ITEM-1 CONFIRMATION OF MINUTES

RESOLUTION

The Minutes of the Development Assessment Unit Meeting of Council held on 18 November 2014 be confirmed.

ITEM-2 DA NO. 70/2015/HC - A SIXTY (60) PLACE CHILD CARE CENTRE - LOT 11 DP 1171547 - 16 SWIFT PARROT CLOSE, KELLYVILLE

RESOLUTION

The application be approved subject to conditions as set out in the report.

NB: Andrew Brooks declared a non-pecuniary interest in this matter and left the room during debate and recommendation.

ITEM-3 DA NO. 682/2014/HA - DETACHED DUAL OCCUPANCY DEVELOPMENT - LOT 4 DP 39083 - 15 BLENHEIM ROAD, CARLINGFORD

RESOLUTION

The Development Application be refused on the following grounds:

PAGE 2 1. The development does not comply with the building height envelope requirements of DCP 2012 Part B Section 3 – Dual Occupancy. The bulk and scale of the proposal is not considered to be compatible or in keeping with adjoining residential development.

(Section 79C(a)(iii) of the Environmental Planning and Assessment Act 1979).

2. The proposed development is not provided with sufficient car parking within the site as required by DCP 2012 Part B Section 3 – Dual Occupancy. The parking proposed will not meet the demand generated by the proposal and is considered to result in an unreasonable impact on the road network and safety of road users.

(Section 79C(a)(iii) of the Environmental Planning and Assessment Act 1979).

3. The development does not comply with the access and adaptability requirements of DCP 2012 Part B Section 3 – Dual Occupancy as it does not permit access to the development by people with disabilities or impaired mobility.

(Section 79C(a)(iii) of the Environmental Planning and Assessment Act 1979).

4. The development does not comply with the landscaping requirements of DCP 2012 Part C Section 3 – Landscaping. The proposed setback will not be able to sustain dense landscaping to screen and mitigate visual and acoustic privacy impacts of the development which will result in unreasonable amenity impacts on adjoining properties.

ITEM-4 DA NO. 1252/2014/LD - DEMOLITION OF THE EXISTING DWELLING AND CONSTRUCTION OF A THREE STOREY DWELLING, RETAINING WALLS AND FRONT FENCE - LOT 6 DP 203211, NO. 64 BAKER STREET, CARLINGFORD

RESOLUTION

The application be approved subject to conditions as set out in the report.

ITEM-5 1/2015/SFH - PROPOSED SOLID FUELLED HEATER - LOT 22 DP 10872199 NO. 26 YANDIAH PLACE, CASTLE HILL

RESOLUTION

The application be deferred to provide the opportunity to the applicant to redesign the proposal to comply with the Local Approvals Policy provisions.

NB: An email request was received from the applicant to defer determination of the matter to allow the opportunity for them to redesign to comply with the Local Approvals Policy provisions.
