SUMMARY OF REPORT:
Tender RFP2015-031 Installation of concrete bridge piles for the construction of a new bridge over Dunbible Creek Mistral Road Murwillumbah was called to engage a suitably qualified and experienced Contractor to provide all plant, labour and materials to carry out the installation of Council supplied prestressed bridge piles at Dunbible Creek, Mistral Road Murwillumbah.
Tenders were officially invited in accordance with the provisions of the Local Government Act 1993 and the NSW Local Government (General) Regulation 2005. Tender submissions will close at 4.00pm (local time) on 16 March 2015 in the Tender Box located in the foyer at the Tweed Shire Council Civic and Cultural Centre, Murwillumbah NSW 2484.
RECOMMENDATION:
That in respect to Contract RFP2015-031 Installation of Concrete Bridge Piles for the Construction of a New Bridge over Dunbible Creek Mistral Road, Murwillumbah:
1. Council awards the Contract RFP2015-031 to Davbridge Properties Pty Ltd T/A Davbridge Constructions ABN 23 065 240 002, ACN 065 240 002 for the amount of $107,700.00 (Exclusive of GST).
2. The General Manager be granted delegated authority to approve appropriately deemed variations to the contract and those variations be reported to Council at finalisation of the contract.

3. ATTACHMENTS 1 and 2 are CONFIDENTIAL in accordance with Section 10A(2) of the Local Government Act 1993, because it contains:-
(d) commercial information of a confidential nature that would, if disclosed:
(i) prejudice the commercial position of the person who supplied it, or (ii) confer a commercial advantage on a competitor of the council, or (iii) reveal a trade secret.

Tender Background
Tender RFP2015-031 Installation of concrete bridge piles for the construction of a new bridge over Dunbible Creek Mistral Road Murwillumbah was called to engage a suitably qualified and experienced Contractor to provide all plant, labour and materials to carry out the installation of Council supplied prestressed bridge piles at Dunbible Creek, Mistral Road Murwillumbah.
Tenders were officially invited in accordance with the provisions of the Local Government Act 1993 and the NSW Local Government (General) Regulation 2005. Tender submissions closed at 4.00pm (local time) on 16 March 2015 in the Tender Box located in the foyer at the Tweed Shire Council Civic and Cultural Centre, Murwillumbah NSW 2484.
Works are being undertaken to replace the old timber bridge Tender Advertising
As per the requirements of the Local Government Regulation 2005, tenders were officially advertised for Tender RFP2015-031 Installation of concrete bridge piles for the construction of a new bridge over Dunbible Creek Mistral Road Murwillumbah on 21 February 2015 in Brisbane Courier Mail. The tender was also advertised in Sydney Morning Herald on 24 February 2015.
Evaluation Criteria
Tenders were evaluated based on the criteria items extracted from clause 24 of the Conditions of Tendering.
The evaluation was conducted by Council's Tender Assessment Panel, consisting of Construction Engineer, Contracts Engineer and Graduate Engineer.

OPTIONS:
That Council:
1. Accepts the tender for RFP2015-031 from Davbridge Properties Pty Ltd T/A Davbridge Constructions for the amount of $107,700.00 (Exclusive of GST).
2. Accepts an alternative tenderer for RFP2015-031.
CONCLUSION:
Council awards the Contract RFP2015-031 to Davbridge Properties Pty Ltd T/A Davbridge Constructions for the amount of $107,700.00 (Exclusive of GST) as detailed in the tender evaluation report confidential Attachment 1 for the Installation of concrete bridge piles for the construction of a new bridge over Dunbible Creek Mistral Road Murwillumbah.
