Reason for change: To allow for filtering of spatially constrained data
Summary of change: In section 14.7.3.1 of WFS specification 1.1.0, Table 9a, the BBOX and FILTER parameters should no longer be mutually exclusive. A WFS request could then potentially contain both BBOX and FILTER parameters to allow for filtering of spatially constrained data during a BBOX request. In the event that a FILTER contains a spatial constraint, the FILTER parameter shall supersede the BBOX parameter.
Consequences if
not approved: Clients that utilize a BBOX parameter to request spatially constrained data will not be able to take advantage of data filtering with the FILTER parameter. Thus the filtering capabilities of the Web Feature Service will be reduced significantly.
