The Health Logistics team is responsible for planning, procurement, storage, distribution, and delivery of health logistics to meet the needs of health logistics in responding to health crises.

The pattern of logistics and equipment organization is based on resource capacity mapping activities. The pattern of logistics and equipment organization starts from:

a. National level including ministries/ institutions, businesses, and the public;

b. Provincial level including sub-national bureaucracies, businesses, and the public;

c. District/ city level including sub-national bureaucracies, businesses, and the public. The organizational pattern as referred to through cooperation patterns in management systems, command, coordination, implementation, planning, administration and finance, communication, and transportation.

The Health Logistics team has the following activities:

1. Develop plans;

2. Address logistics needs;

3. Manage health logistics including activities of receiving, recording, storing, distributing, maintaining, securing, and disposing/ eliminating health logistics;

4. Carry out health logistics administration in accordance with procedures.

Organizing Health Logistics' is a task distribution structure that describes the various components that make up the team. These components consist of individuals who have their respective positions and roles. The organization of the Health Logistics team includes at least the following:

a. Organizational Structure

The Health Logistics organization consists of:

Each role has the following duties and responsibilities:

1. The Logistics Team Leader, who has the following tasks and responsibilities:

a) Coordinate with relevant parties in fulfilling the health logistics needs for health crisis mitigation;

b) Implement role distribution to each coordinator;

c) Develop health logistics needs planning, work targets, technical guidelines, and evaluation of health logistics management;

d) Provide technical guidance to coordinators;

e) Provide guidance and advice to field assistants on ongoing work implementation;

f) Provide instruments and facilities for logistics management;

g) Review reports from each coordinator;

h) Coordinate the health logistics disposal process;

i) Assume responsibility for all health logistics management;

j) Evaluate reports and work results that have been carried out.

2. The Receiving Coordinator has the following tasks and responsibilities:

a) Coordinate with other relevant parties for the reception of health logistics;

b) Coordinate for the transportation and/or access to the reception of health logistics;

c) Coordinate the process of loading and unloading health logistics;

d) Check the suitability of the quality and quantity of the received logistics;

e) Create documentation for recording the health logistics, incoming goods, and Handover Report (BAST);

f) Submit a report to the Logistics Team Leader.

3. The Storage and Recording Coordinator has the following tasks and responsibilities:

a) Coordinate with the Receiving and Distribution Coordinators;

b) Provide the necessary facilities and equipment for storing and recording health logistics;

c) Assume responsibility for arranging and managing the storage warehouse for health logistics;

d) Coordinate with the Maintenance and Security Coordinator regarding the storage of health logistics;

e) Prepare documentation for recording health logistics (stock cards);

f) Prepare activities to conduct periodic physical stocktaking with all coordinators;

g) Assume responsibility for recording health logistics;

h) Submit a report to the Logistics Team Leader.

4. The Maintenance and Security Coordinator has the following tasks and responsibilities:

a) Coordinate with internal and external parties regarding the maintenance of health logistics;

b) Coordinate with the Storage and Recording Coordinator regarding the maintenance and security of health logistics;

c) Identify which health logistics require maintenance;

d) Provide facilities and/or access for the maintenance and security of health logistics;

e) Assume responsibility for damages and security of health logistics while in storage;

f) Report to the Logistics Team Leader.

5. The Distribution Coordinator has the following tasks and responsibilities:

a) Coordinate with the receiving party regarding the distribution of health logistics;

b) Coordinate with the Storage Coordinator for the preparation of health logistics distribution;

c) Coordinate with the receiving party for the shipment of health logistics;

d) Prepare the necessary administrative documents for distribution;

e) Coordinate the loading and unloading process for distribution;

f) Report to the Logistics Team Leader.

b. Implementation of Organization

The implementation of Health Logistics Organization is carried out through several activities, namely direction, guidance, and coordination carried out in a meeting forum.

The meeting serves as a means of integrating goals and activities in the Health Logistics Team. The meeting consists of three parts, namely:

1) Routine coordination meetings

Routine coordination meetings are held to discuss tasks and reports from each coordinator. The meeting is attended by coordinators and members to discuss matters related to health logistics. The meeting is held periodically. The results of this routine meeting become one of the monitoring and evaluation materials.

2) Monitoring and Evaluation of Health Logistics Management

Monitoring is an activity to monitor the development of logistics management implementation, identify and anticipate problems that may arise. Thus, they can be mitigated and anticipated with the earliest possible action. Monitoring can be used to fulfill basic needs during a health crisis. The results of this monitoring will be one of the materials for evaluation.
