Country Report: VIETNAM
1. OVERVIEW OF WOOD-BASED INDUSTRIES
Total turnover of exporting wood and wood-based product in first 6 months of year 2005 has reached USD 721 million, increase up to 44.7% as same period of year 2004. Total turnover of importing wood materials in first 6 months of year 2005 has reached USD 286 million, increase up to 31.8% as same period of year 2004.
As expecting in 2005, total turnover in exporting furniture is 1.5 billion USD. Total turnover has reached 1.3 billion USD in 11 months in 2005. Most of main furniture products are for outdoor, indoor, and wardrobe, that in producing from kinds of imported wood such as: pine, beech, and rubber, rose-wood. In Vietnam, until now, the government did not allow to using the wood from natural forest for making saw timber so that almost raw materials to produced furniture must be imported.

3. DEVELOPMENT AND PROGRESS STATUS OF STANDARD AND CONFORMITY ASSESSMENT IN THE WOOD BASED SECTOR
Vietnam has three kinds of standards, namely National Standards, Ministerial Standards, and Company Standards. Development, endorsement and implementation of National Standards in Vietnam have been carried out by STAMEQ. Ministerial Standards concerned to wood have been carried out by MARD.
In regards to wood and wood-based products, there are about 48 standards for wood-based products (to include standards for sawn-timber, plywood, panel, flooring, etc.) were shown in Table 3 and Table 4 as below.

c) Status of implementation for each National Standard and Ministerial Standard
- The Standards for wood and wood-based products in Vietnam basically is voluntary and expectedly could play as reference for market transaction, construction and process of production.
Most National Standards and Ministerial Standards were issued many years ago, and will be reviewed in the near future.
- National Standard (TCVN): Revised by STAMEQ but up to now, there is no standard was revised from date of issuing.
- Ministerial Standards: Some of standards were revised by Ministry of Agriculture and Rural Development but most of them should be development as soon as possible.
e) Existing and new national policy which may influence this sector
- For national standard the general standards such as definition and classifications, general characteristics, dimensions will be aligned to standards of ISO. The other standards are in consideration and may be aligned to standard of US or EN depends on the exporting markets.
4. TECHNICAL REGULATIONS
Vietnam has no regulation for imported wood and wood-based products but shall be applied the regulation for exported products depending on the importing country requirements.

c) Any regulation that affects the wood-based sector:
- Decree from government: required that only wood from plant Forest and import can be used for producing Wood and Wood-based Products in Vietnam.
5. OTHER RELEVANT INFORMATION
a) As the exporter country of wood-based products, Vietnam has to fulfill demands of exporting consumers or buyer groups to apply mandatory requirements (such as CE-marking, JAS standards, PEFC, and others).
b) Due to raw materials from natural forest is limited and the plant forest is not so much than most of the raw materials for producing wood and wood-based products for exporting was imported from other countries.
