Conditions of Play General Rules
1. Laws of the sport of bowls
Club Championships matches will be played in accordance with the Laws of the Sport of Bowls 2012 and the Royal New South Wales Bowling Association Conditions of play 2012. This includes application of clause A.4 Restriction of movement of players during play outlined in appendix A of The Laws of Bowls for all non-association events.
2. Bowls committee
The HDBC Bowls Committee is responsible for the conduct of all Club Championships. The Tournament committee shall comprise of the Bowls Secretary, Chairman of the Bowls Committee and the designated championship administrator from the Bowls Committee.
3. Club Championships
Club Championships will be Men’s Major and Minor Singles, Major and Minor Pairs, Triples, Fours, Handicap Pairs & Novice Singles. Mixed events will include Mixed Pairs, Mixed Triples, Mixed Fours, Rookies Singles, Senior/Junior Pairs and Junior Singles. The Bowls Committee reserve the right to approve other events as required such as Junior Championships.
4. Eligibility for entry into Club Championships
To enter a Club Championship the player must be a member of the HDBC and a registered member of the RNSWBA. The HDBC must be the players declared Club for the current
championship season and the player must not have played a championship, State Pennants or any other association event at another affiliated club.
On entry to all Club events the member/s accepts the Conditions of Play as set out in this document.
5. Entry for Club Championships
Entry for Club Championships is to be made on the Championship Entry form which will be posted on the club notice board not less than three weeks prior to the scheduled closing date for entry.
6. Tournament Committee
The Tournament Committee will be responsible for the draw of Club Championships. All Championship draws are to be undertaken on an open draw basis in the presence of two members of The Bowls Committee. The draw for each event will be posted on the club notice board not less than five days prior to scheduled commencement date.
7. Scheduled Playing Dates
All Championship games are to be played on their scheduled date. Should a player or a team be unable to play on the scheduled date, subject to the agreement of the opposing team and the Bowls Secretary, the match maybe played PRIOR to the scheduled game date. If it is not possible to organise a game prior to the scheduled game date, the unavailable player shall be substituted as per clause 11 or the team shall forfeit the game (with exception of the Final- refer clause 8).
8. Scheduled Playing Dates - Final
All Final matches are to be played on the scheduled date. Should circumstance dictate that a player or a team is unable to play on the scheduled date The Bowls Secretary, with agreement of the Team Captains, may make arrangement to reschedule the game in order to avoid the introduction of a substitute or forfeiture. Only one postponement per team will be permitted.
Where the game cannot be arranged within a period of four weeks of the original final date, it must be referred to The Bowls Committee.
9. Order of Precedence
Club Championships take precedence over external competitions that are not recognised as a Bowls Australia, RNSWBA or Sydney North West Zone 10 event (Refer RNSWBA Section 5 Conditions of Play 2013/14). Where member/s of a team have entered an external event, subject to agreement with the opposing team and the Bowls Secretary, the match maybe played PRIOR to the scheduled date.
10. Rescheduled Games
Where a player is unable to make arrangements under clause 7 and/or Clause 9, then any requests to play the event after the scheduled drawn date must be referred to The Bowls Committee. Normally only Finals would be considered for alteration to the playing conditions outlined in Clause 7 and/or Clause 9.
11. Substitutes
A substitute will not be permitted where a member is playing in an external competition. In other situations substitute’s replacements must comply with Rule 51 of The Laws Of Bowls.
12. Inclement Weather
Where a scheduled event cannot be played due to inclement weather the Bowls Committee will authorize The Bowls Secretary to reschedule round/s to be played on a revised date. To ensure completion of the championship event within the prescribed time frame outlined in the
published Bowls Calendar, the game/s may be rescheduled to be played under lights and or
during the week.
Where a round/s is to be rescheduled no less than five days’ notice is to be given.
13. Scheduled Starting Times
All Club Championships must commence on the posted starting time. If after thirty minutes of the scheduled start time of a game, one or more players are absent from a team, the defaulting team shall find an eligible substitute or forfeit the game.
14. Championship Playing Days
Club Championships games may be scheduled for play on Saturday or Sunday mornings and afternoons. As per Clause 7, games may be scheduled to be played under lights during the week. Championships may be played on all greens. The Rookies singles will be restricted to play on Green one only.
Club Championship games will not be scheduled for play on Public Holiday weekends, Mother’s Day or Father’s Day.
15. Same Day Events
Where a player is drawn to play men’s and mixed championships on the same date The Bowls Secretary will schedule one game in the morning, with the second game to be played in the afternoon. Unless otherwise approved by The Bowls Committee, both games are to be played as per draw.
