Kundjungan ini merupakan kundjungan balasa.n atas kundjungan- kundjungan Presiden Soekarno ke Mexicodalam tahun
1959
dan1961.
Presiden Adolfo Lopez lifa.teos beserta rombongannja m.engundjunci baik Djakarta maupun kota- kota peiuntmcan Bocor dan Bandun: serta
pulau Bali jang mempesonakan itu. Sewaktu berada diibukota Presiden Mexico men:utjapkan pid.ato dihadapan Sidanc Istimewa Dewan Perwakilan Rakjat Gotong Rojong sed.angkan dalam Per djalanan-perdjalanan
selandjutnja beliau mempergunakan kesempatan untuk mempeladjari dan mel:i.hat setjara lan1sun& sedikit da.ri sedjarah dan kebuda.jaan
Indonesia dan rakjatnja, dan menjaksikan setjara pribadi pel bagai
kemadjuan rakjat I ndonesia jani ditjapai dengan kebid j aksanaan poJif;ik jan, tepat dar i Presiden Soekarno.
Selruna kundjungan tersebut kedua Presiden tel ah mengadakan pertttkaran fikiran setjara bebas dan ram.ah ュ・ョセッョ。 ゥ@ keadaan
inter-nasional dewasa ini da.n mengenai soal- soal ェ。ョセ@ menjangkut kepentinian bersama dari kedua ne,ara. Kedua pemimpin tersebut mentjatat den&an rasa puas per samaan pand.angan mereka atas banjak segi dari keadaan intornasional , maupun mengenai peraoalan- persoalan jang d:i.hada.pi
ked.ua negara mereka. Sadar akan adanja kete,ansan dunia da.n bahaja peperan,an nt1kl ir , kedua Pres iden i tu meneka.nkan ー・ョエゥョセェ。@ haluan
politi.k luar negeri mereka jang bebaa, jani setjara aktif turut
beruaaha mentjari djalan dan da.ja upaja untuk mereclakan ketegangan dunia.
Setelah meneliti dan n1embandingkan hasil- hasil dari politilc luar negeri mereka , kedua Kepala Neiara itu menjatakan pandangan
mereka bahwa pelaksanaan jani tegas dari politi.k luar neger i tersebut ternjata selalu merupakan djaminan jan, kuat untuk kecer dekaan dan
martabat mereka, maupun sebagai sunbangan jang positip bagi
pcnentuan nasib sendiri da.n bagi kesedjahteraan serta keI:Jadjuan neg::i.ra- ne,ara jan, masih terbelakan, perekonomiannja dan bagi
stabilitas , kemadjuan dan perdamaian dunia .

-Sepakat bahwa antjaman jang terbesar bagi perdamaian dunia
ditinbulkan baik oleh perkembangan dan penimbunan sendjata-sendjata, terutama sendjata-aendjata perang nuklir, maupun oleh

ICedua Kepala Negara be1"samaan dengan i tu menegaskan sekali lagi kepertjajaan mer·elca pada azas-azas dan tudjuan-tudjuan Piagam Perserikatan Bangsa- Bangsa dan berpendapat bahwa pertukaran fikiran
jang terus-menerus harus diadakan baik antara Mexico dan Indonesia maupun antara negara- negara lain, guna meneliti segala kemungkinan perobahan dalam Piagam Perserikatan Bangsa-Bangsa, sehjngga Pia,am
tersebut mentjerminkan dengan lebih tepat perobahan-perobahan didunia jang telah terdjadi semendjak Orianisasi tersebut dibentuk.
Kedua Presiden ュ・ョ・セ。ウォ。ョ@ kembali kebentjian mereka terhadap kolonialisme, imperialisme dan diskriminasi rasial. Mereka
bersefabam bahwa negara- negara jang sedang berkembang harus dibantu dalam memupuk kemadjuan mereka dilapangan ekonomi dan sosial dal.am alam 1::emerdekaan dan kebebasan, dan supaja hubungan- hubungan dagani diatur dengan norma-norma jang adil sehingga menguntungkan
ralcjat-rakjat jang bersangkutan, terutama mereka jang lebih membutubkannja. Mereka bersef aham perlunja digiatkannja usaha-usaha guna mentjapai
taraf perdagangan jang meluas, denga.n memperhatika.n setjara istimewa perlunja memetjahkan masalah-masalah jang ditimbulkan - terutama bagi negara-negara jang kurang madju perindustriannja - oleh harga- haria
rend.ah jang dibajar bagi bahan- bahan mentah mereka dan oleh senantiasa meningkatnja harga- harga jang harus dibajar untuk barang- barang mod.al
dan bahan- bahan hasil pabrik, maupun dihapuslcannja tindakan-tindakan jang bersifat diskriminatoris dan mengekang terhadap ekspor
bahan-bahan mentah.

