than

600 Kiwanians and wives participated in the 10th Asia-Pacific Conference held this year in Seoul, Korea, from March 30 to April 1. Under the able leadership of Governor Tai I Choi and Conference Chair.man B. H. Roh of the Korea Privisional District,.the conference comnittees presented a full schedule of social and business events 'Which combined to rrake this conference truly one to rerrember.

that afternoon a KIAR w::>rkshop was conducted by Assistant Secretary Bob Detloff which was attended by 4 3 Korean and other Kiwanians. Later that .sarre afternoon a special :rreeting of delegation leaders from throughout the Asia-Pacific area was called by Conference Corrrnittee at the request of Kiwanians

from the Kiwanis Club of Kuala Lumpur, Malaysia, to discuss the provisions of_:the Guidelines for the Asia-Pacific Conference, which were to be used for the first tme as the norms for conducting the Conference. Attending this rreeting were

delegates from Australia, Guam, Korea, Japan, Malaysia, New Zealand, the Philippine Luzon District, the Philippine South District, Ponape, the Republic of China, and Thailand plus President Aubrey Irby, Secretary Gil Zitzelsberger, Bob Detloff, and :rre. Several of the non-districted areas voiced objections to the weighting given in the Guidelines to the districts in regard to the nurril:er of delegates. After nuch discussion the non-districted area representatives agreed to prepare and pre- sent to the Conference Comnittee certain arrendirents to be voted upon at the next Conference to be held in Sydney in 1985, which w::>uld in their opinion result in a fairer distribution of delegate seats. ·

The highlight of the fellowship events was a banquet held in the w::>rld farrous Little Angels Perfonning Center follawed by a dazzingly perforrrance by the dancers

· and singers of th~ Little Angels~ A ·schedule of events for ladies was also held.

The latter two where chosen during a caucus of the non-districted delegates, as pro- vided in the Guidelines. Chainnan Perdriau chose and the Executive Board confinred Governor Geoff Peirce of the Australia District as Secretary-Treasurer.

The holding of the 11th Asia-Pacific Conference in Sydney ,Australia, was reconfi:rned and the dates for it -were set for April 25 to 28, 1985. The bid of the Republic of China District to hold the 1986 Conference was accepted by the delegates.

Certainly the 10th Asia-Pacific Conference.can go down in history as a great success. The three main

aims

of the Conference, Fellowship, Training, and delegate sessions, were all well met. Twelve of the 15 Asia-Pacific·districts and areas -were represented. Even though, as I have rrentioned, there were sorre objections raised concerning them, for the firs~

the Asia-Pacific Conference Guidelines -were used to conduct conference business and they proved to be a workable arrange- rrent. I would like to here publicly corrrrend the Kiwanians of the Korea Provisional District for the fine preparation and presentation of the 10th Asia-Pacific

Conference.

REPORT OF BOARD COMMITTEE ON MEMBER SERVICES TO THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES

AGENDA ITEMS

1. Asia-Pacific Conference Guidelines

The Committee heard a report by Staff that these guidelines were used in the conducting of the 10th Asia-Pacific Conference held in Seoul, Korea, from March 29 to April 1, 1984. The Committee reviewed questions and suggestions concerning the guidelines submitted by Vice-President Frank DiNoto and Treasurer Don Williams. The Committee directs that Staff work with the Asia-Pacific Conference Executive Board to resolve the questions raised and to present the results to the October 1984 meeting of the Kiwanis International Board.

2. Financial Support for KIAR Training in International Extension Areas The Committee reacted positively about the Staff recommendation that financial support for KIAR training be resumed. It was decided that action in this regard should not be taken until the results of this year's new club building efforts are known.

3. Field Service Representation in Extension Areas

The Committee reviewed a request for a revision of the Field Service Representation in the Asia-Pacific Area and will have a report at a later date.

4. Membership Requirement before Organization of a Club

The Committee gave consideration to a telex from Australia District Gover- nor Geoff Peirce requesting that the requirement of 25 members for

organization of a new club be reduced to 20. He mentioned that competing service clubs can organize with fewer than 25 and that his district is

losing clubs because of the difficulty in reaching 25 memberso On the other hand, his telex indicated that the Australia District favored the require- ment of 25 members for chartering. The Committee decided to recommend

to the Board that outside the thirty U.Se and Canadian districts, the.

number required for organization of a club be 20 and for charterin~25, for the following reasons:

(1) The need and potential for growth in extension areas is greater than that in established areas.

(2) Permitting the extension districts and areas served directly by the General Office to organize clubs with 20 members would bring them into conformity with the six districts of KI-E, which still only require 20 members for organization.

(3) Extension into new areas is more difficult because Kiwanis is not as well known as other service clubs and there are fewer

Kiwanians to do the necessary volunteer work, and, as Governor Geoff's telex indicates, the extension districts have found that the new requirement of 25 members has impeded growth.

Recommendation #1:

The Committee recommends that 20 members be required for the organization and 25 members for the chartering of clubs outside the original thirty districts.

I move that recommendation l'. be adopted.

5. Report of the 1983-84 International Committee on Achievement The minutes

of the meeting of the 1983-84 International Committee on held on March 23-25, 1984, are attached to this report as The Committee commends the International Committee on for its excellent report.

6. 1983-84 Distinguished Club Presidents

The Committee discussed the Distinguished Club President program. A Distinguished Club President lapel pin had been given to each recipient of the award in the past, but was discontinued three (3) years ago; the lapel pin became a supplies item at that time.

It was the consensus of the Committee that Kiwanis International should provide a Distinguished Club President lapel pin to each recipient of the award.

Recommendation #2:

The Committee recommends that the award provided by Kiwanis Inter-

national to Distinguished Club Presidents be composed of a Distinguished Club President lapel pin and a club banner patch, commencing with the awards for the 1983-84 Distinguished Club Presidents.

I move that recommendation 2 be adopted.

Recommendation #3:

The Committee recommends that the 1983-84 budget for Distinguished Club Presidents be increased $5,000 (from $1,500 to $6,500) to provide for the Distinguished Club President lapel pin awards.

I move that recommendation 3 be adopted.

7. Revocation of Charters

A list of 74 clubs recommended for charter revocation by the various districts was presented. (Exhibit Bo)

The Committee is greatly concerned with the number of problem clubs and those below charter strengtho (See Exhibit C.) Staff was urged to expend every effort to encourage every club to achieve Charter II strength as quickly as possible.

Recommendation #4:

The Committee recommends that the charters of the 74 clubs listed in Exhibit B be revokedo

I move that recommendation 4 be adopted.

8. The recommendation concerning awarding credit for building a new Kiwanis club between September 15 and October 15 to both administration years was discussed. It was the conclusion of the Committee to continue the current policy with the cutoff date of September 30 each year.
