REPORT OF SPECIAL BOARD COMMITTEE ON DISTRICT SUBSIDY TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES

This Committee was charged with the responsibility of preparing a procedure on district subsidies. After due consideration of the need for a procedure on establishing any future district subsidies and in recognizing that two district subsidies are in effect at the present time, the Committee makes the following recommendation:

Recommendation #1:

The Committee recommends that the proposed procedure on district subsidies as delineated in Exhibit A of this report be adopted and inserted at the end of the "B" Section of Procedures.

I move that Recommendation 1 be adopted.

EXHIBIT A, p. 1 PROPOSED PROCEDURE ON SUBSIDY TO DISTRICTS

Effective October 10, 1983, the procedure on subsidization of extraordinary district expense incurred in servicing remote clubs shall be as follows:

1. If in the opinion of the Board of Trustees of Kiwanis International one or more non-districted clubs, located in a common geographical area, might be more effectively administered and serviced by an existing

district than by the General Office, the Board of Trustees of Kiwanis Intemational may select a district to which the club or clubs will be temporarily attached with the mutual concurrence of the club or clubs involved. This will be done in consultation with the clubs and districts involved. Further, the Board of Trustees of Kiwanis International

may grant a monetary subsidy to assist the said district in providing necessary service and supervision if such a club or clubs are remotely removed from the boundaries of the district, thereby causing a financial burden to the district.

2. It is understood that the payment of district dues by such temporarily attached club or clubs will underwrite the cost of production of all materials and mailings as is provided all member clubs of the district.

The subsidy for supervision shall be.limited to one visit per administra- t~ve year of a district officer ~o the area of·the club or clubs unless otherwise authorized by the Kiwanis International Board of Trustees.

3. Any such attachment and/or subsidy shall be granted only on an annual basis.

4. The continuance of any such attachment and/or subsidy shall be contingent upon an annual review and assessment at the time of the spring meeting of the Board of Trustees of Kiwanis International of the service and supervision provided. The Board Committee responsible for International Extension shall make the review and assessment including the appropriate recommendation to the Board of Trustees of Kiwanis International.

5. The annual review of a subsidy grant shall include a detailed report from the district on the service and supervision provided and the actual cost of such incurred by the district.

6. Upon attachment to a given district, such club or clubs shall pay the annual district dues of that district required of clubs in that district.

7. The temporary attachment of such a club or clubs to a given district shall cease:

a. When the Board of Trustees of Kiwanis International determines that such club or clubs can be administered and serviced in a more effective and economical manner.

b. If a new district comes into existence making it more logical and economical for the Board of Trustees of Kiwanis International to temporarily attach such club or clubs to the new district.

c. When such a club or clubs shall become a part of a new district.

d. If the Kiwanis International Board determines that the assigned district is not providing the supervision and service required to fulfill its responsibilities as the servicing district.

8. Nothing contained herein shall be interpreted to preclude that the Board of Trustees of Kiwanis International might ultimately extend the boundaries of a district in order to include a temporarily attached club or clubs, thereby making such a club or clubs members of said district.

9. In the case of any club or clubs temporarily attached to a district for which a subsidy has been in effect prior to October 10, 1983, such subsidy shall be considered as only granted on an annual basis and the requirement of an annual review and assessment as contained in para- graphs 4 and 5 shall apply.

10. In the case of any subsidy granted to a district prior to October 10, 1983, for assistance in servicing and administering remotely removed clubs

which have been permitted by the Board of Trustees of Kiwanis International to become members of said district, the procedure shall be:

a. The subsidy shall be granted on an annual basis.

b. Annually by the spring meeting of the Board of Trustees of Kiwanis International, such district shall report to the Board of Trustees of Kiwanis International a detailed accounting of:

(1) the amount of district dues received from those clubs upon which the subsidy is based and

(2) the cost of servicing and administering the remotely removed clubs over the average of the cost of the same type of service and administration for other clubs in the district. The Board Committee responsible for Inter- national Extension shall make the review and assessment

including the appropriate recommendation to the Board of Trustees of Kiwanis International.

c. The amount of the subsidy shall be reduced or shall cease when district income from such remotely removed clubs warrants reduction or discontinuance.

11. Nothing in this Procedure is intended to or shall abrogate or lessen the responsibilities or prerogatives of the Kiwanis International Board under Article VI, Section 1, of the Constitution of Kiwanis International to create, supervise, and control districts of chartered clubs and

establish their boundaries.

LAWS, POLICIES AND STRUCTURE - Anton J. "Tony" Kaiser, Chairman Reclassification and Renumbering of Procedures

The 1982-83 Board Committee on Program Services has continued to work since the last Board Meeting on completing the entire task of separating and reorganizing Polices and Procedures. This Committee was advised of the work accomplished and that which remains to be done. Last year's Board Committee will report to the Board at this meeting in a supplemental report.

