Title : Policy Assurance Consultant (National Expert)
Report to : 1. Director of Watershed Management (MoF) as National Project Director (NPD)

The Ministry of Forestry (Directorate General of Land Rehabilitation and Social Forestry) is in the process of implementing Strengthening Community-Based Forest and Watershed Management (SCBFWM) for the period of 4-5 years to come (2009-2014). The project is implemented under the framework of the Ministry of Forestry’s programs activities. It is also supported byGlobal Environment Facility (GEF)through UNDP in Indonesia.
The project is meant to enhance and upscale the GOI’s programs on community-based forest and watershed management by addressing inequitable distribution of benefits from forest resources and lack of coordination among stakeholders and sectors as major underlying causes of land forest degradation.
The project is specifically designed to complement (a) the 5-year national pledge of approximately USD 300 million to rehabilitate degraded forest and land distributed to 282 prioritized watersheds located in 400 districts (32 provinces) and (b) the GOI’s annually approved pledge – from the Reforestation Fund – for district reforestation. Main activities of the project are the development of CBFWM plot demonstration in 6 selected locations; mainstreaming of CBFWM in policy, program, activities and funding of government and local governments and the enhancement of stakeholders’ capacity at various levels (national, provincial, districts and community) in the program of CBFWM.
The Watershed Management Director is the National Project Director of this project and requires the assistance of a National Consultant to provide the Policy Assurance in the project

implementation. Policy in this matter would cover substantive policy and also project implementation policy as described by the Standard Operational Procedure.
Objectives of Assignment
Under the guidance of the Director of Watershed Management/ Project NPD, the Policy and Legislation Assurance Consultant will work to provide services as delegated by NPD in ensuring that the project implementation has answered project implementation SOP, GOI and Donors rules and regulation and also substantively screen quarterly workplan in relation to the achievement of the project.
The incumbent will work in coordination with the National Project Manager in performing related technical and programme/project assurance duties and activities stated above. The incumbent is expected to deliver high quality of work, ensures accurate, timely and properly recorded/documented service delivery.
The Policy Assurance Consultant works in close collaboration also with UNDP Environment Unit.
Scope of Work, Deliverables, Expected Final Products Scope of Work
Key aspects of the Policy Assurance Consultant duties throughout the project as part of ensuring that it remains relevant, follows the approved plans and continues to meet the planned targets with quality.
1. Beneficiary needs and expectations are being met or managed properly 2. Project risks are being controlled
3. Adherence to the Project Justification
4. Project fits with the Ministry of Forestry Policy development plan and Programme 5. An acceptable solution to certain cases that may arise during project implementation 6. The project remains viable
7. The scope of the project is not “creeping upwards” unnoticed 8. Internal and external communications are working
9. Applicable UNDP and GOI rules and regulations utilized in the SOP are observed and reported
10. Any legislative constraints are being observed
11. Quality management procedures are properly followed
12. Project Board’s decisions are followed and revisions are managed in line with the required procedures
Deliverables
Project implementation is being carried out smoothly with proper monitoring, risks prevention and problem solving services provided:
1. SOPs are being carried out effectively.
2. Project implementation could be carried out according to the NPD directives.
3. NPDs duties in project implementation policy and also substantive policy could be eased. 4. Project implementation to be considered satisfactory by the Government of Indonesia and
the donor.
Expected Final Products
Project Goal and objectives at the national and regional level have been achieved. The Government of Indonesia and donor(s) are satisfied with the project implementation.
Term of payments
Payment will be made on monthly basis based on time sheet and expected results.
The incumbent will have a performance evaluation at the end of the contract which will be carried out by Ministry of Forestry.
Qualifications
Education:
Master degree in forestry, watershed management, community development, natural resources management and relevant subjects, a doctor/PhD degree is an advantage;
Experience:
1. At least 10 years working experience in the watershed management and or community development with an experience in applying program development; working experience in related international projects will be an advantage.
2. Proven knowledge of Project/Program implementation, monitoring and evaluation;
Skills:
1. Has excelent written communication skills, with analytic capacity and ability to synthesize project related matters and relevant findings for the quality project reports.
2. Basic computer operation skills (words, excel, power point) 3. Good interpersonal approaches skills.
4. Able to work in a team atmosphere, shares knowledge and experience