-Presiden Indonesia dan Presiden Mexico bersepakat bahwa dalam
waktu jang sesingkat-singkatnja dan dengan djiwa kerdjasama jan' bersahabat harus d.iadakan suatu persetudjuan kebudajaan antara
kedua ョ・セ。イ。L@ termasuk pemberian bea-siswa. Presiden Lopez Mateos memberitahukan kepada Presiden Soekarno bahwa Mexico mulai tang,al 1 Djanuari 1963 siap untuk memberikan limabelas bea-siswa bagi
mahasiswa dan para ahli jang berhasrat beladjar atau memperdalam keabliannja di Mexico.
Kedua Presiden telah menindjau perkembangan ィオ「オョセ。ョ@
perdagangan antara kedua negara dan ment jatat dengan rasa puas, bahwa arus barang-barang sangat bertambah dalam tahun 1960 dan 1961, dan mereka menjetudjui untuk mengadakan tambahan dalam
daftar baran,-baran& dan kwota tahunan janfi telah diperintji didalam Protokol jang terlampir pada Persetudjuan Perd.a,anian
tゥセ。@ Tahun antara Republik Indonesia dan Republik Mexico Serikat. Untuk memadjukan denz;an lebih i iat hubungan perdagangan ini kedua Presiden bersepakat untuk mengadakan persetudjuan pembajaran
antara bank-bank sentral kedua ne{!;ara . Mereka bersepakat pula bahwa langkah-langkah har us diambil untuk ュ・ョセ。、N。ォ。ョ@ kerdjasama
jani erat antara kedua negara dibidang pelajaran dengan maksud untuk memperbesar arus perdagangan setjara langsuni antara kedua negara.

Los Presidentes reafirmaron su aversion al colonialis
-mo , imperialis-mo y discriminacion racial .
Estan de acuerdo
en que los paises por desarrollarse deben ser ayudados para
locrar , dentro de su independencia

libertad , una mejori a
economica
y social ; y que las relaciones comerciales deben
basarse en normas equitativas en beneficio de los pueblos
-interesad6s , especialmente de aquellos que mas lo requieren .
Estuvieron asimismo de acuerdo en la necesidad de intensifi
-car los esft1erzos para lograr u..n a.umento en los intercambios
comer ciales , con especial atencion a la necesidad de solucio
-nar los problemas creados , principalmente para los paises po
-co industrializados , por el bajo precio que obtienen por sus
materias primas y por el costo cada di a mas alto que deben
-pagar por los bienes de capital y art1culos manufacturados ,
asi como en la eliminaci6n_de practicas discriminatorias

ON THE STATE VISIT TO lNDOl'IBSIA liiADE BY

In response to the invitation from President Soekarno of the Republic of Indonesia, President Adolfo Lopez Mateos of tl1e Republic
of the United States of Mexico paid a State visit to Indonesia from October
15
to 2011962.
This visit is a return visit to the ones made by President Soekarno to Mexico in1959
and1961.
President Adolfo lッー・セ@ Mateos and bis part"IJ visited Djakarta as well as the mountain cities of Begor and Bandung, and the enchanting
island of Bali . Durin8 their stay- in the capital the President o'f lJexico delivered an address to a specia1 session of the Indonesian Parliament, while in subsequent t1"'i.ps he availed himself of the opportunity to learn at first hand something of the history and culture of Indone sia and its people and acquainted himself with many of their achievements under the rightful policies of President Soekarno .
In the course of this visit tl1e tvto Presidents had free and friendly exchange of vievrs on the current international situation
and on questions of' mt1tua] interest to both countries . The t\10
leaders noted with satisfaction their agreement on many aspects of the international situation, as well as of the problems faced by their respective countries . Being av1are of t11e \Vorld tension and
the dange r of nuclear war the tv10 Presidents stressed the particular
importance of the cow."se of their independent foreign policies which actively participate in trjring to find ways and means to lessen
world tension .
After ana]izing and cor:iparing the results of their respective foreign policies , the tv10 Chiefs of State expressed the vie\'f that
the firm conduct of these policies always proves to be the solid guarantee of their independence and digni セj L@ as well as a positive contribution to the self determination , v1elfare , and prosperity of the economically underdeveloped countries , and to the stabili tjr ,
progress and peace of tl1e world.

