SUMMARY OF REPORT:
This is an addendum report to Item 17 of the business paper and details the tender evaluation for EC 2011-188 for the Manufacture, Supply and Delivery of DN 375mm and 450mm Diameter Pressure Pipe, Fittings and Valves. Recommendations have been formulated based on price and material preference which is contained in the Tender Evaluation, Pricing Report included in CONFIDENTIAL ATTACHMENT A. It is recommended that Council accepts the tender of Crevet Pipelines for Schedule A, D and E for the Manufacture, Supply and Delivery of DN 375mm and 450mm Diameter Pressure Pipe and Fittings and Vinidex for Schedule F for the supply of 300mm and 375mm Diameter Valves.
Attachment A is CONFIDENTIAL in accordance with Section 10A (2)(d) of the Local Government Act 1993, because it contains commercial information in relation to the tenders, the disclosure of which would be likely to prejudice the commercial position of the tenderers if it was provided. The information identifies the tenderers in relation to the tender price and the evaluation of the products offered by each tenderer. If disclosed, the information would be likely to prejudice the commercial position of the tenderers in terms of market competiveness, by giving their competitors an advantage. Accordingly, disclosure of the information is not in the public interest.
RECOMMENDATION:
That:
1. Council awards the Tenders for EC2011-188 Manufacture, Supply and Delivery of DN 375mm and 450mm Diameter Pressure Pipe, Fittings and Valves as follows:
(a) Crevet Pipelines for the Manufacture, Supply and Delivery of DN 375mm and 450mm Diameter Pressure Pipe and Ductile Iron Fittings to the value of $184,204.57 exclusive of GST; and
(b) Vinidex for the Supply of 300mm and 375mm Diameter Valves to the value of $13,640.00 exclusive of GST.

The ATTACHMENT be treated as CONFIDENTIAL in accordance with Section 10A(2)(d) of the Local Government Act 1993 because it contains commercial information in relation to the tenders, the disclosure of which would be likely to prejudice the commercial position of the tenderers if it was provided. The information identifies the tenderers in relation to the tender price and the evaluation of the products offered by each tenderer. If disclosed, the information would be likely to prejudice the commercial position of the tenderer in terms of market competitiveness, by giving their competitors an advantage. REPORT:
Background
Tenders closed on 12 October 2011 for the Manufacture, Supply and Delivery of DN 375mm and 450mm Pressure Pipe, Fittings and Valves. The materials are to be used in the upgrading of the water trunk mains to service the duplication of the Walmsley Road Reservoir. The trunk main project is due to commence in mid November 2011.
The tender called for a total length of 1309 metres of 375mm diameter pressure pipe and 55 metres of 450mm diameter pressure pipe and similar diameter assorted Ductile Iron fittings and three (3) valves.
The tender for the various items was spilt into separable portions as follows:

A total of four (4) responses were received for tender EC 2011-188 Manufacture, Supply and Delivery of DN 375mm and 450mm Pressure Pipe, Fittings and Valves. Submissions received are as follows:

Tender Evaluation
The Tender Evaluation was conducted by Council's Tender Panel, consisting of Council’s Acting Manager of Water, Senior Water and Waste Water Design Engineer, Works Unit Construction Engineer and Engineering Administration Supervisor. A copy of the Tender Evaluation Report is included in ATTACHMENT A which is CONFIDENTIAL in accordance with Section 10A(2)(d) of the Local Government Act, 1993, because it contains commercial information in relation to the tenders, the disclosure of which would be likely to prejudice the commercial position of the tenderers if it was provided. The information identifies the tenderers in relation to the tender price and the evaluation of the products offered by each tenderer. If disclosed, the information would be likely to prejudice the commercial position of the tenderer in terms of market competitiveness by giving their competitors an advantage.
Accordingly, disclosure of the information is not in the public interest.

Based on the evaluation contained in the Confidential Attachment, it is recommended that Tenderer Crevet Pipelines be accepted to supply 1309 metres of 375mm and 55m of 450mm Diameter Pressure Pipe as listed in Schedule A and D and Ductile Iron Fittings listed in Schedule E and Vinidex be accepted for the supply of 300mm and 375mm Diameter Valves as listed in Schedule F.

Funding is provided within the 2011/2012 Budget for Manufacture, Supply and Delivery of DN 375mm and 450mm Pressure Pipe, Fittings and Valves.