District Bylaws Amendments

Staff referred an amendment to the district bylaws from each of two districts for recommendation by the Committee and the Board with respect to approval.

The Michigan District adopted an ·amendment to create district life member status as per Exhibit A. After careful consideration, the Committee makes the following recommendation.

Recommendation #1:

The Committee recommends the approval of the amendment adopted by the Michigan District to Article XV, Section 1, of the Michigan District Bylaws and as delineated in Exhibit A of this report.

I move that Recommendation 1 be adopted.

The Pacific Northwest District adopted an amendment creating a new district committee to be known as the Committee on Sponsored Service Clubs for Women. It is the opinion of this Committee that this amendment (Exhibit B attached) is not in harmony with the objectives of Kiwanis International in that it appears to establish an independent service club. Further, the Committee believes that the Pacific Northwest District should be advised that in the best interest of Kiwanis International

this amendment and their program should be brought into harmony with the new Kiwanianne program whose guidelines do provide for establishing a district committee of sorts in support of the Kiwanianne Program, in that each District Governor is called upon to appoint a Kiwanian to the position of District Kiwanianne Club Chairman.

Recommendation #2:

The Committee recommends that the amendment adopted by the Pacific Northwest District to its district bylaws creating a district Committee on Sponsored Service Clubs for Women as contained in Exhibit B of this report be disapproved and that the district be advised that this amendment should be brought into harmony with the Kiwanianne Program.

I move that Recommendation 2 be adopted.

Administrative Resolutions

The Southwest District submitted a resolution urging the International Board to reexamine the "specified" structure of the Board to take into account a more proportionate share from various parts of the world

(Exhibit C). The West Virginia District submitted a resolution involving three separate elements--namely the second visit of a Board Counselor to the District, reinstitution of the International Council Meeting for training purposes, and a more fair and impartial restructuring of the International Board (Exhibit D).

The Committee desires for the minutes of its meeting to reflect the acknowledgment of the receipt of these resolutions and the appreciation of the Committee for the thought expressed in them. These resolutions, especially those on reinstituting the International Council Meeting and the restructure of the International Board are matters which call for in-depth study because they involve complex issues which do not permit easy or obvious solutions. The Committee desires to retain each of the matters raised by these resolutions for further study. To that end, Committee members will be assigned a specific matter to be explored by the individual member between now and the next meeting of the Committee.

Procedure on Alcoholic Beverages

It is the opinion of this Committee that the Procedure on Alcoholic Beverages should become a Policy,and further that the procedure is not now uniformly applied throughout the Kiwanis world. The Committee believes that local option should be given to districts on whether or not to prohibit the serving and consuming of alcoholic beverages at any official function or meeting of Kiwanis.

Recommendation #3:

The Committee recommends that the Procedure on Alcoholic Beverages become a Policy, that it become Policy #6 under the heading of

"General" in Policies, and that such new Policy be amended to read:

"6. Alcoholic beverages shall neither be served nor consumed at any official function or meeting of Kiwanis unless the District Board of Trustees or the governing authority of non-districted clubs shall have given approval for the

serving and consuming of such beverages at official functions or meetings. ·official function is defined as follows:

(1) An official function is one for which attendance is

granted under the Official Attendance Rules. (2) An official function begins when the presiding officer calls the meeting to order and is concluded also by his order."

I move that Recommendation 3 be adopted.

PROGRAM DEVELOPMENT - Avelino V. "Beling" Tanjuakio, Chairman Theme, Goals, and Major Emphasis Program for 1984-85

The Committee discussed the possibilities for a Theme which would motivate Kiwanians to personal involvement in service during the 1984-85 administra- tive year.

Recommendation #4:

The Committee recommends that the 1984-85 Theme of Kiwanis Inter- national be BUILD BETTER LIVES and that an appropriate Theme folder be produced and vigorously promoted as a supplies item.

I move that Recommendation

Recommendation #5:

The Committee recommends that the following Goals be adopted for the 1984-85 administrative year --

BUILD BETTER LIVES

By sustaining underprivileged chi-ldren with material, social, emotional, physical, and intellectual assistance.

By enlarging the worldwide Kiwanis community through increased membership and new club growth.

*

By providing broader involvement of all members of the Kiwanis Family in service to others.

By also expanding services to the elderly and other special groups.

I move that Recommendation 5 be adopted.

The Committee recommends that the title of the 1984-85 Major Emphasis Program be UPLIFT UNDERPRIVILEGED CHILDREN.

I move that Recommendation 6 be adopted.

The Committee noted that both a fact folder and a project guide will be produced in conjunction with the 1984-85 Major Emphasis Program and that a supply of both will be provided to each district.

