PENGARUH PENDAPATAN ASLI DAERAH, DANA ALOKASI UMUM, DANA
BAGI HASIL DAN DANA ALOKASI KHUSUS TERHADAP TINGKAT KEMANDIRIAN KEUANGAN DAERAH PADA KABUPATEN/KOTA
DI PROVINSI SUMATERA UTARA
Pendapatan Asli Daerah, Dana Alokasi Umum, Dana Alokasi Khusus, serta Dana Bagi Hasil merupakan beberapa faktor yang menjadi tolak ukur untuk mengetahui apakah daerah tersebut dapat dikatakan sebagai daerah yang memiliki kemandirian keuangan. Penelitian ini bertujuan untuk mengetahui apakah rasio Efektifitas Pendapatan Asli Daerah (PAD) , Dana Alokasi Umum (DAU), Dana Alokasi Khusus (DAK) serta Dana Bagi Hasil (DBH) berpengaruh secara signifikan positif terhadap Tingkat Kemandirian Keuangan Daerah Kabupaten/Kota di Provinsi Sumatera Utara. Populasi pada penelitian ini adalah kabupaten / kota di Provinsi Riau yang mempublikasikan laporan APBD dan Laporan Realisasi APBDnya di situs Departemen Keuangan periode tahun 2011-2014 yang berjumlah 14 kabupaten/kota. Jenis data yang digunakan adalah data sekunder. Variabel independen yang digunakan adalah Pendapatan Asli Daerah (PAD), Dana Alokasi Umum (DAU), Dana Alokasi Khusus (DAK). Sedangkan variabel dependen adalah Tingkat Kemandirian Keuangan . Teknik analisis data yang digunakan adalah regresi linear berganda. Hasil penelitian menunjukkan bahwa : (1) Pendapatan Asli Daerah (PAD) memiliki pengaruh positif dan signifikan secara parsial terhadap tingkat kemandirian keuangan daerah , (2) Dana Alokasi Umum (DAU) berpengaruh negatif dan signifikan secara parsial terhadap tingkat kemandirian keuangan daerah, (3) Dana Alokasi Khusus (DAK) secara parsial memiliki pengaruh segatif dan tidak signifikan terhadap kemandirian keuangan daerah, (4) Dana Bagi Hasil (DBH) secara parsial berpengaruh positif dan tidak signifikan terhadap kemandirian keuangan daerah, (5) PAD, DAU, DAK, DBH secara simultan berpengaruh dan signifikan terhadap variabel dependen yaitu tingkat kemandirian keuangan daerah

THE EFFECT OF LOCAL OWN REVENUE, GENERAL ALLOCATION, SHARE ALLOCATION FUND AND SPECIAL ALLOCATION FUND TOWARD REGIONAL FINANCIAL INDEPENDENCE IN REGENCY/
CITY
NORTH SUMATRA PROVINCE
Local Own Revenue, General Allocation Fund, Special Allocation Fund, and Share Allocation Fund are the factors to knows the regency/ city who have financial idependence. The purpose of this research is to examine the significant impact of Local Own Revenue Effectivity Ratio, Share Allocation Fund, General Allocation Fund and Special Allocation Fund toward Regional Financia l Independence in regency / city at North Sumatra Province. The population in this research is the regency / city at North Sumatra Province are publish their financial statement in Financial Department of the Republic Indonesia and this research is done for 2011-2014. There are fourteen regency/city. The type of data that is used is secondary data. Independent variable Local Own Revenue, General Allocation Fund, Special Allocation Fund, and Share Allocation Fund, while the dependent variable is Regional Financial Independence . Technical data analysis used is multiple linear regression analysist. The result of this research show that partially Local Own Revenue have positive and significant effect on the level of Regional Financial Independence , the General Allocation Fund impact negative and significant effect on the level of Regional Financial Independence, the Special Allocation Fund impact have negative and unsignificant effect on the level of Regional Financial Independence, and Share Allocation Fund ha ve positive and unsignificant effect on the level of Regional Financial Independence. Local Own Revenue, General Allocation Fund, Special Allocation Fund, and Share Allocation Fund have significant effect to the dependent variabel Regional Financial Independence in Regency/ City at North Sumatra Province.
