3.14.2 Description of DND (N)

This zone is situated in the northern part ofDND triangle; East-West road constructed on a polder known as Chittagong road provides the essential access facility in the area.

Proximity to Dhaka City center and its easy access facilities by a number of major roads including the railway make the area attractive to mostly low-income people to live in.

Though this area is low lying, it is protected from external flooding and is most suitable for development. It has been under increasing pressure of urbanization. As a result this area, designated for agricultural promotion, is fast becoming urban. Areas east of Demra road are primarily under use by some large industries.

Major IssueslProbIems based on Dhaka Metropolitan Development Plan (1995- 2005) study under RAJUK:

• The area is under embargo from RAJUK from any development. As a result almost all the developments here are unauthorized. Nevertheless extensive development has taken place.

• The area is developing in most haphazard way. Small plot sizes and occasional 2-4 stories wall up houses with maximum ground coverage are seen.

• Lack of internal road network and very intensive development make it impossible to secure spaces for widening of existing roads.

• Most of the area is outside DeC jurisdiction, which leaves this area out of any organization to look after the civic facilities and infrastructure.

• The Jatrabari roundabout is heavily over burdened and traffic jams occur regularly.

• The Pagla Fault line makes the southern part of the zone susceptible to disaster

especially in case of tremor or earthquake of high intensity.

• The zone generally lacks in essential utility services.

Opportunity:

• Detail Area Plan for the zone is under preparation. It is expected that Detailed Area Plan (DAP) will ensure its planned growth and enable to realize the required road widening and utility services.

• Dhaka WASA sewerage treatment plant is located in this area. As such if treatment capacity is enhanced the area can be brought under sewerage network.

• Improvement of railway as proposed by RAJUK to be studied may provide a mass transportation facility in the zone in the coming years.

• Proposed widening program of Dhaka-Narayanganj road and new connector road from Jurain to Dayaganj will help ease traffic concentration on main arterial roads.

• RAJUK proposed Fly Over at Jatrabari, which is under consideration if approved, will increase the efficiency of the arterial roads.

• Eastern Bypass along the Balu River will free the area from some of the through traffic.

• Sayedabad Water treatment Plant will get water from Sitalakhya River through DND canals. This may help this area to get treated drinking water by piped network.

• Major utility services like gas and electricity mains pass through this zone. These will ensure availability of these services in this zone.

• There are large areas underdeveloped lands in the zone, which may be given to plan development to accommodate to low-income people at their affordable price.

• Land study and RAJUK envisaged planned developments in this zone

• Prime group (private entrepreneurs who run several industries in the zone) has surplus electricity, which they want to distribute among the private users in the zone. This will help supply of electricity in parts of the zone at competitive price.

• The irrigation network provides scope to realize the required 12% retention area for strong floodwater ensuring a drainage system.

Action committed/required:

• A full study of the Pagla Fault line, which passes through this zone, is required to ascertain the measures that are required in the process of development work in the area.

• On completion of DAP the embargo on development in this area should be lifted to ensure planned development of the zone.

• Projects to increase the capacity of sewerage treatment plant should be undertaken.

• RAJUK developed industrial areas in areas in Kadamtali and Postogola area should be steered to achieve full utilization in order to provide economic base to nearby people.

• Adequate control should be imposed on the intake canals of Sayedabad water treatment plant.

• More projects to enable low-income people to get hold of serviced plots should be taken.

• Land readjustment projects to realize planning standards in the established areas should be taken.

• A new municipality or a specific DND triangle development board should be created to ensure delivery of utility and sanitation services in the zone.

• Adequate measures to ensure the realization of retention pond should be undertaken.

• The zone is likely to be one of the fastest growing over the next twenty years and unless fairly rapid action is taken most development will take place in a completely unplanned manner.

3.15 Dumping of Solid wastes at Matuail:

The uncontrolled dumping of solid wastes at Matuail (Photo-2) could severely affect both surface waters and ground water in the project area. The input of high strength organic leach ate and inorganic solutions of metals in a reduced state of oxidation into a watercourse can deplete the oxygen content of the water and ultimately will result in extinction of all oxygen dependent life. Several gases are generated within the landfill.

The principal gases are Carbon Dioxide, Methane, Nitrogen etc and occasionally Hydrogen Sulfide. Concentration of Methane in the atmosphere between 5% and 15% are

Saidabad Water Treatment Plant:

Because of the untreated discharge from textile mills and dying factories, the river (Sitalakhya) water remains polluted with concentrated chemicals at the edge of river.

During pumping of water for intake, the chemically polluted water gets in the intake station.

Planning laws, tools and techniques for development controls should be honored along with other procedural steps during setting up industries. Monitoring authority like DOE should strengthen their power and should exercise them accordingly.

Observations of Change of Trend in Sarulia Catchment's station areas (Based on study" Change and Development of Landuse and Socio-economic Environment due to implementation of Saidabad water treatment plant project" under DW ASA):

• Number of floor in old buildings has started to increase

• New residential structures has been constructed and people has started to live in

• New commercial enterprises have started to come up

• In-migration from outside of the project area and also from other districts is noticeable. They have started to develop vendor shops, tea stalls, mini lunch corner etc, different types commercial enterprises.

• Trend of land use pattern and living style has started to change from rural to urban, and to industrial one.

• Trend of in-migration to this area is being expected to remain continuing as a process of urbanization

• Trend of changing social and economic pattern along with the trend of in migration would change the culture of the existing community to a cross cultural community

• More factories are expected to be constructed for financial benefits

• Traffic congestion is thought due to acceleration of" to and from" vehicular mobility

• More installation of houses and/or factories is expected after construction of the access road to Sarulia pumping station.

• There is probability of further pollution of the river water due to construction and construction process of new industries

• Increase of land price will remain continuing high.

Observations of DND Canal (Based on study " Change and Development of Landuse and Socio-economic Environment due to implementation of Saidabad water treatment plant project" under DW ASA):

• Erosion of soil which is damaging the canal, the fencing and the roads

• Some bathing steps/ghats of RCC steps of significant number representing specific need of the community

• Floating grasses were spreading everywhere, from the ground, roads and the top of the trees

• The canal was seen polluted and aesthetically unpleasant due to weeds and garbage

• Fish cultivation was marked

• Temporary structures were noted from the ground or supported legs oflogs

• Rickshaws were seen as the main mode of transport, chaotic at all concerns and in all junctions of the roads. No traffic management system was marked

• There was no garbage disposal system and garbage was visible on the roads, backside of the shops, on fencing down to the canal.
