BI NA PRODUKSI KEHUTANAN
FORESTRY PRODUCTI ON DEVELOPMENT
Kegiatan dalam rangka Bina Produksi Kehutanan
antara lain mencakup rencana pemanfaatan
hutan produksi, pengembangan hutan alam dan
hutan tanaman, pengelolaan iuran kehutanan,
peredaran hasil hutan serta pengolahan dan
pemasaran hasil hutan.
I JI N USAHA PEMANFAATAN HASI L HUTAN
KAYU PADA HUTAN ALAM
Pemanfaatan hasil hutan kayu adalah segala
bentuk usaha yang memanfaatkan dan
mengusahakan hasil hutan kayu dengan tidak
merusak lingkungan dan tidak mengurangi fungsi
pokok hutan. Kegiatan ini hanya dapat
dilaksanakan pada areal hutan yang memilki
potensi untuk dilakukan kegiatan pemanfaatan
hasil hutan kayu dan dapat dilaksanakan setelah
diperoleh izin usaha.
I zin Usaha Pemanfaatan Hasil Hutan Kayu
(I UPHHK) pada hutan alam adalah izin untuk
memanfaatkan hutan produksi yang kegiatannya
terdiri dari pemanenan atau penebangan,
penanaman, pemeliharaan, pengamanan,
pengolahan, dan pemasaran hasil hutan kayu.
I UPHHK dapat diberikan kepada perorangan,
koperasi, badan usaha swasta dan BUMN/ BUMD.
Berdasarkan data sampai dengan akhir bulan
Desember tahun 2008, jumlah I zin Usaha
Pemanfaatan Hasil Hutan Kayu pada hutan alam
di seluruh I ndonesia sebanyak 308 perusahaan
dengan total areal seluas 26,16 juta ha dengan
perincian seperti pada Tabel-4.
Areal pengusahaan hutan terbanyak tersebar di
pulau Kalimantan yaitu sejumlah 175 unit
dengan luas areal 12,27 juta ha, serta paling
sedikit di Maluku dan Maluku Utara sejumlah 25
unit dengan luas areal 1,47 juta ha.

utilization production forest, development of
natural and plantation forest, forestry fees
management, distribution of forest product,
forest product process and marketing.
LI CENSE TO COMMERCI ALLY UTI LI ZE
TI MBER I N NATURAL FOREST
Commercial utilization of timber as forest
product is activities to utilize timber without
destructing the environment and undermining
the main functions of the forest area. Those
activities could only be executed in forest area
with high commercial timber value with license.
The license to commercially utilize timber in
natural forest is license to utilize production
forest for which the activities consist of
harvesting or felling, transporting, planting,
tending, protecting, processing and marketing.
The license could be granted to individuals,
cooperatives, private companies, state-owned
enterprises/ local government-owned enterprises.
Based on the data as of December 2008, there
were 308 licenses/ forest concessionaires in
I ndonesia commanding a total area of operation
of 26.16 million ha (Table 4).

I JI N USAHA PEMANFAATAN HASI L HUTAN
KAYU PADA HUTAN TANAMAN
I zin Usaha Pemanfaatan Hasil Hutan Kayu
(I UPHHK) pada hutan tanaman adalah izin untuk
memanfaatkan hutan produksi yang kegiatannya
terdiri dari penyiapan lahan, perbenihan atau
pembibitan, penanaman, pemeliharaan,
penga-manan, pemanenan atau penebangan,
peng-olahan, dan pemasaran hasil hutan kayu.
Usaha pemanfaatan hasil hutan kayu pada hutan
tanaman dapat berupa tanaman sejenis dan
tanaman campuran berbagai jenis. Kegiatan ini
dilaksanakan pada lahan kosong, padang
alang-alang dan/ atau semak belukar di hutan produksi.
I UPHHK-Hutan Tanaman dapat diberikan kepada
perorangan, koperasi, badan usaha swasta dan
BUMN/ BUMD.
Sampai dengan bulan Desember tahun 2008,
Perusahaan I UPHHK-Hutan Tanaman sebanyak
227 unit perusahaan dengan total luas areal
kerja 10,04 juta hektar. Realisasi dan luas
tanaman 4,31 juta ha HTI pada tahun 2008
seluas 291.930 hektar.
PRODUKSI HASI L HUTAN
•
Kayu Bulat
Produksi hasil hutan utama yang dihasilkan
dari hutan adalah kayu bulat. Produksi kayu
bulat ini dihasilkan dari hutan alam melalui
kegiatan perusahaan Hak Pengusahaan
Hutan (HPH/ I UPHHK), kegiatan I jin
Pemanfaatan Kayu (I PK) dalam rangka
pembukaan wilayah hutan, pembangunan
Hutan tanaman (HTI ) serta kegiatan hutan
rakyat.

