Reason for change: 1. Allow using local copies of OGC-specified XML Schema Documents without needing to make any modifications to copied documents.
2. Help ensure that all OGC schema repository documents are valid XML Schema Documents.
Summary of change: Change all XML Schema Documents in the OGC schema repository (at http://schemas.opengis.net/) to use relative paths in all include and import statements
Consequences if
not approved: In order to use local copies of XML Schema Documents which use absolute paths to other documents, the copied documents must often be modified to use local copies of other copied documents. Use of local copies is required in at least three circumstances:
1. Servers and clients on an intranet not connected to the Internet will fail to read XML Schema Documents having absolute paths without modifications to the referencing documents.
3. Editing sets of XML Schema Documents to produce revised and new sets.
4. Use of XML Schema Documents having absolute paths on computers (such as laptops) while not connected to the Internet.

Other comments: This change request can be more efficiently implemented if combined with other pending requests, especially OGC 05-068r1. The attached modified XML Schema Documents in the OGC schema repository thus include those changes.
