Desiring to co-operate in the jmplementaLion of the master
plan for gas distribution in the Bandung area ( hereinafter

present situation, including natural gas availability in the

ART lCLE II .
Executing Agency.
1. The Gover n ment of the Kingdom of Belgium design ates the
Belgian Administr ation for Development Co-operation
(hereinafter referred to as B.A . D .C ) as its executing
agency. B . A.D.C. is represenLed in Indo n esia by the
Development Co-op eration Section o f the Belgian Embassy in
Jakarta. The B.A.D.C . will ent rust the implementation of
its contribution to experienced consulta n t(s).

The gッカ・セョュ・ョl@ o f the Republic or Indonesia designates LhePerusaho.un Gas Negara , hereinafter referred to as PGN as its
executing Agency responsible for t h e implementation to its
contribution and operatiunul matters of the project.
ARTICLE III
Contribution of the Government of the Republic of Indonesia .
The Govet·nnwrt L or t h e Republic o r T nd onesla , in ac<:.:ordunce
with the prevailing laws and regulations shall
a. provide the Belgian experts wiLh the exempLions and
pri vileges mentioned in article 7 of the General Agreement on Technical Co-operation of June 16, 1969 ;
b. granL exoneration from all duLles, other levies and taxes
on the technical apparatus and equipment brought in into
Indonesia by Lhe con sultant and which is required to
impl ement the Project .
c. give the required agreement for the Belgian experts .
d. appoint a L'esponsible project engineer who will act as an
interface between t h e Con sultant and all Indonesian serv i ces
and organizations;
e . make available furnish ed and equipped office, and the
faci 1 i Lies for official purposes (secretary,
draughts-rHan, local transportation, domestic telephone and
international telex) required for the implementation o f the
f , support in obtaining all necessary information from private and public entities.
g. provide all available reports, maps, documents,
technical data and other information required for the

ARTICLE IV.
Contribution of the Government of Lhe Kingdom of Belgium.
In accordance with Lhe prevailing laws and regulations, the
Government of the Kingdom of Belgium shall :
1. Carry out the master plan specified in Lhe T.O.R and Lake
all required administrative and budgetary measures to this
end.
2 . Provide the services of a Belgian consultant and cover the

Governments.
ARTICLE VIII.
Entering into force and validity.
This Specifi c Agreement and the aLLached Terms of Reference
shall enter inlo force on Lhe date of signing and remain in
force ur1Lill the completion of the project. Amendments to Lhe
Specific Agreement , not resulting in any increased cost to any
of the contracting parties, may be made aL any time with the
mutual consent of Lhe Government by exchange of letters.

OBJECTIVE
The task of the CONSULTANT shall be to propose to PGN a masterplan for a
future and possible gas distribution network in the Bandung area, taking
into account :
the feasibility study implemented by PGN as well as all feasibility
studies and/or all other reports made available by PGN to the
CONSULTANT,
the existing gas distribution network and its characteristics
(pressure losses and leakages),
the characteristics of the presently consumed gas, its ーイッ」ゥセ」エゥッョ@ and
the Su?ply conditions to the consumers,
all data related to the existing consumers and to their consumption
charac:eristics ,
the existing data related to the potential gas market in the Bandung
area at medium term (10 years) and at long term (20 years),

3. TRANSFER OF KNOWLEDGE
The consultant shall plan his assignment in such a way as to be able
to operate, as far as possible, on the spot . The members of the
P.G.N. staff shall be integrated in the teams of the consultant, and
shall participate in each stage of the study, ensuring thus that a
maxinum amount of ォョッセッセMィッセッセ@ is passed on to P.G. N. , both during the
studies implemented on the spot, as during those which the consultant
セッセッオャ、@ conduct in Belgium.
In his assignment, the consultant: muse make provision for the
training of two P. G.N. Engineers during 2 months . This
training-course shall mainly focus on the knowledge required in order to
accomplish a study of this type, and on the technical solutions
proposed. The training-course セッセゥャャ@ mainly be of the practical type, and organized on Belgian distribution oetvorks.
