ABSTRACT
The existence of parking attendants have become commonplace in people's lives. Nevertheless, the existence of parking attendants are official and unofficial. Therefore, Bandung’s city government settings the existence of parking attendants in Bandung on the Regional Regulation Number 16 years 2012 on the Implementation of Transportation and Retribution in the Field of Communications. According to the statements above, the purpose of this research is to arising what is criminological factor which is causing the appearance of unofficial parking attendants in Bandung city. And to arising the effectiveness of Bandung regional regulation number 16 years 2012 on the implementation of transportation and Retribution in the Field of Communications.
The method of this research is use descriptive analytical specifications which will describe the legislations in force associated with legal theories and the practice implementation, with using normative juridicial approache, because it focuses on the literature research, which is then analyzed by using the normative qualitative method.