Bulletin for Participation of Non-Sponsoring Kiwanis Clubs in the Sponsored Youth Program

The Connnittee reviewed a bulletin which has been prepared on the subject of involvement of non-sponsoring Kiwanis clubs in the Sponsored Youth Program and found it to be satisfactory. Notice of its availability will appear in the forthcoming issue of the Bulletin for Kiwanis Officers

(BKO), and copies will be sent to appropriate district and international connnittees. Copies will be available upon request by clubs from the General Office.

Reconnnendations and Correspondence Regarding the Kiwanianne Club Program The reconnnendations of the Past Presidents Committee, the resolution

from the Capital District, and correspondence from Ki-Wives Inter-

national on the Kiwanianne Program were all considered by the Connnittee.

The Connnittee takes the position that the Kiwanianne Program as developed should be implemented, the degree of participation evaluated, and no changes. be proposed until evaluation thereof indicates a need.

Review of the Kiwanianne Program Materials and Implementation

A logo for all Kiwanianne Club materials was approved by the Connnittee, and the staff was requested to complete the preparation of promotional and organization materials preparatory to distribution as expeditiously as possible.

Reinstatement of International Council Meeting

The Connnittee reviewed this reconnnendation from the Connnittee on Past International Presidents and wishes to retain the entire matter of a reinstatement of the International Council Meeting for additional in- depth study.

"Song of Kiwanis" or "Kiwanis Cares"

The Connnittee listened to a recording of a song--"Song of Kiwanis" or

"Kiwanis Cares"--written by Colin James, a physically handicapped member of the Geelong, Australia, club. It is the opinion of the Connnittee that this song should be inserted in Songs of Kiwanis at the time of its next revision.

The Committee reviewed a proposed incentive program that would encourage the building of new Key Clubs and Circle K Clubs by the Sponsored Youth groups themselves. l'he plan involved a monetary award to the youth governors meeting the criteria. The Committee felt that this particular incentive program was inappropriate but does agree with the desirability of an incentive program.

The Committee directs staff to develop possible programs (that do not involve monetary awards) to stimulate the building of new youth clubs.

Such presentation should be made to the Committee for review at the next Board Meeting.

Lilly Youth Leadership Program'.

The Committee reviewed the Lilly Youth Leadership Program. It then con- sidered but did not approve a request from the Kiwanis International Foundation to acquiesce in their proposal to provide a $7,500 grant from the Foundation which would match a grant from the Lilly Foundation for the purpose of researching the feasibility of implementing such a program at Kiwanis International.

Review of K-Family Related Conferences Re: Sanctioning/Support from Key Club/CircleK International

The Committee reviewed a concern presented by staff regarding the K-Family type conferences which have been started over the years

(i.e. Conovact, Colorado; K-Family Conference, North Carolina; Heart- light, New England). The concern revolves around whether there is a need to have said conferences endorsed and regulated by Kiwanis Inter- national. After a lengthy discussion, the Committee decided that such conferences should be required to have their program concepts and agendas approved by the Kiwanis Board before they are established.

Recommendation #7:

In order to provide the necessary control and supervision for K-Family type conferences, the Committee recommends that Exhibit E be adopted and inserted in the Procedures of Kiwanis International.

I move that Recommendation 7 be adopted.

Question was raised as to whether or not there should be a guideline with reference to Board members attending K-Family conference activities. The Committee was instructed to give consideration to this.

KEY CLUB - Wilbur J. Blechman, M.D. Chairman

Report of Board Representative to Key Club International Valley Forge Board Meeting

The Committee heard a report by Trustee Wil Blechman regarding the Key Club Board Meeting held August 31 - September 2, 1983, at Freedoms Foundation in Valley Forge, Pennsylvania. He indicated how impressed he was with the actions of the Key Club International Board and the manner in which they conducted the business of their meeting. He

commented on how actively involved the Board was in all the proceedings, how they took Kiwanis concerns to heart, and how much the Key Club

Board appreciates the support given Key Club by Kiwanis.

Revoked Club List

A list of 180 Key Clubs to be revoked was then presented to the Committee by staff for review and action. The Committee expressed concern over

the number of clubs on the list but was informed that this figure is about the same as in past years.

Recommendation f/'8:

The Committee recommends that the action taken by the Key Club International Board to revoke the charters as listed in Exhibit F be approved with staff being authorized to remove names of clubs from the list until the final printing of the minutes.

I move that Recommendation 8 be adopted.

Amendments to the Constitution and Bylaws

The Committee then reviewed the Amendments to the Key Club International Constitution and Bylaws as approved by the House of Delegates at the 40th Annual Convention. After a brief explanation of each of the amendments, the Committee found them to be acceptable (Exhibit G).

Recommendation #9:

The Committee recommends that the amendments to the Constitution and Bylaws of Key Club International, attached as Exhibit G, be approved.

I move that Recommendation 9 be adopted.
