Program Overview

KOMPAK (Governance for Growth) is a large and complex program that is uniquely placed to add value to the Government of Indonesia’s own efforts to improve the social and economic conditions of its citizens; it is aimed at economic expansion and poverty reduction in Indonesia. Abt JTA is supporting frontline services—including health and education—while identifying governance constraints. The work accompanies implementation of Village Law, new national rules that empower local communities and increase the direct flow of money to village governments and services. KOMPAK seeks to strengthen the capacity of all levels of government to improve services, respond to citizen needs and contribute to stable prosperity. Abt JTA – Who We Are

Duty Statement

The Innovation Manager will manage implementation of KOMPAK’s innovation activities including the Innovation Challenge Fund, Innovation Hubs and Young Innovators program

This will include building partnerships to leverage with the private sector and government investment in innovations pertinent to KOMPAK’s mandate and promoting and encouraging a common innovation function and vision as per KOMPAK’s outcomes.

This role will work under direct supervision of Senior Innovation Lead and will work closely with other KOMPAK sections and the broader team as well as the Abt JTA Head Office team.

Keterangan Tugas

Innovation Manager bertanggungjawab dalam menangani pelaksanaan kegiatan-kegiatan yang bersifat innovatif dari KOMPAK termasuk program Innovation Challenge Fund , Innovation Hub dan Young Innovator. Tugas utama dari jabatan ini adalah membangun kerjasama dengan pihak-pihak swasta dan pemerintah terutama yang mempunyai visi yang sama dengan mandat KOMPAK dalam rangka mendukung program-program yang innovative sesuai dengan visi dan target capaian KOMPAK.

Pemegang Jabatan ini akan bekerja dibawah supervisi dari Senior Innovation Lead dan bekerjasama dengan manajer program KOMPAK lainnya dan dengan tim Kantor Pusat Abt JTA.

Under the guidance of the Senior Innovation Lead, the Innovation Manager has the following responsibilities:

• Exploring and building partnership opportunities with private sector and other stakeholders on testing, piloting and scaling up innovations to improve basic services and increasing economic opportunities in Indonesia;

• Working and coordinating potential partners in implementing KOMPAK’s Innovation Program with the central and local governments, civil society groups and private sector to establish a hub for innovations (learning hub for innovations), rollout the Innovation Challenge fund and manage the Young Innovators Programme; • Work with the KOMPAK Learning and Knowledge Manager on developing knowledge pieces and on documenting to be adapted for possible piloting and scaling up by KOMPAK through selected local governments, as appropriate;

• Sustain and contribute to

government-civil society-private sector collaborative dialogues necessary to institutionalise innovations;

• Mentor and manage an internship program to develop potential of young Indonesian leaders and innovators;

• Manage KOMPAK’s Innovation Challenge Fund;

• Work collaboratively with other Australian government development programs and investments to identify synergies for innovation across programs; • Work with Bappenas and other Line Ministries in identifying innovations for pilot testing.

kerjasama dengan pihak swasta dan berbagai pihak lainnya dalam rangka perbaikan layanan dasar dan perbaikan kesempatan ekonomi;

• Membangun kerjasama dengan

berbagai pihak termasuk dengan pihak swasta dalam rangka memperbaiki kehidupan kelompok miskin dan kelompok rentan;

• Bekerja dan berkoordinasi dengan mitra-mitra potensial dalam melaksanakan Program Inovasi KOMPAK baik di pemerintahan daerah maupun dalam kelompok sosial madani dalam mendukung terbentuknya ‘hub for innovations’ (hub inovasi);

• Bekerjasma dengan tim dilapangan (provinsi dan kabupaten) untuk mendapatkan dukungan dan komitmen pemda (buy-in) dalam rangka mendorong ataupun membangun jaringan atau hub inovasi;

• Mengikuti perkembangan praktek-prakek cerdas dalam penyelenggaraan pelayanan dasar (front-line service delivery) dan bekerjasama dengan berbagai pihak dalam rangka replikasi inovasi yang sudah ada ke pemda-pemda lainnya;

• Mempertahankan dan memberikan kontribusi untuk dialog kolaboratif antara pemerintah, masyarakat madani dan sektor

swasta yang diperlukan untuk

melembagakan inovasi;

• Mengelola program magang untuk mengembangkan potensi para pemimpin muda Indonesia dan para inovator;

• Mengelola program Innovation Challenge Fund (ICF);

• Bekerjasama dengan

program-program yang didanai DFAT lainnya untuk mengidentifikasi sinergi inovasi lintas semua program.

Other Tasks

 Immediately report any suspected fraudulent or corrupt activities to your KOMPAK supervisor or relevant Director.

 Proactively identify and report risks, and manage risks within your level of accountability.

 Undertake other duties as required by your supervisor.

 Comply with Abt JTA and Program’s policies on gender, disability, fraud and anticorruption, HIV and AIDS, child protection and the environment.

Key Selection Criteria

KSC 1. Ten years experience in designing and managing an Innovation Challenge Fund or similar program, creation of a knowledge and exchange forum for Innovations and managing of teams of young innovators

KSC 2. Entreprenual and proven experience at identifying opportunities for innovation, negotiating partnership arrangements on innovations with the government and private sector and execution of innovation programms

KSC 3. Ten years experience and extensive networks in government and the private sector particularly Corporate Social Responsibility (CSR) or experience in companies with social impact investment (angel investor)

KSC 4. Good understanding of the Global and Indonesian Innovation Space

If no response to the above Key Selection Criteria is made, applications will not be considered further.