-Agreeing that the greatest threat to world peace is posed by the development and stockpiling of armaments , specially weapons of nuclear warfare , as well as by the act of intervention and agression of any
power against any other nation , the two Chiefs ッセ@ State reiterated their resolve to work to their utmost capacity to bring about an acreement on general and complete disarmament , under adequate international control
in conformity \Vi th the spirit of tl1e Charter of the United Nations , thus satisfying the profound feeling of manki11d for peace and security.
The t\•10 Chiefs of State at the same time reaffirmed their faith
in the principles and purposes of the Charter of the United Nations and
considered that a constant exchange of vie\vs must be held between Indonesia and I.Iexico, as v1ell as bet\veen other countries, in order to examine all
possible changes in tl1e Charter of the United Nations so that it reflects more truthfully the changes that have taken place in the world since the OrGanization was founded .
The tv;o Presidents reaffirmed tl1eir abhorrence of colonialism, imperialism and racial discrimination. They agree that developing
countries should be assisted in furtherine their economic and social
advancement in independence and freedom, and that trade relations should be governed by equitable norms so as to benef it the peoples concerned, especially those v1ho are in greater need. Tl1ey concurred in the need of intensifying the efforts to achieve expanding level s of trade , with
special attention to the necessity of solving the problems created,
especially for the less industrialized countries , by the low prices paid for their raw materials and the ever increasing prices that have to be
paid for capital eoods and manufactured products , as well as tl1e elimination of discriminatory and restrictive practices against exports of basic
commodities .
T'ne t\vo Chiefs of' State noted with satisfaction that the relations
bet\'feen their tv10 countries are developing favourably , and stated in the
same way that the existing possibilities for the expansion of trade and cultural relations bet\veen the t\Yo cotmtries will be utilized a.i1d further developed o In this connection the Presidents of Indonesia nnd liexico
agreed tl1at as soon as posible and v1i tl1 a spirit of friendly cooperation a cultural agreement between the two countries should be conclttded,
including the granting of scholarships .

-President Lopez J.iateos has infonned President Soekarno that llexico is ready to grant from the 1st of Jant1ary 1963 , fif'teen scl1olarsltips f'o1"' Indonesian students and professiona)jsts v1ho vtlsh to study or speciaJjze in JJexico .
The two Presidents reviewed the development of trade relations between the two countries and noted with satisfaction that the flow of eoods had
greatly increased in
1960
and1961,
and they agreed to increase the list of commoditiesand annual
quotas specif'ied in the Protocol attached to the Three Year Trade Agreement betv;een the Republic of Indonesia and the United Statesof Mexico . In oz'lier to further promote these trade reletions , tl1e two Presidents agreed to the conclusion of a payments agreement between the Central Banks of
the t\'lo countries . The:'/ also agreed that steps shottld be taken to establisl1
close co- operation betvveen the tilvo countries in shi1Jpi11g with a view to promoting the direct flov1 of trade betv1een the t-:110 countries .
The tv10 Pl"'esidents expressed their deep sctisfaction at the increasing
una.ersta.nding and friendship between l!exico and Indon.:isia and the useful
exchange of viev1s that had token place . Tl1ey were conficlent that this visit will further strengthen and develop the many ties wvlri.ch bind both countries.
Presi=lent .l\.dolfo Lopez }fateos expressed his great pleasure at tl1e
satisfying and rewarding visit and the opportunity he had of meeting many Indonesian pe1·sonali ties in various we.JJ{s of life .
