hal-hal sebagai berikut:
1. Salah satu skema pertukaran pelajar antara universitas di Jepang-China-Korea adalah CAMPUS Asia.
Pada awal tahun 2020 telah disepakati bahwa program CAMPUS Asia akan turut melibatkan universitas dari negara-negara anggota ASEAN dalam skema yang disebut dengan "Mode 3:
CAMPUS Asia Plus"
2. Tujuan dari program ini adalah untuk: (1) menumbuhkan saling pengertian di antara mahasiswa
Jepang, China, Korea, dan ASEAN; (2) membangun sistem kerja sama pendidikan dengan kompetensi internasional; dan (3) membentuk pemimpin masa depan Asia.
3. Perekrutan universitas ASEAN untuk dapat bergabung dalam program CAMPUS kini telah dibuka.
Konsorsium universitas dari Jepang, China, Korea dan ASEAN atau ASEAN Plus Three Countries dapat mulai mengembangkan program pertukaran pelajarnya dan mengajukan proposal. Sehubungan dengan hal tersebut, kami mohon kesediaan Bapak/Ibu untuk menyebarluaskan informasi program ini kepada universitas-universitas yang dapat mengambil manfaat.

- Welcome to the concept of the Expansion Scheme of CAMPUS Asia
2) Program Summary
Objective: To cultivate mutual understanding among the JCK and ASEAN university students, to establish an education cooperation system for international competencies, and to foster future leaders in Asia, through exchanges among universities with

quality assurance with the cooperation of the respective governments and quality assurance institutions.
History: following Mode 1 (pilot programme) started in FY2011 and Mode 2 (full-fledged programme) started in FY2016, Mode 3 (expanding CAMPUS Asia beyond the JCK in Asia) is scheduled to start in FY2021.
Conditions: Please see [Annex1] Programme Overview and Common Principles. Selection: Universities from the JCK and ASEAN countries form a consortium,
develop a student exchange program, and submit a project proposal for education exchange. JCK governments evaluate submitted proposals and jointly select consortia to provide necessary assistance.
Others: JCK governments’ budget support is provided.
2. Application Form Submission

[Annex 1] Programme Overview and Common Principles
[Annex1]
Programme Overview and Common Principles
In Mode 3 (FY2021-2025), in addition to the conventional form of CAMPUS Asia(1) in Mode 1 and 2 (FY2011-2015, FY2016-2020), CAMPUS Asia Plus(2) will also be conducted with the participation of the ASEAN countries. The ASEAN countries will participate at each university level, not the government level.
(1) CAMPUS Asia: Japan, China and Korea (hereafter referred to as “JCK”)
(2) CAMPUS Asia Plus: JCK + ASEAN1 universities
1. Participating Consortia
It is mandatory that the JCK each have one or more universities participate in each consortium. The eligibility for application, such as applicants, number of applications, qualifications and requirements, is set based on the respective conditions of each country. In general, two or more universities from one country are able to participate in one consortium.
(1) Continuing consortia from Mode 2
The continuing consortia cannot apply to both CAMPUS Asia Plus and CAMPUS Asia at the same time. Each consortium must choose whether to apply for (1)-A or (1)-B.
(1)-A: CAMPUS Asia Plus
Continuing consortia from Mode 2 shall consist of the universities in JCK (needs to be the
same universities (see prerequisite on the next page) as in Mode 2) and at least one ASEAN
university. The addition of partner universities from the JCK to the continuing consortia is acceptable.
(1)-B: CAMPUS Asia
In cases where a consortium would consist of the same universities (see prerequisite on the
next page) as in Mode 2, namely only universities from the JCK, a further developed program
shall be required in order to be selected. The addition of partner universities from the JCK to the continuing consortia is acceptable.
(2) New consortia
Consortia comprising universities in the JCK and ASEAN universities (namely, (2)-A. CAMPUS Asia Plus) are recommended, but the composition of only JCK (namely, (2)-B. CAMPUS Asia) is also permitted as long as the consortium provides developed programs while referring to some efforts such as good practices in Mode 2.
*The new consortium could begin student exchanges in the first year. However, in case of justifiable necessity, it may begin student exchanges in the second year. In addition, partner universities must be confirmed at the time of the application.

How to define “Continuing” and “New” Consortia of Mode 3 / Arrangement
Prerequisite: If at least one university in each JCK country stays the same as Mode2, even if new
universities join, it should be considered as the “same universities” as in Mode 2. 1) Each consortium existing itself in Mode 2 shall determine whether to apply for as
“Continuing” or “New”, depending on the continuity of the academic field / field of exchange. In order to apply as a “Continuing” consortium, the consortium must consist of the “same
universities” (see Prerequisite) as in Mode 2.
2) It is not acceptable to apply for a “New” consortium when it should be a “Continuing” consortium from the perspective of continuity in the academic field / field of exchange.
3) Each consortium needs to select whether “Continuing” or “New” in the Joint Application Form.
* In the event of a dispute over distinguishing between the “Continuing” and “New” consortium, the JCK government will settle the dispute after all applications are submitted. In that case, consortia may be requested to change the type of consortium (“Continuing” or “New”).
4) Each consortium existing in Mode 2 can only submit one (1) application as a “Continuing” consortium.
5) If applying as a “New” consortium with a combination of the “same universities” (see
Prerequisite) as in Mode 2, its application is to be submitted only one (1) application as a “New”
consortium.
2. Common Principles of Mode 3

Student support
a. Each student will pay tuition to his/her respective university, and tuition fees between universities forming consortia shall be mutually exempted. However, each consortium is able to additionally accept fee-paying students at their discretion. b. Government support: It is strongly recommended that the home country (student-sending country) provide financial support to 10 outbound students (on a 1-year basis) per consortia in principle. The amount of the financial support to students is decided at the level of each government.
c. Support for airfare will be decided autonomously by the home country (student-sending country).
d. It is strongly recommended that support for accommodation fees be covered by the host country (student-receiving country).
Common rules are, in principle, same as on the left. As for ASEAN universities, exceptions will be allowed through signing their own MOU*.
* e.g.) For student exchanges with ASEAN universities, support for accommodation will be recommended based on mutual agreements among the participating universities.
(Distance education)
- Amidst the COVID-19 pandemic, distance learning and non-face-to-face education shall be permitted, as far as universities follow the rules such as a limit on the number of credits for distance education. The details of online or blended programs will be determined through consultation among the member universities of each consortium.
- In the post-COVID era, while taking into account that actual student exchange with travel* is the basis for this project, we recommend that efforts be made to actively utilize distance education before and after study abroad, in order to increase its effectiveness.

Note:
- Applications will be invalidated if the contents submitted to each of the three countries differs.
- One university is able to participate in two or more consortia.
- Two or more universities from one country are able to participate in one J-C-K consortium.
- Each government shall provide support to the universities located in the respective country which it has selected accordingly.
9. Application Submission and Inquiries 1) Submission of application forms
- Both hard copy application forms and electronic application forms must be submitted to the designated organizations noted below.
- The application submission period will be from August 9, 9am to August 16, 6pm, 2021, and no forms will be accepted after 6pm on August 16.
