The Council then prepared a simpler scheme, which was designed to give the proposed state chapters as much as possible of the powers currently held and exercised by the existing state institutes. It is proposed that existing state institutes will continue to function as Australian state chapters. The scheme was extensively reviewed by the Federal Council Conference in Canberra last August, and then amended and circulated to each of the state institutes.
The Council has notified the Federal Executive of its acceptance of the amended Constitution subject to minor amendments. When the proposed agreement is approved by four of the six state institutions, the Australian Institute can be established. A classified catalog of the Architecture section has recently been prepared and will be distributed to all members within a few days.
Members are invited to make full use of the library, which is open daily from Monday to Friday between 11.00am. At the beginning of the year under review, the Council of the Institute was informed that the Victorian Railway Department was favorably considering a project to erect buildings on the eastern line of Swanston Street, between Hinders Street and Batman Avenue. The Institute urged that, instead of the Department's short-sighted proposal to erect buildings facing a 33-foot building line setback, a town square of adequate size would be greatly increased.
Providing the square would create an open space of around three hectares adjacent to Flinders Street and Prince's Bridge and St.

Council was pleased to note the State Government's recent decision to proceed immediately with the construction of new road bridges over the Yarra River at Bridge Road and Victoria Street in Richmond. The Council communicated with the Government and the Melbourne and Metropolitan Board of Works - the body appointed to build the bridges - and urged that the designs of the proposed bridges should be prepared in such a way as to provide superstructures of architectural beauty and dignity . In drawing attention to the value and importance of architectural design for such facilities, the Institute's help was offered in cooperation with the bridge builder for advice on the surface treatment of bridges.

This opportunity is taken to record the great pleasure of the Institute at the excellent results obtained by the appeal for funds for the building of the Shrine of Remembrance to the men and women of Victoria who served in the Great War. The spontaneous response by the people throughout the state returned such a substantial amount of money that it allowed the Shrine to be built of the most durable materials. Forms of nomination for the award of the medal for the year 1928 have recently been circulated to all members, and are returnable by the end of March, after which the examining jury will begin its assessment.
This opportunity is taken to remind members of the most valuable and extremely interesting display of building materials and fittings located on two floors of the Allied Societies Building.
BOARD OF ARCHITECTURAL EDUCATION
There is no doubt that the appointment of the Board as a vital force in the Institute's ramifications has been fully justified. It is submitted by the Council that the past 12 months have witnessed very significant progress in furthering the aims and objectives of the Institute. For the purpose of the award for the year 1928, nomination forms must be in the hands of the Secretary of the Institute by the end of March.
The presentation of the medal to the Architect takes place annually at a meeting of the Institute, where the date will be announced in the press. 5.- •CONSTITUTION OF THE JURY.—The jury must consist of eight members, namely:—. a) The institute's chairman or his deputy. A uniform method of "cubing" or "squaring" should be adopted by the Federal Council of A.I.A., or, I hope, by a Federal Institute.

It was suggested that advertisers could offer small prizes to student members of the Institute for submitting competitive designs for advertising material.

Cockrell qualified by examination as a Fellow of the Manchester Society of Architects, allied to the R.I.B.A. This occasion has been used to draw attention to the magnificence of the Church Street Bridge, which is an excellent example to demonstrate the value of architectural design in bridge construction. We see it in women's dress, no less than in the decay of the jewelry trade, in consequence of the diminution of the demand for ornaments.

AUSTRALIAN COMMONWEALTH ENGINEERING STANDARDS
Copies of the 1928 Royal Institute of British Architects Intermediate, Final and Special Examination Questions are available and open to anyone interested. There were 140 candidates in the preliminary competition for this prize, of whom 27 were selected for the final competition, on the subject: "Design. William Crabtree, London, who under the motto "Worse" seem to have been better than others.

A PAMPHLET has been published by The Portland Cement Association, Chicago, U.S.A., dealing with "The Influence of the Water-Cement Ratio on the strength of concrete."
A reprint of this interesting and valuable pamphlet has been published by the Cement Manufacturers' Association of Australia, the national organization for the extension and improvement of the use of concrete. The pamphlet will well repay reading and study by all members of the profession, and those who do not yet possess a copy may inspect it at the office of the R.V.I.A., 53-55 Collins Place, Melbourne, on application to the Secretary. Let us recall that in the report of the editor of the R.V.I.A. 34;Journal" To the Council in relation to the proceedings of Section "H" of the Australasian Association for the Advancement of Science at the Hobart meeting in January 1928, published in the May 1928 issue, it was mentioned that the same subject had been chosen by Professor R. Professor of Engineering at the University of Adelaide) as the text of his Presidential Address, as he was Chair of the Department of "Engineering and Architecture".

The President (Mr. W. A. M. Blackett) then delivered his address on the work of the Institute during the session of 1928-29. Hall (A.) said that an opportunity should be taken to thank the Executive Officers of the Institute for the work they had done during the past twelve months. Secretary, and since then he has devoted all his time to the affairs of the Institute.
He took great pleasure in extending the Institute's sincere thanks to these gentlemen. As one of the younger members he was of the opinion that the matter was of serious importance. He believed that was one of the main reasons why they asked for volumes.
