PDRB HIJAU UNTUK PEMBANGUNAN BERKELANJUTAN SEKTOR HOTEL DI KOTA MEDAN

ABSTRAK
Produk Domestik Regional Bruto (PDRB) sektor hotel di Kota Medan terus meningkat, tetapi belum menggambarkan kondisi yang sebenarnya karena faktor eksternalitas belum diperhitungkan.Penelitian ini bertujuan untuk menentukan biaya eksternalitas sebagai faktor koreksi PDRB menjadi PDRB hijau sektor hotel di Kota Medan. Metode analisis yang digunakan adalah analisis dinamik dengan menggunakan software Powersim versi 2005. Responden dalam penelitian ini adalah pengelola hotel bintang dan non bintang di Kota Medan. Pemilihan sampel hotel dilakukan dengan metode stratified sampling dengan jumlah sampel sebanyak 74 hotel. Hasil penelitian menunjukkan bahwa sebagian besar hotel (81,52%) menggunakan air tanah sebagai sumber air hotel. Selain itu, tidak satupun hotel di Kota Medan yang melakukan pengolahan sampah, tetapi masih menggunakan jasa pemerintah untuk mengangkut sampah ke Tempat Pembuangan Akhir.Luas ruang terbuka hijau yang dimiliki oleh setiap hotel tidak ada yang memenuhi kebutuhan yang seharusnya tersedia di hotel tersebut. Berdasarkan hasil simulasi model dinamik yang dibuat dalam menghitung PDRB hijau hotel bintang dan non bintang memiliki selisih 1,17 - 3,09% dibandingkan hasil peghitungan aktual.Hasil uji validitas terhadap model simulasi dinamik yang terbentuk menunjukkan bahwa model tersebut valid dan dapat digunakan untuk mengestimasi nilai PDRB hijau. Besarnya faktor koreksi PDRB konvensional menjadi PDRB hijau jika hanya memperhitungkan biaya eksternalitas negatif (pengolahan limbah cair, pengolahan sampah dan pengelolaan ruang terbuka hijau) sektor hotel di Kota Medan adalah sebesar 4,75 %; Jika memperhitungkan biaya eksternalitas negatif dan postif (penghematan biaya energi listrik) sektor hotel di Kota Medan adalah sebesar 2,82 %.Rata-rata biaya eksternalitas negatif per tamu hotel per malam sebesar 7.850 rupiah.Ada perbedaan secara signifikan besarnya biaya eksternalitas negatif setiap tamu menurut klasifikasi hotel.Hasil penelitian ini juga menunjukkan bahwabesarnya volume pemakaian air tanah oleh pihak hotel dan biaya retribusi yang rendah dapat menjadi faktor penghambat usaha konservasi sumberdaya air di Kota Medan.

ANALYSIS OF COST EXTERNALITIES OF GREEN GROSS REGIONAL DOMESTIC PRODUCT FOR SUSTAINABLE DEVELOPMENT OF THE HOTEL
SECTOR IN THE CITY OF MEDAN, NORTH SUMATERA
ABSTRACT
Gross Regional Domestic Product (GRDP) of hotel sector in Medan continues to increase, but it does not describe the actual condition because the external factors have not been taken into account. This study was intended to determine the cost of externalities as a correction for GRDP to convert into Green GRDP of the hotel sector in the city of Medan. The study used a dynamic analysis using Powersim software of 2005 version. Respondents in this study were managers of star and non-star hotels in Medan. Hotel samples were selected through a stratified sampling method, accounting for 74 hotels. The study results showed that most hotels (81.52%) use groundwater as a water source for the hotels. In addition, none of the hotels in Medan carry out waste management; they still use government services to transport waste to the final disposal. The size of green open space owned by each hotel does not meet the needs that should be available for the hotel. Based on the results of dynamic simulation model made to calculate the green GRDP, the star and non-star hotels have a difference of 1.17 to 3.09% compared to the actual calculation. The resulted test of validity for the dynamic simulation model that has been designed showed that the model is valid and can be used to estimate the value of green GRDP.The correction factor rate for the conventional GDP into green GRDP is 4.75% for the hotel sector in Medan if only the cost of negative externalities (waste water treatment, waste treatment and green space management) is taking into account; while if the cost of both negative and positive externalities (efficient cost of electricity) in the hotel sector in, it is 2.82%. The average cost of negative externalities per guestroom per night for 7850 rupiah. There are significant differences in the magnitude of negative externalities on the classification of hotels. The study result also indicated that the use of large volume of ground water by the hotels and the low cost of retribution or taxes can be an inhibiting factor for the conservation of water resources in the city of Medan.