LI CENSE TO RUN BUSI NESS OF
I NDUSTRI AL PLANTATI ON
The license to run business of industrial timber
plantation may define as the permit to develop
plantation forest within production forest area
for which the activities consist of land
preparation, seedling, planting, tending,
protecting, felling or harvesting, processing and
marketing of wood.
The business may consist of planting
monoculture or mixed species in forest
production area particulary within barelands,
coarse grass and/ or bushes of the area.
The license could be granted to individuals,
cooperatives, private companies, state-owned
enterprises/ local government-owned enterprises.
Up to the end of December 2008, there were
227 units of license/ industrial plantation
companies with total working area and area
planted 4,31 million hectares. However, the
actual planted in 2008 only 291.930 hectares.
FOREST PRODUCTS

Timber
Pada tahun 2008, berdasarkan data dari
Rencana Penentuan Buku Bahan I nhutani
(RPBBI ) tahun 2008 produksi kayu bulat
sebesar
31,98 juta m
3, dengan perincian dari
kegiatan I UPHHK Hutan Alam sebesar 4,61 juta
m
3, dari kegiatan I PK sebesar 2,76 juta m
3, dari
hutan tanaman sebesar 22,32 juta m
3dari Perum
Perhutani sebesar 96,95 ribu m

Lainnya yang Sah sebesar 2,19 juta m

Kayu Gergajian
Kayu Gergajian adalah kayu hasil konversi
kayu bulat dengan mengunakan mesin
gergaji, mempunyai bentuk yang teratur
dengan sisi-sisi sejajar dan sudut-sudutnya
siku dengan ketebalan tidak lebih dari 6 cm
dan kadar air tidak lebih dari 18 % . Kayu
Gergajian yang diolah langsung dari kayu
bulat, wajib didukung dengan dokumen yang
sah.
Tahun 2008 produksi kayu gergajian yang
tercatat adalah sebesar 530.688 m
3, naik
dibandingkan tahun sebelumnya sebesar
525.209 m
3.
•
Kayu Lapis
Kayu Lapis adalah panel kayu yang tersusun
dari lapisan veneer dibagian luarnya,
sedangkan dibagian intinya (core) bisa
berupa veneer atau material lain, diikat
dengan lem kemudian dipress (ditekan)
sedemikian rupa sehingga menjadi panel
yang kuat. Termasuk dalam artian ini adalah
kayu lapis yang dilapisi lagi dengan material
lain.
Produksi kayu lapis menurun dibandingkan
tahun sebelumnya. Pada tahun 2008
produksi kayu lapis I ndonesia mencapai
angka produksi 3.353.479 m
3.
•
Produksi kayu olahan lainnya
Produksi kayu olahan lainnnya yang dicatat
dalam statistik ini adalah produksi Papan
Blok, Finir, Kayu Chip, dan bubur
kertas/ pulp. Produksi kayu olahan pada
tahun 2008 dirincikan pada Tabel-5.

Sawn Timber
Sawn Timber is a sawmill product derived
from logs as raw material. The product is

timber produced directly from logs must be
certified by a legal document.
I n 2008 sawn timber production was
recorded at 530,688 m
3, it up if compared
to the previous year at 525,209 m
3.

Plywood
Plywood is wood panel consisting of layers
pressed together in between veneers; the
core may be veneer or some other material,
bound together with glue and pressed tightly
together to make a strong panel. I ncluded
to this definition is plywood covered with
other materials.
I n 2008, the quantity of plywood production
decreased if compared to previous year
reaching 3,353,479 m
3.

Hasil Hutan Bukan Kayu
a.
Rotan (Rotan Bulat)
Rotan bulat adalah rotan asalan yang
dihasilkan dari hutan alam atau hasil
budidaya masyarakat di kawasan hutan.
Potensi rotan I ndonesia cukup besar dan
sebagian besar berasal dari
provinsi-provinsi yang terletak di P. Sumatera, P.
Kalimantan dan P. Sulawesi. Di P. Jawa
tanaman Rotan umumnya dibudidayakan
oleh Perum Perhutani. Produksi rotan
pada tahun 2008 tercatat sebesar
132.579
ton.
b.
Gondorukem
Gondorukem adalah getah dari pohon
Pinus (Pinus merkusii) yang kemudian
diolah menjadi gondorukem. Kegunaan
gondorukem adalah untuk bahan baku
industri kertas, keramik, plastik, cat,
batik, sabun, tinta cetak, politur, farmasi,
kosmetik dll. Pada tahun 2008, tidak ada
produksi gondorukem
c.
Terpentin
Terpentin adalah getah dari pohon Pinus
(Pinus merkusii) yang kemudian diolah
menjadi terpentin. Kegunaan terpentin
adalah untuk bahan baku industri
kosmetik, minyak cat, campuran bahan
pelarut, antiseptik, kamper dan farmasi.
d.
Minyak Kayu Putih
Minyak kayu putih adalah produk dari
daun pohon kayu putih (Melaleuca
leucadendron) melalui proses
penyulingan dihasilkan minyak kayu
putih. Kegunaan minyak kayu putih
adalah untuk bahan farmasi. Produksi
kayu putih pada tahun 2008 tidak
tercatat.

