Persepsi Masyarakat Tentang Program Kompensasi Pengurangan Subsidi Bahan Bakar Minyak Bidang lnfrastruktur Perdesaan di Kecamatan Pantai Labu Kabupaten Deli Serdang, dibawah bimbingan Prof. Bachtiar Hassan Miraza, Drs. Jhon Tafbu Ritonga, M.Ec. dan Bapak Drs. H.B. Tarmizi, SU.

Penelitian ini dilakukan untuk menggambarkan persepsi masyarakat tentang Program Kompensasi Pengurangan Subsidi Bahan Bakar Minyak Bidang Infrastruktur Perdesaan (PKPS BBM-IP) di kecamatan Pantai Labu Kabupaten Deli Serdang. Peneletian dilakukan melalui penelusuran survey dan wawancara yang disertai dengan penyebaran angket/kuisioner kepada 9 5 K K ( K e p a l a K e l u a r g a ) y a n g b e r t e m p a t t i n g g a l d i 4 ( e m p a t ) d e s a Kecamatan Pantai Labu. Data yang diperoleh adalah data yang berhubungan d e n g a n j a w a b a n r e s p o n d e n t e n t a n g p e n i l a i a n m a s y a r a k a t t e r h a d a p efektivitas kegiatan PKPS BBM-IP dan manfaat program yang diperoleh, serta penilaian perbandingan efektivitas antara PKPS BBM-IP dan Program Pengembangan Kecamatan (PPK) sebagai variabel penelitian.

Tahapan penelitian dilakukan dengan menggunakan metode analisis deskriptip untuk menggambarkan besar nilai persepsi masyarakat dan menggunakan bantuan Software SPSS, dengan metode Cross Tabs (Tabulasi Silang) untuk menggambarkan perbandingan efektivitas antara PKPS BBM IP dan PPK.

Program ini cukup menarik untuk diteliti sebagai program pemerintah yang erat kaitannya dengan pengembangan wilayah. Dari hasil penelitian diperoleh bahwa PKPS BBM-IP yang dilaksanakan di Kecamatan Pantai Labu berlangsung efektif, namun jika dibandingkan efektivitas antara kegiatan PKPS BBM-IP dan PPK diperoleh bahwa kegiatan PPK lebih efektif dilaksanakan.

This research is done to describe the community perception about Compensation Program of Fuel Oil Subsidy Reduction in Rural Infrastructure Field (PKPS BBM-IP) at Sub district of Pantai Labu, Deli Serdang regency. The research is done by doing survey, interview, and also questionnaire disseminating to 95 head of household who lived in 4 villages at sub district of Pantai Labu. The obtaining data was the data that have a connection with the respondent answer about community evaluation to the effectiveness of PKPS BBM-IP activity and the program benefit that is obtained, also comparative e v a l u a t i o n o f e f f e c t i v e n e s s b e t w e e n P K P S B B M - I P a n d s u b d i s t r i c t development program (PPK) as research variable.

Research stage is done by using descriptive anility’s method to describe the big community perception value and it used SPSS Software with Cross Tabs method to descrice the effectiveness evaluation between PKPS BBM-IP and PPK.

This program is quite interesting to be researched as government program that has a close connection with the area development. From the research, the result is showed that PKPS BBM-IP have been implemented at sub district of Pantai Labu was look place effectively, nevertheless if it is compared the effectiveness between PKPS BBM-IP and PPK activities showed that PPK activity is implemented more effective.
