The quality, accuracy and reliability of asset owners’

records are variable,

Limited established industry standards to which buried

asset owners are required to adhere to,

Confusion and delays for those needing the information

to be able to work safely, and higher risk of asset strikes

causing:

– safety risks to the public;

– higher costs to the project, customers, general public, local businesses,

etc.;

– delays to the project, customers, general public, local businesses, etc.;

and

– risks of environmental damage.

(3)

There have been relatively few attempts

to improve the quality of records over time

Why develop PAS 256?

Why develop the PAS?

Street Works (Records) (England) Regulations 2002

These Regulations set out the way in which utilities and

others are expected to keep records about the location

of pipes, wires and other apparatus in the street.

“This is an area where it would be best for

industry to set standards, rather than

government. Encouraging progress is already

being made by the street works sector on a

non-regulatory basis,

and we will look to revoke

unnecessary regulations”.

Norman Baker, Minister
