a. Qualifications for Active Membership (1) An active member must be a person of good character and co~unity standing who resides or has other community interests within the area of the chartered club.

(2) An active member must be a person who is engaged in an occupation in a recognized line of busi~ess, vocation, argriculture, or institutional or professional life or who, having been so engaged, has-retired.

d. Qualifications for Honorary Membership ( 1) Any person who has performed some distinguished public service may be elected an honorary member of a chartered club (of which he or she is not an active, privileged, or senior member) for a period of one (1) year and thereafter may be re-elected annually.

Section 3.

b. Upon a Kiwanian '·s attaining the status of life member, his or her club is thereby relieved of any further dues obligation to Kiwanis International for that member. The member's financial obligations to his or her local club and district, including his or her subscription to the Kiwanis magazine and the premium payable to defray the cost of the general Comprehensive Liability Insurance, shall remain intact.

AND BYLAWS··

Submitted by the Andean and Central America District.

This· amendment, consisting of three parts, proposes to amend the Constitution.

and Bylaws of Kiwanis International to provide for one specified representative on the Board of . Trustees from the Andean and Central America District, effective October 1, 1985 . .

CONSTITUTION

Amend Article .VIII, Section 1, of the Constitution of Kiwanis International by deleting the entire present section and substituting a new Section 11 as follows:

The Board of Trustees shall onsist of the President, President-elect, Immediate Past President, two (2) Vice-presidents, Treasurer, and twelve

(12) Trustees.

The members of the Board of Trustees shall be elected as follows:

a. One (1) member from the European Federation, except that, in a year when the European Federation presents a candidate for office above the level of Trustee, it shall not offer a candidate for the office of Trustee.

b. Thirteen (13) members from the United States. Representation from the Pacific Northwest District shall be a part of the spec~fied representation from the United States irrespective of residence.

c. One (1) member from each of the two (2) Canadian districts as presently constituted, including all areas attached thereto, except that in a year when Canadian district presents a candidate for office above the level of Trustee, that district shall not offer a candidate for the office of Trustee.

d. One ( 1) member from the Asia-Pacific Area, except that in a year when the Asia-Pacific Area presents a candidate for office above the leve 1 of Trustee, that area shall not offer a candidate for the office of. Trustee. The Asia-Pacific Area shall include the Districts of Australia, Japan, New Zealand, Philippine Luzon, Philippine South, Republic of China, and non-districted clubs in the· Asia-Pacific Area.

e. One ( 1) member from the Andean and Central America District as presently constituted, except that in a year when the Andean and Central America District presents a candidate for office above the level of . Trustee, that district shall not offer a candidate for the office of Trustee.

g. The effective date of specified representation from the European Federation shall be October 1, 1976.

The effective date of specified representation from the two Canadian Districts shall be October 1, 1977.

The effective date of specified representation from the Asia-Pacific Area shall be October 1, 1983. The effective date of specified representation from the Andean and Central America District shall be October 1, 1985.

Amend Article XI, Section 3g(2), of the Bylaws of Kiwanis International by adding a new Section 3g(2)(e), as follows:

In the event of the necessity for election of a Trustee for a one-year term (as in Section 11, following) the conference shall submit the candidate who has been certified to the Secretary of Kiwanis International by the Board of Trustees of said district.

Amend Article XI, Section 8, of the Bylaws of Kiwanis International by adding a new Section 8d, as follows:

d. The nominee for the office o-f Trustee from the Andean and Central America District shall be presented to the delegate body in the report of the Conference on Nominations and shall be declared by the President elected to the Board of Trustees, as of the following October first. Delegates from clubs in the Andean and Central

~erica District shall not be eligible to vote for Trustee candidates · from other areas.

Amend Article XII, Section 5, of the Bylaws of Kiwanis International by adding an additional paragraph, as follows:

When, due to election results, the Andean and Central America District does not have the specified representation on the Board of Trustees, as defined in Artie le VIII, Section 1, of the Constitution, the said district shall certify to the Secretary of Kiwanis International the name of the nominee who shall be seated by the Board of Trustees as a Trustee to serve for a term of two (2) years.
