1. Round 2 Stronger Country Communities Fund Projects - NSW Government Premier & Cabinet Announcement
The NSW Department of Premier and Cabinet is pleased to provide Tweed Shire Council notice of their successful projects in Round Two of the Stronger Country Communities Fund.
The projects listed below relate to sport facilities or active recreation and have been successful to the full amount of the grant requested:

2. North Coast Local Councils - 2018 Sports & Recreation Forum Yamba (Attended by Stewart Brawley - Manager Recreation Services, Gary Bryant - Sports Field Officer, Matt McCann - Parks Operations Coordinator)
Expectations
The forum is an annual gathering of local government officers in various roles in the parks and recreation fields. Guests from various levels of Government involved in planning and delivery of sport and recreation and also industry reps are invited to present to the forum. The expectations are to learn what other local government areas are dealing with and share knowledge, experiences and documentation.
Additionally the forum is developing into a respected reference group and will be considering how to harness the opportunity to become more active as an advocacy group, particularly with consideration to the NSW Office of Sport Strategic framework discussed below.
Conference Theme
There were 2 main themes at this year’s forum. The underlying theme was how Councils are managing the significant increase in infrastructure funding and what projects are progressing.
The other was the NSW Office of Sport strategic Framework and the status of State and Regional Plans.
Benefits to Council
Learning from colleagues experiences, projects etc. This has enabled Council to develop a network of information sharing from experiences through to sharing of documentation such as tender specifications, policy and procedures. Also making direct contact with state government officers responsible for the planning and delivery of sport and recreation in NSW.
Tracey Stinson suggested inquiries be made with Council’s who attend the forum to see if it would be of benefit to have a Sports Advisory Committee member attend from each region.
3. Australian Sports Person of the Year Nominations
Kerrie McConnell kindly provided information regarding Australia Day nominations which was emailed to all committee members. Members were encouraged at the meeting to promote and participate in the Australian Sports Person of the Year Nominations.
4. Sport NSW Activate Inclusion Sports Day Program
In 2016 Sport NSW led the way in collaborating with key stakeholders including Local Councils, State Sporting Organisations, Universities, as well as third party providers including NDIS and NSW State Government Departments to increase the awareness around opportunities for people with a disability, and in the greater inclusion of space, within sport and active recreation.
Variety - The Children's Charity NSW has supported this initiative with their partnership through delivery of Activate Inclusion Sports Days in NSW across various Council regions each year. Students are provided the opportunity to try a number of sports in a positive and adaptive environment with specialised coaches on hand to run each activity.
Activate Inclusion Sports Days are designed to promote the pathways for inclusion programs in the Local Council area and encourage students to continue participating in sport and active recreation on a regular basis. The Sports Advisory Committee were supportive of the project and are hoping Tweed can participate in this program in 2019.
5. Terranora Tennis Club Reconstruction Update - Dion Andrews to provide update report
The tennis club have received a settlement payment from their insurance company and are planning reconstruction of the Tennis Club and public toilet facility which was also destroyed
in the fire. With the Christmas holiday period fast approaching construction is likely to start in the New Year. The club has been very appreciative of the support offered by the Tweed community and have held some very successful fund raising events to help with the rebuild.
6. Sports Advisory Committee Questionnaire
A questionnaire has been handed out to committee members seeking feedback and their thoughts on the effectiveness of our meetings. Members were presented the following questions:

The intent of the questionnaire is to look at opportunities to make meetings more inclusive for all committee members and to make sure we are achieving our goals and objectives by providing the best outcomes for the Tweed Sporting Community.
7. Committee’s Acknowledgement of TSC’s Sports Field Procedures
The committee was emailed a copy of TSC’s Sports Field Procedures which were implemented to help steer all clubs with operational matters and responsibilities associated with Sports Field Licence holders.
8. Clubhouse Access to Council and Council Contracted Service Providers
The committee were informed that some sporting clubs are in breach of their licence agreement. Locks have been changed without notifying Council preventing access to the buildings for routine legislated inspections. The committee agreed clubs need to ensure Council are provided with full access to Council managed buildings.
9. Request List of Sports Field Season Licence Holders
The committee were provided with a full list of Sports Field Season Licence holders current at the time of the request.
10 Sports Field Assets Reserves Trust Fund Application
Murwillumbah Cricket Club - Rabjones Oval Practice Net Facility Upgrade
The Sports Advisory Committee agreed in principle to the Murwillumbah Cricket Club request for a $10k contribution from Councils Sports Field Assets Reserves Trust Fund to undertake the Rabjones Oval Practice Net Facility Upgrade as requested. The committee was impressed with the work that Steve Twohill and the club have done to secure funding for this project and the efforts the club have gone to in raising the profile of cricket within our region.
As discussed ‘Contribution In-Kind’ from club members cannot be included in the overall project costs of 35k. Council requires quotes rather than cost estimates to document the full
monetary contribution from Murwillumbah Cricket before recommending the committees decision to Council.
GENERAL BUSINESS:
Dion Andrews spoke about a ‘Kids with Attitude Seminar’ he had recently attended. He asked committee members whether clubs were experiencing problems with kids displaying bad attitudes and the general consensus was no, the biggest concerns were managing pushy and demanding parents. A good example of a supportive club environment was Cudgen Junior Rugby League Club who have adopted a clap and praise philosophy which is the envy of opposition club and supporters.

Matt McCann to seek quotes to reinstate the car park area at Bilambil West Sports Complex which unfortunately was not covered in the insurance for the April 2017 flood event.

Matt McCann to follow up the results of the Strategic Meeting Gillian Austin was attending with Gold Coast Football.

Matt McCann to compile an Annual Report detailing participation numbers of individual Sporting Clubs and circulate amongst the Sports Advisory Committee and Council. The information will help the committee develop strategies to assist future sustainability for player participation and sports field facility management, as well as identify trends.
