This regulation is made under the authority of the Local Government Act 2002 for the supply of water to its customers by the Tasman District Council. Council The Tasman District Council or an officer authorized to exercise the authority of the Council. An area formally designated by the Tasman District Council as an area served by a mains water supply system with a firefighting capacity intended to supply water to customers via demand supplies. The current schedule of designated fire hydrants must be made available to permit holders by WSA and may be changed upon notice at WSA's sole discretion. Under this bye-law and section 69ZZR of the Health Act 1956, it is an offense to take water from any fire hydrant without the permission or written approval of a representative of the WSA (Tasman District Council's Head of Engineering). The WSA under 8.1.4 above has the power to remove and retain equipment used by an offender.

If a fire hydrant upstand pipe is lost or damaged, the WSA will request a full replacement reimbursement from the permit holder involved. Permit holders are required to provide the WSA with fire hydrant water meter readings on a quarterly basis and will be properly invoiced on a quarterly basis. A survey and meter check will be conducted on all units annually, or more frequently, at the discretion of the WSA.

The WSA will require proof from the water carrier that he/she has appropriate registration from the Director General of Health before issuing a permit to draw water from a fire hydrant. This The WSA will maintain records (as-builts)1 of the location of its burial services. The WSA must be notified in writing of the intention to excavate in the vicinity of its services at least five working days.

Any damage caused to the WSA Service must be reported to WSA immediately.

Rights of Access

Outside these hours (for example for nighttime leak detection), WSA must notify the customer for meter reading and regular maintenance work. The customer must maintain the area in and around the measurement point so that there is no soil, vegetation or other substances or obstacles that prevent or could prevent convenient access. In an emergency, the customer allows Tasman District Council free access to and around the metering point at any hour.

Where practicable, WSA will make every reasonable attempt to notify the customer of a planned maintenance stoppage of supply before work commences. Where immediate action is required and notice is not practical, WSA may stop supply without notice. Due to the possibility of unexpected interruptions in a limited power supply, all consumers must ensure that they have water tanks with the capacity to store water for a specified period of time.

Consumers on three units and more need storage of 7m3 storage per unit of water supplied (ie seven (7) days storage of water), e.g. seven units multiplied by 7m3 = 49,000 liters of storage. All customers with limited flow supplies must comply with the minimum storage required by 30 June 2013. Customers on limited flow supplies must also note the relevant sections of the Tasman Resource Management Plan relating to firefighting.

Assessment of the water used to extinguish fire is carried out in accordance with 9.10.5. Any existing unmetered connection for the water supply to a fire protection system shall not be used for any purpose other than fire fighting and testing of the fire protection system unless the fire protection system is installed in accordance with NZS4517. Where a fire connection is installed or located in such a way that it is likely or possible that someone could draw water from it for purposes other than fire fighting, the WSA will require that the supply be metered.

Where the water supply to any premises is metered, fire hose reels should only be connected to the metered supply, not to the fire protection system. Where the fire protection connection is metered and water has been used for fire fighting purposes, WSA will estimate the amount of water so used and credit the customer's account with an amount based on such estimate. Customers intending to test fire protection systems in a manner requiring a water withdrawal must obtain WSA approval in advance.

Water used for routine flushing and flow testing does not constitute waste, but the amount of water used may be assessed and charged by Tasman District Council.

A copy of the test certificate must be provided to the WSA's representative (Tasman District Council's Engineering Manager). For appliances installed by the WSA, the WSA will have the required testing performed and recover all costs from the water customer. NOTE – Fire protection systems incorporating appropriate backflow prevention measures will generally not require additional backflow prevention, except in cases where the system is supplied by a non-potable source or a storage tank or fire pump operating at a pressure in excess of the WSA . s normal minimum operating pressure.

Any customer who disputes the accuracy of a meter or limiter may apply to the WSA for testing, provided it is not within three months of the last test. If the test shows compliance, the customer must pay a fee in accordance with current WSA fees and charges. A copy of the test result certificate must be available to the customer upon request.

Where a meter is over-readed, WSA will make appropriate adjustments to the customer's invoice(s) based on a period of similar use and retroactively from the time it is agreed that the over-meter reading is likely to have occurred . Should a meter become unrepaired, deregistered or deleted, WSA will estimate consumption for the period since the meter's previous reading (based on the average of the previous four billing periods issued to the customer). charged) and the customer will pay according to such estimate. It should be noted that all repairs to the private plumbing must be undertaken in accordance with the Building Act and carried out by a registered plumber. The use of water or water pressure directly from the supply for the operation of lifts, machinery, eductors, generators or any other similar device, unless specifically approved by the WSA. Use of water for a single pass cooling or heating system, or to dilute trade waste prior to disposal, unless specifically approved. viii). Extending a private water supply through a hose or any other pipe outside that customer's property.. ix) Supplying water drawn from the WSA's supply to any other party without the approval of Tasman District Council.

In the event of a breach, WSA will notify the customer of the nature of the breach and the steps to be taken to remedy it. If the customer continues the violation after one week, WSA reserves the right to reduce water flow to the customer without notice. In such a case, the full service of delivery will only be restored after payment of the appropriate compensation and remedy of the breach to the satisfaction of the WSA.

In addition, if the violation is such that the WSA must disconnect power for health or safety reasons, such disconnection must occur immediately.
