AN ACT to establish a state school of agriculture at Al- fred university and making appropriations therefor, became a law May 6, 1908.
Section 1. 'Tl,ere is hereby established at Alfred Univers7 ity a New Yo~k state school of agriculture, "hlch school shall give elementa1y and practical instruction in ag-riculture as here·

sioner of agr!eHl!ure, and the title thereto shall be conveyed to the people of the state of l'J'ew York. The sufficiency of such title and the form of conveyanco shall be apJ.•1oved by the at- torney general. The buildings ot said school of a.griculture shall include a prlncipit! building, in which shall be lr.cated labora- tories, lecture anCJ adminlstrati,m rooms, to b.a furnished and supplied with necessary appurtenances; a baru. dairy house, and such other cor s·tructlons and appurtenances acl may be neces, .l!lary. No part of such moneys, except for adv,.1·t1slng, shall be expended for tli<, erection of buildings until ph,ns and specifica- tions for the C(>nstructlon of the same shall be prepared by the state archlta.:it, and a contract or contracts therefor let within the aounmt available therefor, nor until the state architect shall certify to the comptroller that In his judgment the speci- fied lands, buildings, and equipment can be purchased and constructed within the appropriation hereby provided. All con- tracts greater ill amount than one thousand dollars shall have the performance, thereof secured by sufficient bond or bonds, to be approved by, and filed with the comptrcllor. Section 3. The objects of the New York state school of agriculture at Alfred university, shall be to give elementary and practical im<t1·uctlon in agriculture and l,in<lred subjects:
to conduct, for the improvement of such lnstr11(•tion, investiga- tions. and expc-riments in agricultural meth0tls and resources in western New Yori,, and in means and mesth0ds for the care and impr')vemenr. of live stock; to stimulate ag1Jcultural pur- suits, and to inc·n,ase ltnowledge by which such il1dustry may be successfully carrlec1 on; such work shall be e"-ordinated so far as practicable with that at the New York state college of ag- riculture at Cornell university: and furnish b(,th a practical training for the pursuit of agriculture, and C01'1J:,lemental train- ing, preliminary to advanced courses In the saiu state college of agriculture at Cornell university. have the custouy and control of the property of said New York state school of agriculture, and, shall, with· ",batever moneys may be received for the purpr,se, administer tile said school of agriculture, with authority to appoint teachen,. investigators, and other offic<:rs and employees, to prescribe the requirements for admis3ion, and the courses of study to be pursued, and with such other pow0r and authority as will secure necessary and adequate admlJOlstration of such school. the state of New York, the state commissioner of agriculture, the director of the Nuw York State college of agriculture at Cor- nell university, and a person to be annually elN·1ed or appointed by the state grange, shall be ex-officio membHs of the board of managers t,, be. appointed annually by tho tiustees of Alfred University, to have immediate management o( the said state school of agric11!1ure. Alfred University shall r<'ceive no Income, profit or compei,i-ation therefor, but all moneys received from appropriatio1rn for the said school of agriculture shall be credit- ed by said university to a separate fund, and shall be used· ex- clusively for said New York state school of agrfoulture. Such moneys as may be appropriated by the state to Alfred univers- ity, for said state school of agriculture, shall be payable to the treasurer of Alfred university upon vouchers furnished to the comptroller. '.rhe said university shall expend such moneys and use such property of the state in administering said school of agriculture as above provided, and shall I eport to the commis- sioner of agriculture annually, on or before ih0 first day of December, a cletailed statement of such expe11t'iiures and of the general operaticws of the said school of agrim:Jture for the year ending the thirtieth day of September then next preceding; and a copy of surh report shall be transmitte,l t,> the legislature.Students bona fide residents of the state of 1'<1.,w York for one year prec..iding the date of their admission shall be entitled to free tuition. 01her fees and charges if any in the said school of agriculture, a.nd any moneys received from tuitions paid by students not reeldents of the state of New York, and from the sales of produr-rs shall be reported and forw~·rCed monthly to the state treai;n·er as required by the state finance law, and may be reapprr,t;riated toward the maintenance of said school of agriculture.
Section 4. The sum .of five thousand dollau, or so much thereof as may be necessary, Is hereby appror,riated for the maintenance of the said school of a8'ricuiture for the fiscal yeai beginning Octcl.:e1· one, nineteen htmdred anc! eight.
Section 5. Tl:is act shall take effect imn•t·diately,
