balls" as a standby in the event of a natural disaster.

Aboriginal Health Worker Training is conducted at Darwin Hospital.

Early in 1979, residents of the north wing of Myilly

House at Darwin Hospital moved into village accommodation at Casuarina Hospital. Thus Unit 42, including the

lounge room, is now the location for accommodation and teaching purposes connected with Aboriginal Health Worker Training until April 1980. After this date,

improved teaching facilities will be shared with the

Northern Region Administration and ,residential accommodation will be provided in Lambell House.

Northern Region Administration Base : At present the Northern Region Administration is located in leased premises in the M.L.C. Building. After sections of the Administration Building and the Tutorial Department are vacated the transfer of Darwin Hospital staff and Nurse training to the Casuarina Hospital in 1980 minimal

alterations will be made for the staff and equipment of the Northern Region Administration Base to be re-located in the Darwin Hospital Administration Block by 1st April 1980.

The Tutorial Department ~n the Administration Building will satisfy the educational space needs to service

Aboriginal Health Worker Training, Northern Region community health nurses inservice courses, orientation and

professional refresher programs, community health aspects of midwifery and family planning, health education seminars and interdepartmental meetings.

Industrial Staff Changeroom and Amenities : These facilities will be retained in the South Wing of Myilly House.

Following the com.missioning of the Casuarina Hospital the purchase of meals and use of the Sisters Dining Room will be made available to the industrial staff at the Darwin Hospital.

Incinerator, Mortuary and Boilerhouse at Darwin Hospital will continue in service.

Darwin Hospital Store is to be located in the laundry building which was vacated in April 1978 except for the portiQn

retained as a Linen Reception/Distribution Centre. The existing Darwin Hospital Store adjacent to the kitchen is scheduled for demolition.

The Casuarina Hospital Main Ward Block is due for completion in August 1979 and will require at least 6 months to·recruit staff and equip the building preparatory

to the admission of patients early in 1980.
