ABSTRAK
Penelitian ini bermaksud untuk mendeskripsikan implementasi Perda No. 3 Tahun 2014 tentang kawasan tanpa rokok di kantor DPRD Kota Medan dan di lingkungan Dinas Pendidikan Kota Medan serta untuk menganalisis bentuk-bentuk fungsi dari pengawasan DPRD kota Medan terhadap kinerja pemerintah daerah kota medan dalam perda No.3 tahun 2014 tentang KTR. Dengan melihat permasalahan ini, maka peneliti akan menjawab bagaimana pengawasan DPRD terhadap kinerja pemerintah kota medan dalam implementasi Perda KTR. Teori yang digunakan untuk menjelaskan permasalahan tersebut adalah teori trias politica dan perwakilan serta kebijakan publik. Metode yang digunakan dalam penelitian ini dengan wawancara sebagai teknik utama pengumpulan data, penelitian ini mengandalkan hasil analisis dari data wawancara terkait Perda KTR yang diperoleh dan relevansinya dengan teori yang digunakan.
Implementasi Perda No 3 Tahun 2014 tentang Kawasan Tanpa Rokok (KTR) di Kantor DPRD dan lingkungan Dinas Pendidikan Kota Medan belum berjalan dengan maksimal, karena masih didapati pelanggar yang merupakan oknum pada dua lingkungan tersebut. Maka, DPRD Kota Medan dalam menggunakan fungsi pengawasannya terhadap kinerja Pemerintah Kota Medan diatas belum maksimal. Sebagaimana dilihat minimnya penggunaan bentuk-bentuk pengawasan dan hak pengawasan yang dimiliki anggota DPRD Kota Medan tersebut, yang dianggap sangat perlu untuk dilakukan menurut teori.

ABSTRACK
This research intends to describe the implementation of Local Regulation (Perda) No. 3 Year 2014 about the Non-Smoking Area (KTR) at the Medan City DPRD office and in the Education Office of Medan City and to analyze the forms of function of the supervision of Parliament of Medan on the performance of local government in Medan city Perda No.3 of 2014 on KTR. By looking at this problem, the researcher will answer how DPRD oversight of city government performance in implementation of Perda KTR. The theory used to explain the problem is the theory of trias politica, and representation, also public policy. The method used in this study with interviews as the main technique of data collection, this study relies on the results of the analysis of interview data related Perda KTR obtained and its relevance to the theory used.
Implementation of Perda No. 3 Year 2014 on Non-Smoking Area in the DPRD Office and the environment of Medan Education Office has not run maximally, because still found violators who are the person in the two environments. Thus, the Regional Parliament of Medan in using its supervisory function on the performance of the Medan City Government has not been maximized. As seen the minimal use of forms of controlling rule and oversight rights owned by members of DPRD Medan City’s Goverment, which is considered very necessary to be done according to the theory.
