Dear GBCB members,

It would be great if someone on the GBCB could take over this subscription to CAN, as I have been paying for it for many years and now I an passing the issue on. It is good to be in contact with this wonderful advocate group who can help you all learn more about cycling issues nationwide.

BLIP is no longer happening due to lack of commitment by TDC to cycling issues in Golden Bay.

We hope safe cycling can be addressed here in Golden Bay. Our best wishes to those working on the long awaited Pohara to Takaka cycle lane.

Hi Abbie,

Thanks for your email. CAN is Cycle Advocate Network and they work hard on a National level to promote cycling and safe provision for cyclists. They are often quoted on cycling issues

nationwide. They produce a cycling magazine called Chainlinks.

The reason we have the solar powered facility on Bird’s Hill is because I found out through CAN about such a device and applied for it and received funding from Wellington for this worthy project. I also received funding, again, largely from Wellington, for the wonderful Chris Finlayson safe cycling signs that you see around Golden Bay, due again to information I had from CAN.

They also hold a CAN DO every year which is very valuable in terms of learning what’s available and what is happening elsewhere for cyclists.

BLIP was our optimistic name of the Golden Bay Cycle Advocate group, Bike Lanes in Paradise, started in 2002 and initiated a Cycle Strategy for Golden Bay. We were unable to get cycle project funding from Wellington as we did not have a cycle strategy like Nelson who was able to get funding due to having a plan. BLIP faded away when TDC withdrew cycling funding on the 10 year plan.

Golden Bay needs what is called a “cycling champion”, a person on council who makes sure that ALL transport planning includes cyclist’s needs.

NCC has one but TDC does not, despite our requests.

Subject: Anatoki Track Road

The Golden Bay Community Board at their meeting on 13 December 2016 was appraised of resolutions made at both the May and July 2016 Engineering Service Committee meetings that it is not the Council’s policy to maintain back-block roads such as the Anatoki Track Road. The Community Board accepts this as a matter of practice, but the question that has still been unanswered is “why are people not allowed to maintain unformed legal road that provides access to their properties, without having to bring the unformed legal road up to full compliance with Council's roading standards?”. In this particular instance the residents wish to have the ability to have a gravel track with appropriate water tabling and are prepared to maintain this at no cost to Council.

The Community Board has asked me to reask the question about whether or not you are prepared to reconsider the position regarding private access tracks on unformed legal road. If you can reply before the 11 April Board meeting, I will convey your decision to the Board.

Subject: Golden Bay Recreation Centre

The Golden Bay Community Board at its meeting on 14 March discussed the Golden Bay Recreation Centre and the fact that it may not be able to be used pending a decision from the Environment Court.

The Board noted that two Certificates of Public Use have already been issued to allow certain things to happen and asked that the Council consider reapplying for a CPU if only to allow the Squash Club and Rugby Club to use the facilities and so avoid having to disqualify themselves from this coming season’s activities.

Subject: Tasman Resource Management Plan Suction Dredge Rules

In response to a matter raised at the public forum at the 14 March Golden Bay Community Board meeting I have been asked to raise with you the need to amend the TRMP rules regarding the use of suction dredges for mining purposes. The TRMP provides that a suction dredge less than seven kilowatts can be used as a permitted activity. There is no limit as to how many suction dredges an individual operator might use over a stretch of river. The Board considers that this defeats the purpose of having a permitted activity cap on the size of suction dredges that would otherwise require a resource consent.

The Board considers that this anomalous situation should be attended to and understands that rules in other district plans could provide a useful template.
