Booklet ini merupakan salah satu bentuk publikasi ringkas untuk menyebarluaskan data dan informasi pemetaan tematik kehutanan Indonesia yang tersedia pada Direktorat Inventarisasi dan Pemantauan SDH, Direktorat Jenderal Planologi Kehutanan dan Tata Lingkungan, Kementerian Lingkungan Hidup dan Kehutanan.
Data dan informasi yang termuat dalam booklet ini antara lain penutupan lahan Indonesia, deforestasi Indonesia serta kebijakan penghentian pemberian izin baru sebagai penyempurnaan kebijakan moratorium pada hutan alam primer dan lahan gambut. Diharapkan data dan informasi tersebut dapat memberikan gambaran umum kondisi hutan di Indonesia serta dapat digunakan sebagai dasar pengambilan keputusan dalam rangka pengelolaan dan pembangunan kehutanan, sekaligus sebagai rujukan bagi yang membutuhkan informasi terkait.

Luas penutupan lahan di dalam kawasan hutan daratan terdiri dari: 86,9 juta ha (46,3%) masih berhutan dan 33,4 juta ha (17,8%) merupakan lahan tidak berhutan (non hutan).
Berdasarkan fungsi kawasan, penutupan lahan berhutan terbesar terdapat pada fungsi Hutan Lindung seluas 23,9 juta ha (80,5 %).
Indonesia memiliki luas daratan seluas 187, 8 juta ha yang terdiri dari lahan berhutan seluas 94,1 juta ha (50,1%) dan lahan tidak berhutan seluas 93,6 juta ha (49,1%).

Pulau Papua memiliki luas penutupan lahan berhutan pada kawasa hutan daratan terbesar yaitu 32,5 juta ha atau 34,5% dari luasan total lahan berhutan di daratan Indonesia sebesar 94,1 juta ha, diikuti dengan Kalimantan seluas 24,7 juta ha (26,2%), sedangkan luas terkecil adalah Pulau Bali dan Nusa Tenggara seluas 1,7 juta ha (1,8%).

DEFORESTASI
Penghitungan deforestasi Indonesia telah dilakukan secara periodik dimulai dari tahun 1990 hingga sekarang. Dalam setiap periode, angka deforestasi mengalami peningkatan maupun pengurangan. Hal itu terjadi karena dinamisnya perubahan penutupan lahan akibat aktivitas manusia dalam memanfaatkan lahan sehingga mengakibatkan hilangnya penutupan hutan atau penambahan penutupan hutan karena penanaman.

8 | I P S D H Perkembangan Deforestasi Indonesia dari Tahun 1990-2019
Luas deforestasi sejak periode tahun 2011-2012 merupakan hasil penghitungan deforestasi netto yang sudah mempertimbangkan kegiatan reforestasi. Sementara perhitungan pada periode sebelumnya masih menggunakan deforestasi bruto. Deforestasi tertinggi terjadi pada kurun waktu tahun 1996-2000 dan terlihat adanya penurunan pada periode-periode selanjutnya. Dengan memperhatikan hasil permantauan tahun 2018 dan 2019, dapat dilihat bahwa secara netto deforestasi Indonesia tahun 2018-2019 terjadi kenaikan sebesar 5,2%, namun demikian untuk deforestasi bruto terjadi penurunan sebesar 5,6%.
Pengertian deforestasi meliputi pemahaman terhadap deforestasi brutto dan netto, pemaham ini perlu diketahui agar tidak terjadi perbedaan persepsi dalam memahami metode dan informasi yang tersaji.
Deforestasi (Bruto) :
Perubahan kondisi penutupan lahan dari kelas penutupan lahan berhutan menjadi kelas penutupan lahan tidak berhutan, baik yang terjadi pada hutan alam maupun hutan tanaman (tanpa memperhitungkan reforestasi yang terjadi)
Reforestasi :
Perubahan kondisi penutupan lahan dari kelas penutupan lahan tidak berhutan menjadi kelas penutupan lahan berhutan.
Deforestasi (Netto) :
Perubahan/pengurangan luas penutupan lahan dengan kategori berhutan pada kurun waktu tertentu yang diperoleh dari perhitungan luas deforestasi brutto dikurangi dengan luas reforestasi.

Deforestasi Indonesia tahun 2018-2019 sebesar 0,46 juta ha (di dalam dan di luar kawasan hutan), dimana luas deforestasi bruto sebesar 0,47 juta ha dikurangi dengan reforestasi sebesar 0,003 juta ha.
Berdasarkan tipe hutan, deforestasi tertinggi terjadi di hutan tanaman yaitu sebesar 0,27 juta ha (59,6%), yang terdiri dari 268,1 ribu ha terjadi di dalam kawasan hutan, sisanya sebesar 7,6 ribu ha terjadi di APL.

Pada tahun 2018-2019, deforestasi tertinggi terjadi pada kawasan hutan produksi sebesar 343,0 ribu ha (74,2%)
Deforestasi di dalam kawasan hutan sebesar 375,9 ribu ha (81,3%), sedangkan di luar kawasan hutan (APL) sebesar 86,6 ribu ha (18,7%).

Pada tahun 2018-2019, kawasan hutan Pulau Sumatera mengalami deforestasi tertinggi
sebesar 268,9 ribu ha (58,1%) dimana 249,0 ribu ha di dalam kawasan hutan dan 19,9 ribu ha di luar kawasan hutan diikuti dengan Pulau Kalimantan sebesar 128,0 ribu ha (27,7 %) di mana 82,8 ribu ha di dalam kawasan hutan dan 45,6 ribu ha di luar kawasan hutan.

PENGHENTIAN PENERBITAN IZIN BARU PADA HUTAN ALAM PRIMER DAN LAHAN GAMBUT INDONESIA
Dalam rangka melaksanakan perbaikan tata kelola hutan dan lahan gambut yang tengah berlangsung sebagai upaya penurunan emisi dari deforestasi dan degradasi hutan, telah diterbitkan Instruksi Presiden No. 10 Tahun 2011, Instruksi Presiden No. 6 Tahun 2013, Instruksi Presiden No. 8 Tahun 2015, dan Instruksi Presiden RI No. 6 Tahun 2017 tentang Penundaan Pemberian Izin Baru dan Penyempurnaan Tata Kelola Hutan Alam Primer dan Lahan. Selanjutnya dilakukan penyempurnaan kebijakan tersebut melalui penerbitan Instruksi Presiden RI No 5 Tahun 2019 tentang Penghentian Pemberian Izin Baru dan Penyempurnaan Tata Kelola Hutan Alam Primer dan Lahan Gambut. Sebagai implikasi dari perubahan nomenklatur “Penundaan” menjadi “Penghentian” maka pada areal yang terindikasi berupa hutan alam primer maupun lahan gambut tidak boleh diberikan pemberian izin baru sampai dengan adanya perbaikan tata kelola hutan alam dan lahan gambut
Kebijakan tersebut selanjutnya dijabarkan secara teknis oleh Menteri Lingkungan Hidup dan Kehutanan melaluii penerbitan Keputusan Menteri Lingkungan Hidup dan Kehutanan No. SK.4945/MENLHK- PKTL/IPSDH/PLA.1/8/2020 tanggal 26 Agustus 2020 tentang Penetapan Peta Indikatif Penghentian Pemberian Izin Baru Hutan Alam Primer dan Lahan Gambut Tahun 2020 Periode II.