Non Timber Forest Products
a.
Rattan (Raw Rattan)
Raw rattan is harvested from natural
forest or from cultivated gardens by the
community living in villages nearby forest.
I ndonesia has a high potential of rattan
production and most of it comes from the
provinces in Sumatera, Kalimantan and
Sulawesi. I n Java most rattan is
cultivated by Perum Perhutani. I n 2008,
rattan production recorded at 132.579
tons.
b.
Gondorukem
Gondorukem is produced from the sap of
pine tree (Pinus merkusii) which is
processed into gondorukem. This product
is used as raw material in paper mill,
ceramics, plastics, paint, varnish, batik
printing, soap, printing ink, camphor,
pharmaceutical industries, etc. I n 2008,
gondorukem no production.
c.
Turpentine
Turpentine is produced from the sap of
pine tree (Pinus merkusii) which is
processed into turpentine. Turpentine is
used as a raw material in cosmetics, paint
solvent, solvent admixture, antiseptics,
camphor and pharmaceutical industries.
d.
Cajuput oil
e.
Damar
Damar adalah hasil sekresi (getah) dari
pohon Shorea sp, Vatica sp,
Dryobalanops sp, dan dari suku
Dipterocarpaceae. Didalamnya termasuk
damar mata kucing dan damar gelap.
Kegunaan damar adalah sebagai bahan
korek api, plastik, plester, vernis, lak dan
lain sebagainya. Produksi damar pada
tahun 2008 tercatat sebesar 24.867
ton.
f.
Sagu
Sagu adalah ekstrak tepung sagu yang
diambil dari empulur pohon sagu
(Metroxylon Rumphii Mart) yang tumbuh
secara alam (luar Jawa) dan tanaman
(Jawa).
g.
Kopal
Kopal adalah getah dari pohon damar
(Agathis alba) yang kemudian diolah
menjadi kopal. Kegunaan kopal adalah
untuk melapisi kertas agar tidak rusak
kalau ditulis dengan tinta.
EKSPOR PRODUKSI HASI L HUTAN
Ekspor produksi hasil hutan meliputi kayu olahan
dan hasil hutan bukan kayu. Kayu olahan
mencakup kayu gergajian, kayu lapis, wood
charcoal, pulp, veneer sheets, particle board dan
fibreboard, sedangkan ekspor hasil hutan bukan
kayu meliputi antara lain sirlak, getah, bahan
penyamak, terpentin, barang anyaman dari
rotan. Volume ekspor dan pemasukan devisa dari
produk kayu bulat dan olahan yang diekspor ke
berbagai negara pada tahun 2008 disajikan pada
Tabel-6 sebagai berikut :

Jepang, Australia, Hongkong, Cina dan Korea
Selatan. Sebagian lagi ke negara-negara Eropa
dan Amerika Serikat.

Resin
Resin is the sap or secretion produced by
Shorea sp, Vatica sp, Dryobalanops sp,
and other trees belonging to
Dipterocarpaceae family. Resin may be
classified as cat eyes and black resin.
Resin is widely used in matches, plastics,
lacquer, and other industries. Resin
production in 2008 was recorded at
24,867
tons.
f.
Sago
Sago is flour extracted from the pith of
sago palm (Metroxylon rumphii Mart)
trees that grow in the wild (outside Java)
or cultivated (in Java).
g.
Copal
Copal is the sap of resin (Agathis alba)
tree which is processed into copal. This
product is used as protective layer to
prevent paper from getting bad when it is
written in ink.
EXPORT OF FOREST PRODUCTS
Export of forest products comprises processed
wood and non timber forest product. The first
two is divided into 8 groups, namely sawn
timber, plywood, wood charcoal, pulp,veneer
sheets, particle board and fibreboard. Whereas
export of non timber forest products consist of
among other sirlak, gum, agarwood, tanning,
turpentine, and rattan wickerwork. The quantity
and foreign exchanges proceeds from export of
forest products in 2008 are presented in Table-6
below:
