Saran - Pembinaan Narapidana di Lembaga Pemasyarakatan Indonesia

Pembinaan dan pembimbingan warga binaan pemasyarakatan di seluruh lembaga pemasyarakatan di Indonesia masih membutuhkan perhatian dari pemerintah baik dari tataran regulasi, praktik hingga anggaran. Rendahnya skoring pemenuhan indikator ketaqwaan kepada Tuhan Yang Maha Esa dan kesehatan jasmani serta rohani, kemudian ketiadaan ketersediaan tenaga fungsional seperti Pembina spiritual tetap, ahli gizi, psikolog dan psikiater dan problematika over kapasitas di lembaga pemasyarakatan harus menjadi perhatian pemerintah maupun masyarakat. Support dari masyarakat dan swasta terhadap lembaga pemasyarakatan

berupa penggalangan dana membuktikan bahwa anggaran untuk pembinaan warga binaan belum maksimal di Indonesia.

Tema penelitian pembinaan dan pembimbingan warga binaan pemasyarakatan masih membutuhkan pengembangan lebih intensif lagi, oleh karena itu Tim Peneliti memberikan rekomendasi kepada peneliti selanjutnya agar dapat melakukan penelitian tentang: (1) pembinaan warga binaan kejahatan khusus terorisme dan korupsi di Lembaga Pemasyarakatan yang ada di daerah lain di Indonesia, (2) melakukan penelitian komparatif antara pelaksanaan pembinaan pelaku penyalahgunaan narkotika dengan rehabilitasi pelaksanaan di lembaga pemasyarakatan di Indonesia dan lembaga pemasyarakatan di luar negeri.

Asimilasi : Proses pembinaan narapidana yang dilaksanakan dengan membaurkan narapidana kedalam kehidupan masyarakat.

Balai

Pemasyarakatan (BAPAS)

: UPT yang melakukan penelitian kemasyarakatan, pendampingan, pembimbingan, dan pengawasan terhadap WBP serta membuat laporan penelitian kemasyarakatan digunakan untuk kepentingan penyidikan, penuntutan, dan persidangan.

Biometric : Teknologi kemanan yang menggunakan bagian tubuh sebagai identitas. Bagian tubuh yang dimaksud dalam hal ini adalah sidik jari.

Cuti Bersyarat (CB)

: Proses pembinaan diluar LAPAS bagi narapidana yang dipidana selama 1 (satu) tahun ke bawah, sekurang- kurangnya telah menjalani 2/3 (dua pertiga) dari masa pidana minimal 6 (enam) bulan.

Cuti Menjelang Bebas (CMB)

: Proses pembinaan diluar LAPAS bagi narapidana setelah menjalani 2/3 (dua pertiga) dari masa pidana dengan ketentuan dua pertiga tersebut tidak kurang dari 9 (sembilan) bulan.

Cuti

Mengunjungi Keluarga (CMK)

: Proses pembinaan diluar LAPAS bagi narapidana yang dilaksanakan melalui kunjungan narapidana ke keluarga asalnya. CMK merupakan kegiatan rutin yang dapat dilaksanakan setiap tiga bulan bagi narapidana yang memiliki masa pidana 6 bulan.

Pemasyarakatan (DITJENPAS / Pusat)

: Pelaksana yang berada dibawah dan tanggung jawab kepada Menteri Hukum dan Hak Asasi Manusia yang bertugas menyelenggarakan perumusan dan pelaksanaan kebijakan di bidang pemasyarakatan sesuai dengan ketentuan peraturan perundang- undangan. Urutan hirarki pada organisasi berada diatas.

Kantor Wilayah (Kanwil)

: Bertugas melaksanakan tugas pokok dan fungsi Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia dalam wilayah propinsi berdasarkan kebijakan Menteri Hukum dan Hak Asasi Manusia Republik Indonesia dan UU yang berlaku. Urutan hirarki pada organisasi berada ditengah.

Lembaga Pemasyarakatan (LAPAS)

: UPT tempat untuk melaksanakan pembinaan narapidana selama masa pidananya.

Narapidana (Napi)

: Seseorang yang dipidana berdasarkan putusan pengadilan yang telah memperoleh kekuatan hukum tetap dan menjalani masa pidana di LAPAS.

Pembebasan Bersyarat

: Proses pembinaan diluar LAPAS bagi narapidana setelah menjalani sekurang- kurangnya 2/3 (dua pertiga) dari masa pidana dengan ketentuan dua pertiga tersebut tidak kurang dari 9 (sembilan) bulan.

Penelitian Kemasyarakatan (Litmas)

: Aktifitas yang dilakukan BAPAS terhadap WBP yang menghasilkan laporan penelitian kemasyarakatan.

Pengguna / User : Pengguna aplikasi SDP baik dari UPT, Kanwil atau DITJENPAS.
