Program Overview

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia’s efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

1 Improving access, quality and delivery of basic services in health, education and legal identity;

2 Strengthening village governance, community participation in governance as well as community-led development and;

3 Creation of opportunities for off-farm employment and economic development.

Project Summary:

KOMPAK adalah kemitraan Pemerintah Australia dan Indonesia yang mendukung Pemerintah Indonesia untuk mengurangi kemiskinan melalui peningkatan pelayanan dasar dan menciptakan kesempatan ekonomi yang lebih besar. KOMPAK akan memfokuskan kegiatannya pada tiga area: 1. Peningkatan akses, kualitas pelayanan

dasar di bidang kesehatan, pendidikan dan identitas hukum;

2. Penguatan tata kelola pemerintah desa, partisipasi masyarakat dalam tata kelola pemerintahan dan pembangunan berbasis masyarakat;

3. Penciptaan peluang-peluang ekonomi di sektor non-pertanian dan pembangunan ekonomi.

Purpose

The Senior HR Manager is responsible for leading and managing the KOMPAK HR function and services for the program. The Senior HR Manager will proactively address the imminent personnel requirements while establishing the human resource management (HRM) framework to underpin the delivery of the continuity phase of the program.

The Senior HR Manager will provide strategic and operational expertise on KOMPAK people related matters, including but not limited to the following:

• Operate in a business partnering capacity with the KOMPAK leadership team and relevant stakeholders, to advise on workforce planning and organisational development of the program, aligned with annual work plans and strategy.

• Lead and manage the recruitment, selection and onboarding for KOMPAK program staff to ensure that quality hires are made on time, to meet program work plans and deliverables.

• Design, develop and implement the KOMPAK capacity development framework and associated training program, with a

and facilitate the transfer of skills and knowledge sharing on HR expertise, methodologies and good practice.

• Further develop, establish and embed the ‘HR infrastructure’ for KOMPAK including refinement, development and implementation of program HR initiatives, policies, systems and procedures.

Specific Duties and Responsibilities

Leadership and management of HR function and services

• Provide strategic and operational advice on people related matters and organisational development of the program.

• Ensure KOMPAK’s compliance with Indonesian Manpower Act and other relevant legislations in consultation with KOMPAK leadership team and Abt Australia People and Culture team.

• Coach, mentor and support the HR team to deliver effective HR services and create a high performing, flexible and supportive working environment.

• Oversee payroll arrangements and manage all internal payroll support, procedural and reporting activities.

Recruitment and Selection

• Lead and manage the recruitment and selection for KOMPAK program staff (international and local) to ensure that

• Ensure compliance of recruitment procedures aligned with Abt Associates quality framework.

Capacity Development Framework

• Design, develop and implement a KOMPAK learning and development framework and associated training program to strengthen KOMPAK leadership capability, with focus on line managers and development of people management skills.

• Complete training needs analysis across the program team, develop and implement learning and development framework to address skills and knowledge gaps for all program staff.

• Act as mentor and coach to the HR team to develop capacity of HR team and function; facilitate transfer of HR skills and knowledge sharing on HR expertise, methodologies and good practice.

Establish HR Framework to Support Program Operations

• Further develop, establish and embed the ‘HR infrastructure’ including refinement, development and implementation of HR policies, systems and procedures.

• Review and update of KOMPAK HR Manual and other relevant policies/procedures. • Support the development,

Kerangka Kerja Pembangunan Kapasitas

• Merancang, mengembangkan, dan menerapkan kerangka belajar dan pengembangan KOMPAK dan program pelatihan terkait untuk memperkuat kemampuan kepemimpinan KOMPAK, dengan fokus pada manajer lini dan pengembangan keterampilan manajemen. • Melengkapi analisis kebutuhan pelatihan di

seluruh tim program, mengembangkan dan menerapkan kerangka kerja pembelajaran dan pengembangan untuk mengatasi kesenjangan keterampilan dan pengetahuan pada semua staf program.

• Bertindak sebagai mentor dan pelatih bagi tim SDM untuk mengembangkan kapasitas tim dan fungsi SDM; memfasilitasi transfer keterampilan SDM dan berbagi pengetahuan tentang keahlian SDM, metodologi dan praktik yang baik.

Menetapkan Kerangka SDM untuk Mendukung Operasi Program

• Lebih mengembangkan, membangun dan menanamkan 'infrastruktur SDM' termasuk penyempurnaan, pengembangan dan implementasi kebijakan, sistem dan prosedur SDM.

Employee Relations

• Act as trusted advisor to the KOMPAK leadership team on complex HR case management that may arise; lead on diagnosis, advice and direction for best results.

• Manage all employee relations matters for KOMPAK program staff.

Performance Management and Development

• Working with Abt Australia People and Culture team, refine the performance management framework for KOMPAK personnel to promote high performance and continuous learning.

• Provide support and advice to managers on performance management, counselling, coaching and disciplinary matters for program staff.

• Facilitate the performance planning and appraisal process with people managers and team members.

• Ensure delivery of required training modules for all staff.

Employment Contracts, Remuneration and Benefits

• Review and update an effective remuneration and benefits framework and function for locally engaged staff.

• Oversee administration of employment contracts for locally engaged staff and support contracting activities as required. • Manage the maintenance and

Key Selection Criteria

For your application to be considered by the panel, interested applicants must submit a response to each of the following Key Selection Criteria:

KSC 1. Minimum 10+ years’ experience in leading HR operations within Indonesia;

• Pengalaman minimal 10+ tahun dalam memimpin operasi SDM di Indonesia;

KSC 2. Demonstrated understanding and knowledge of Indonesian Manpower Act and relevant legislations that are relevant to the operational

environment of donor funded projects;