16. Dress Requirements
It is a requirement for all Club Championships and Association events to wear the current approved Club uniform which complies with the RNSWBA Attire By-law (8) as follows:
i) Shirts- Long or short sleaved red, white and bottle green Club shirt with BA Logo.
ii) Pants/Shorts- Bottle green Club pants or shorts with BA Logo.
iii) Headwear:
a) Bottle Green Club cap or bucket hat.
b) White/cream wide brimmed hat with Club hat band.
iv) Jacket/Vest
a) Red, white and bottle green Club jacket. BA logo optional.
b) White or cream jacket displaying BA logo.
c) Bottle green vest displaying BA logo.
v) Knitwear- White or cream. BA logo optional vi) Socks- Long or short. BA logo optional.
vii) Footwear- approved bowls shoes.
Where members fail to comply with this rule the Tournament Committee will not allow the player to compete in the competition.
17. Bowls Committee
The Bowls Committee may, under extraordinary circumstance vary the Conditions of Play as deemed necessary to complete an event. This may include, but is not restricted too, changing the number of ends to be played, revise scheduled starting times and/or the date of an event.
18. Minor Championships
A member may enter both Major and Minor Championships, provided he has not won:
i) A Minor Singles Championship (at any club).
ii) A Major Singles or Major Pairs Championship (at any club).
iii) An Association Championship
Any member who has won one or more of these events is not eligible to play in Minor Championships.
19. Novice Singles Championship
Where a new member is cleared by the Coaching Panel, he is eligible for the next 36 months to compete in the Novice Singles Championship. Entry into this event would be subject to the member having not won an Association event, Major or Minor club event, Novice Singles event or having accrued more than 36 months bowling experience in their life.
20. Rookies Singles Championship
Open to both female and male bowling members who have had a total of one year or less bowls experience.
21. Championship Markers
The Bowls Secretary will be responsible to appoint markers for Single Championship events.
Members who have entered a singles competition may be required to mark as many as two singles games during the prescribed event. Players may be required to mark on the next scheduled round of the championship, even if that round falls on the following weekend.
Should a player not be available to mark, it is THEIR responsibility to find a suitable replacement.
22. Obligation to Mark Championships
Where a member has failed to meet his obligation to mark as outlined in clause 21, he will be prohibited from competing in Championships in the following year, unless otherwise approved by the Bowls Committee.
23. Handicap Pairs
Where the number of minor and major entries is unbalanced, the bowls Committee will request the Selection Committee to grade players prior to the draw. Grading’s will be determined by an agreed formula that is based on the player’s current Pennant Grade.
24. Composition of Teams
All events Each team will comprise at least one member who is aged 16 years or older at commencement of the championship.
Mixed events The composition of teams will be:
i) Pairs- One female and one male
ii) Triples- One female and two males or one male and two females iii) Fours- Two females and two males
Each member of a team may play in any position. Where a substitute is required, the team must remain in the same composition as outlined above.
25. Composition Of Play In Championship Events
i) Fours Events (Mens, Mixed): All fours events will be played over 21 ends with an additional end played as required to determine a winner should the scores be level at completion of regular play. Each player in a side shall play two bowls in the order prescribed in Clause 2.13 of The State Conditions of Play.
ii) Triples Events (Mens, Mixed): All triples events will be played over 25 ends with an additional end played as required to determine a winner should the scores be level at completion of regular play. Each player in a side shall play two bowls in the order prescribed in Clause 2.13 of The State Conditions of Play.
iii) Pairs Events (Major, Minor, Handicap, Mixed): All pairs events will be played over 21 ends with an additional end played as required to determine a winner should the scores be level at completion of regular play. Each player in a side shall play four bowls in the order prescribed in Clause 2.13 of The State Conditions of Play.
iv) Singles Events
a. Major and Minor: All games will be contested until such time as either player compiles a score of 31 shots, with no limit to number of ends required to reach this total. Each player shall play four bowls in the order prescribed in Clause 2.13 of The State Conditions of Play.
b. Novice Singles: All games will be contested until such time as either player compiles a score of 25 shots, with no limit to number of ends required to reach this total. Each player shall play four bowls in the order prescribed in Clause 2.13 of The State Conditions of Play.
c. Rookies Singles: All games will be contested until such time as either player compiles a score of 25 shots, with no limit to number of ends required to reach this total. Each player shall play four bowls in the order prescribed in
Clause 2.13 of The State Conditions of Play.
