As part of their contract, ISJV will be responsible for realigning Balmoral Road to create a four-way junction with Old Windsor Road and Miami Avenue (within Blacktown City LGA). Work on the redevelopment of Balmoral Road has been progressing since the road was temporarily closed.
The Hills Future - Community Strategic Plan
Since the temporary closure of Balmoral Road first took place, very few complaints have been received by either the Council or the ISJV about the impact it has had on the residents of the Balmoral Road release area who live south of Memorial Avenue. In the circumstances, it is recommended that Council accept an extension of the temporary closure of Balmoral Road at its junction with Old Windsor Road for a period of up to four months until 31 January 2017, in accordance with section 115 of the Roads Act.

With direct access to Sydney's freeway system, Hills Shire enjoys easy access to the CBD and airport. The Hills Shire is predominantly residential with rural areas in the northern edge of the Shire, agriculture, national parks, as well as semi-rural and rural-residential housing.
WHO WE ARE - LOCATION
The southern end of the Shire contains well-established residential and commercial areas as well as new residential and employment development release areas. They are particularly attracted to the new release areas of Kellyville, Rouse Hill and Box Hill which will see significant development over the next 20 years.

The Hawkesbury Road (Old Windsor Road) ran from Toongabbie Government Farm to the Hawkesbury River. The railway was largely closed due to the advent of the combustion engine used in trucks, cars and buses which, in turn, needed a wider main road.
WHO WE ARE - HISTORY
Plans are announced to significantly improve Castle Hill Showground as part of the Sydney Metro North West Priority Areas. Suburbs south of the M2 which were part of The Hills Shire Council, incorporated as part of City of Parramatta.

During 2015-16, we continued to engage with our stakeholders to understand their expectations on the issues that matter most to them. We engage with our stakeholders in three primary ways: – respond to specific requests for information and services – conduct our own community engagement activities – participate in multi-stakeholder relationships.

STATEMENT FROM THE MAYOR
Until the boundary adjustment, which came into force on 12 May, the Hills Shire local government area was divided into four wards with three councilors representing each ward. From September 2017, the Council will have its Mayor elected by the people rather than by other councillors, and there will be 13 councilors on the Council.
HOW WE GOVERN
Being an elected representative requires many hours of commitment at council meetings, task forces, community consultation, civic ceremonies and public meetings. The Chief Executive is responsible for ensuring that all Council decisions comply with the Local Government Act 1993 as well as other relevant legislation.

OUR COUNCILLORS
There are many ways you can have your say on the governance of The Hills Shire. Vote for councilors every four years through the local government election for The Hills Shire.
GOVERNANCE
Councilors must adhere to a code of conduct (published on the council's website) to further ensure that they carry out their duties in the best interests of the county and the residents they represent. The Council's legal department (part of the executive services area) includes a qualified lawyer with extensive knowledge and experience.
GOVERNANCE FRAMEWORKS
The Board's risk management process and subsequent plan is largely based on Australian/New Zealand International Standard AS/NZS ISO 31000:2009. The Council's legal department is responsible for overseeing a range of legal matters, and providing advice to the Council on legislative and regulatory compliance issues.
PART THREE OUR ORGANISATION
Prior to joining The Hills Shire Council, John was Manager, Industry Development at the Australian Industry Information Association and held management positions at Brisbane City Council and Cairns Region Economic Development Corporation. In 1998, Cameron was appointed Town Planning Coordinator at The Hills Shire Council.

Michael began his Local Government career in 1986 as a Health Trainee and Building Surveyor with a Bachelor of Applied Science. He has been involved in academic roles with the University of Western Sydney, Western Sydney Institute of TAFE and the University of Technology in relation to local government.

Fit for the Future submission, Local Government Reform, the new volunteer programme, Council's budget surplus and associated projects, new residents welcomed at citizenship ceremonies, new barbecue areas built at Heritage Park Castle Hill, HSC study centers opened at the library and extensive media and messaging around the Council's Hills Corridor Strategy. The Council's external auditors, PricewaterhouseCoopers, presented the 2015-2016 Financial Statements to the Audit Committee and the Council with an operating surplus of $150.7 million. • The Council built 18.6km of new roads and 40km of new footpaths and cycleways, determined 1,770 development applications and completed 319 capital works projects.

SPORTING GROUNDS
BMX riding is one of the non-traditional sports that has become extremely popular in our Shire and it is because of this wonderful facility. Work was completed to increase the capacity of the performance area at Bella Vista Farm Park for major events such as the Sydney Country Music Festival.
LIBRARY SERVICES
Membership had been limited at The Hills Men's Shed due to the size of the facilities, but the extension means the books can be reopened. Stakeholder consultation on the preparation of the Action Plan for the inclusion of disabled people will take place as the next phase.

The Assets team has developed customized financial reports within the system which will allow automation of infrastructure year-end reporting in the future. Review of the Local Strategy pending the preparation of District Plans by the Greater Sydney Commission to set growth targets for the Shire (expected in January 2017) and resolution of priority station areas with the NSW Chief Planner.
