GOVERNORS’ CLIMATE AND FORESTS
Background
Governors' Climate and Forests Task Force (GCF), was formally established in mid 2009 and has three major objectives: to develop programs that can reduce emissions from deforestation and forest degradation (REDD) by the state government and the provinces, to influence the program and funding State and international REDD, and to share learning with all stakeholders who have the same vision.
Since its formation, members of the GCF have developed an institutional GCF, sharing information among members, identify technical recommendations for reducing emissions from deforestation and forest degradation (REDD)+ and collaboration with stakeholders to refine these recommendations.
Until today GCF has 15 member state or province in the world, where Aceh is given the mandate to become GCF Chair for this year at the last meeting in Sentarem-Brazil, 2010.
Related to the objectives of the GCF, until now the province of Aceh has developed two forest areas in Aceh (the Leuser Ecosystem and the Ulu Masen Forest) to be the development of REDD, which represents 57 percent of the estimated area of Aceh province.
At these seminars and workshops, specifically to discuss the challenges, learning, and update the development of REDD in the Ulu Masen forest areas, with consideration of performance progress. However, Leuser Ecosystem will still be participated in the activities.
Ulu Masen forest is a complex forest ecosystems, consists of lowland and upland forest types, and has a diversity of biodiversity. Administratively, the Ulu Masen forest is located in five districts namely Aceh Besar, Aceh Barat, Aceh Jaya, Pidie, and Pidie Jaya, with an area of forest approximately 750 thousand hectares.
Traditionally, people who live around Ulu Masen forest areas have made efforts to protect forests through a variety of devices of local institutions that are still alive and thriving. Protection efforts are also supported by the policies issued by the Government of Aceh, through Governor Instruction No. governor. 5 year 2007 regarding the suspension or moratorium on natural forest areas throughout the province, or better known as the policy of 'Logging Moratorium'.
Conservation and protection of the Ulu Masen forest have been proposed by the Government of Aceh into the Provincial Spatial Plan (RTRWP) to be a strategic region of Aceh Province.
In addition to the policy tools that have been issued by the Government of Aceh, the preservation and protection or conservation of Ulu Masen forest area requires a permanent effort that is able to guarantee the sustainability of conservation of this region, in addition to area management plans, namely a sustainable financing mechanism through environmental service, so that the assurance that the management plans and policies supported by the device will run effectively.
Since 2008, the Government of Aceh in cooperation with Carbon Conservation and supported by Fauna & Flora International has formally proposed a plan to reduce greenhouse gas emissions from the Ulu Masen forest or 'Ulu Masen REDD Programme'. Ulu Masen REDD Programme is expected to support the Indonesian Government targets to reduce greenhouse gas emissions from forests by 26 percent.
Ulu Masen REDD program proposal is not only seen on the financing aspects of preservation and protection of forests permanently, but has a broad-dimensional aspects, among others, how to build a paradigm-based
economic model of environmental services, making efforts to build communities around the forest economy in particular and the people of Aceh in general be balanced with conservation and forest protection.
Related to the purpose of the GCF, the seminars and workshops are expected to be a medium of learning in the program reduced emissions from deforestation and forest degradation, to develop a communication mechanism, the distribution of benefits options, and of course the information media on the progress of the development of REDD Ulu Masen.
Purpose
The purpose of this workshop is informing / updating of Governors Climate and Forest Agenda Task Force (GCF) in seminar sessions, while a practical level or site will be more detailed topics FPIC and development or build options for sharing benefits through REDD.
In addition this process aims to disseminate the policy the Government of Aceh through the Aceh Green Vision, as well as building a relationship or communication between the vertical government structure, in this case Imuem Mukim.
Methodology
This activity will be conducted by a Seminar on the first day divided into two sessions with keynote speakers at the local level (learning), national (policy) and international (development). Then proceed with the workshop on the second day,which will be divided into two groups, namely technical and
community workshops.

Seminar and workshop consists of two groups of activities. First, technical workshops involving internal secretariat GCF members from Indonesia, which consists of Aceh, Papua, West Papua, West Kalimantan, East Kalimantan and Central Kalimantan; Second, a workshop involving 83 Imum Mukim of Ulu Masen Forest region and the Leuser Ecosystem , 12 people from Government of Aceh (list of participants attached).
