6.1 Industri Pengolahan

Kontribusi terbesar dalam pembangunan ekonomi di Jawa Barat secara makro di dominasi oleh Sektor Industri Pengolahan. Bahkan sektor industri pengolahan, merupakan lapangan usaha terbesar kedua menyerap tenaga kerja setelah Pertanian. Untuk itu, kebijakan pembangunan dalam pengembangan sektor ini, sangatlah tepat, walaupun akhir-akhir ini sektor industri pengolahan terhempas akibat krisis ekonomi yang melanda per-ekonomian nasional.

Dalam pengumpulan data Statistik Industri, yang dimaksud dengan industri besar adalah industri dengan jumlah pekerja 100 orang atau lebih. Industri sedang dengan jumlah pekerja antara 20 sampai dengan 99 orang. Industri kecil mempunyai pekerja antara 5 sampai dengan 19 orang dan perusahaan yang mempunyai pekerja kurang dari 5 orang disebut industri kerajinan rumah tangga.

Pada tahun 2005, di Jawa Barat terdapat 3 278 industri besar dengan jumlah tenaga kerja terserap 1 817 571, dengan total investasi sebesar 1 035 571,63 juta rupiah. Sementara itu jumlah industri kecil menengah sebanyak 195 465 dengan jumlah tenaga kerja 2 148 684, dengan total investasi sebesar 3 447 947,59 juta rupiah.

Perbandingan tersebut menunjukkan dengan total 1,65 persen unit usaha, industri besar dapat menyerap 45,83 persen tenaga kerja dan 23,1 persen investasi pada sektor industri

6.1. Manufacturing Industry

Contribution of manufacturing sector to national economic is very huge, included in Jawa Barat., Manufacturing Industry Sector has the largest contribution and then followed by Agriculture. On the contrary, manufacturing industry sector was the second economic sector that employs labor force after agriculture. Therefore, development policy in this sector is very significant, even though at this sector is falling down by economic crisis which hurled national economic.

In collecting data for Industrial Statistics, definition of large scale industry is manufacturing establishment with total number of worker 100 persons or more. Medium scale industry is manufacturing establishment with number of worker between 20 to 99 persons. Small scale industry is manufacturing establishment with number of worker between 5 to 19 persons and establishment which has number of worker below 5 person is categorized as household industry.

In 2005, there were 3 278 large scale industries with 1 817 571 total workers and the total investment around 1 035 571,63 millions rupiah. Meanwhile, the number of small and medium scale industries was 195 465 with 2 148 684 total worke, and the total investment was 3 447 947.59 millions rupiah.

It can be observed that 1.65 percent enterprices in large scale industries could absord 45.83 percent workers and 23.1 percent investment in industrial sector.

Upah tenaga kerja selama tahun 2005 mencapai 14 834 384 juta rupiah. Dibandingkan dengan tahun 2004, mengalami kenaikan sebesar 713 626 juta rupiah atau sekitar 5,05 persen.

Nilai output perusahaan industri besar dan sedang tahun 2005 naik menjadi 254 172 419 juta rupiah (5,66 persen), sedangkan nilai input mencapai 163 389 850 juta rupiah atau naik 3,41 persen. Dengan demikian nilai tambah atas dasar harga pasar sektor industri besar dan sedang tahun 2005 naik menjadi 90 782 569 juta rupiah (9,97 persen).

6.2. Penggalian

Pengambilan air bawah tanah secara berlebihan dapat mengakibatkan terganggunya ekosistem alam Indonesia. Oleh sebab itu volume air yang diijinkan untuk diambil dan jumlah air yang diambil harus terus dipantau untuk menjaga keseimbangan ekosistem.

Jumlah titik pengambilan air bawah tanah di Jawa Barat tahun 2007 sebesar 6 722. Dengan volume pengambilan air tanah sebesar 165 490 586 m3.

6.3. Listrik dan Air Minum

Kebutuhan akan energi listrik terus meningkat karena semakin berkembangnya pembangunan sektor industri dan terus bertambahnya pengguna rumah tangga setiap tahunnya.

Worker salary during 2005 reached 14 834 384 million rupiahs. Compared to 2004, it increased 713 626 billion rupiahs at about 5,05 percent

In 2005, the Output Value of large/medium manufacturing establishment increased to 254 172 419 million rupiahs (5,66 percent). On the other hand, input value reached 163 389 850 million rupiahs or it decreased 3,41 percent. Nevertheless, added value of large/medium scale industry at market prices year 2005 increased to 90 782 569 billion rupiahs (9,97 percent).

6.2. Quarrying

Exploiting Natural Water Resource overly can damage the nature of ecosystem in Indonesia. Therefore, government has to regulate the volume of water taken and these numbers has to be observed in order to balance the ecosystem itself.

In 2007, the number of spring water well was 6 722 and the volume of water taken was 165 490 586 m3.

6.3. Electricity and Water Supply

The needs of electricity increased sharply since development of manufacturing industry sector increased and the number of households increased every year.

Tahun 2007 jumlah pelanggan sebesar 7 732 635 dengan daya tersambung 12 476 504 kwh dan energi listrik yang terjual yaitu sebesar 32 337 050 ribu kwh. Akan tetapi 29 864 334 033 ribu kwh yang siap dijual, hanya 26 673 873 862 ribu kwh yang dijual, sisanya sebanyak 2 667 568 244 kwh susut atau hilang (8,93 persen).

Jumlah desa yang dialiri listrik pada tahun 2007 sebanyak 5 506 desa dengan dengan daya tersambung 4 829 023 MVA.

Kebutuhan air bersih semakin dirasakan oleh masyarakat perkotaan. Hal ini merupakan dampak dari tingginya kepadatan penduduk daerah perkotaan yang dibarengi dengan langkanya sumber air bersih. Di samping itu sumber air bersih ini menjadi masalah utama terutama daerah yang tata ruangnya tidak konsisten sehingga terjadi pencemaran lingkungan dan dapat membawa dampak terhadap kesehatan masyarakat.

Pada tahun 2007 jumlah perusahaan air minum di Jawa Barat sebanyak 21 perusahaan dengan kemampuan kapasitas produksi efektif sebesar 13 037 lt/detik. Sedangkan jumlah kapasitas produksi potensial adalah sebesar 16 148 lt/detik.

Sedangkan total produksi air sebesar 373 290 292 M3 dengan produksi terbesar bersumber dari sungai sebesar 61,66 %. Pendistribusian air disalurkan ke berbagai golongan konsumen dengan total nilai 589 453 juta rupiah

In 2007, total customers was 7 732 635 with power installed 12 476 504 kwh, and the total electricity sold was 32 337 050thousand kwh. However, the total of ready sold energy was29 864 334 033 thousand kwh. There was only 26 673 873 862 thousand kwh being sold, and the rest 2 667 568 244 thousand kwh was lost 8,93 percent).

The number of villages that have electricity in year 2007 was 5 506 villages with connected power 4 829 023 MVA..

At this moment, urban societies rely heavily on clean water supply. It is an impact of highly populated density in urban area together with scarcity of fresh water resources. The fresh water resources became main problem prominently in region that has inconsistent space regulation so that happened environment pollution and could bring impact to society health.

In year 2007 the number of water supply enterprises is 21 with total effective production capacity 13 037 lt/seconds. However, the number of potential capacity production was 16 148 lt/ second.

Furthermore, total water production was abaut 373 29 292 m3, with river as the most water resourse. Water was distributed through all type of consumers with total value about 589 452 millions rupiah
