3.1 Achievements of Performance Agreement

3.1.3 Strategic objective 3: Improving the quality of community service implementation based on research results through the application of knowledge in science,

technology, and education.

The third Strategic objective in relation to the increasing number of national and international publications contains 26 indicators, including 1) number of community empowerment service activities funded by other than DRPM, 2) number of community service activities funded by the DRPM, 3) number of community service activities with foreign funding sources, 4) number of community service activities with domestic funding sources by other than UM (DRPM, Government Institutions, and other Sponsors), 5) average community service funds for each study program per lecturer per year, 6) number of industrial prototypes, 7) number of innovation products, 8) number of appropriate technologies produced, 9) number of publications of teaching staffs’ innovative works, 10) number of publications of students’

innovative works, 11) number of assisted community groups, 12) number of teaching staffs involved in community service, 13) number of partnerships with government institutions, 14) number of partnerships with industries (DU/DI), 15) number of students in community service activities (3-year and undergraduate programs), 16) percentage of community service activities by teaching staffs and students, 17) number of alumni involved in community service, 18) number of titles of output scientific papers of community service activities published in accredited national journals in the current year, 19) number of titles of output scientific papers community service activities published in licensed national journals in the current year, 20) number of titles of scientific outputs for community service activities published in international journals or proceedings in the current year21) number of titles of scientific outputs of community service activities published in the proceedings of national scientific activities in the current year, 22) number of new partners with legal entities as a result of community service activities in the current year, 23) number of certified/standardized products out of service activities to the public in the current year, 24) number of output books for community service activities, 25) number of granted outputs of intellectual property rights for community service activities in the current year, 26) number of publications for community service activities in national and international mass media in the current year.

Table 3.3 shows that the majority of indicators (65%) have achieved the set targets, even far beyond the target. This is an achievement that needs to be maintained. Of the 26 indicators, 9 indicators have not reached 100%, i.e. 1) number of community empowerment service activities funded by other than DRPM, 2) number of community service activities with foreign funding sources, 3) number of industrial prototypes, 4) number of publications of teaching staffs’ innovative works, 5) number of titles of scientific works of public service activities published in accredited national journals in the current year, 6) number of titles of scientific outputs for community service activities published in national journals with ISSN in the current year, 7) number of titles of scientific outputs for community service activities published in international journals or proceedings in the current year, 8) number of titles of scientific papers for public service activities published in the proceedings of national scientific activities in the current year, and 9) number of books on community service activities.

Based on this data, it is recommended that the 2021 target needs to increase several indicators because this year’s achievement has successfully exceeded 100%.

Six (6) indicators have succeeded in exceeding the target, but a number of targets needs to be increased, they are 1) the number of community service activities with domestic funding sources other than UM (DRPM, government agencies, and other sponsors); 2) average community service funds per study program per lecturer per year; 3) number of appropriate technologies produced; 4) number of assisted community groups; 5) number of partnerships with government agencies; and 6) number of IPRs granted for community service activities in the current year.

There are three indicators that surpass the set target, with an achievement range of 200%- 500%, including 1) number of innovation products, 2) number of certified/standardized products for community service activities in the current year; and 3) number of students in community service activities (Diploma and Undergraduate).

3.1. 4 Strategic objectives 4: The implementation of an autonomous, accountable and transparent governance system for continuous quality improvement

The fourth strategic objective performance achievement is the implementation of an

autonomous, accountable and transparent governance system for continuous quality

improvement. This goal contains 15 indicators, including (1) percentage of study programs

accreditted in A level; (2) number of foreign students in the degree programs; (3) number of

foreign teaching staffs; (4) number of non-research collaborations with foreign institutions; (5)

number of non-research collaborations with domestic institutions; (6) number of study

programs involved in international collaborations relevant to the study programs; (7) number

of study programs involved in national collaborations relevant to the study programs; (8)

number of partnership in education research; (9) number of research collaborations; (10)

number of collaborations in community service; (11) percentage of alumni graduating within the last 3 years who complete the tracer study; (12) percentage of laboratory assistants with functional positions; (13) number of teaching staffs’ achievements/recognition; (14) number of valid entries for research performance and community service to the LITABMAS UM system in the current year; and (15) number of students making valid entries in SIMAWA in the current year. The performance achievements are shown in Table 3.4.

Based on Table 3.4, out of 15 indicators, 13 indicators have reached the target, including (1) the number of foreign students in the degree programs is 108.33%; (2) the number of foreign lecturers is 100%; (3) the number of non-research collaborations with foreign institutions is 170%; (4) the number of non-research collaborations with domestic institutions is 850%; (5) the number of study programs involved in international partnership relevant to the study programs is 130%; (6) the number of study programs involved in national partnership relevant to the study programs is 125%; (7) the number of partnership in education is 150%; (8) the number of research collaborations is 108%; (9) the number of partnerships in community service is 108%; (10) the percentage of alumni graduating within the last 3 years who complete the tracer study is 149.44%; (11) the percentage of laboratory assistants with functional positions in FS does not target the achievement, yet increases by 4.54%; (12) the number of teaching staffs’ achievements/recognition is 245.45%; and (13) the number of students who made valid entries at SIMAWA in the current year is 419.82%. Nevertheless, 2 indicators have not reached the target, namely the percentage of study programs accredited “A” (78.67%) and the number of valid entries for research performance and community service to the LITABMAS UM system in the current year (50.76%). One of the reasons why the target related to the percentage of study programs with A accreditation has not been achieved is because not all study programs apply for reaccreditation every year. In addition, of the three study programs that applied for re-accreditation in 2020, two of them were upgraded into A rating, while one study program still received B rating. Meanwhile, the factor that contribute to the failure in the achievement of the target number of valid entries for research performance and community service to the LITABMAS UM system in the current year (2020) was twofold. First, not all lecturers/researchers at FS were accustomed to filling out data in LITABMAS system. Second, there was a misinterpretation of the menu related to the evidence that must be uploaded to LITABMAS.

Regarding to the achievement of laboratory assistants with functional positions, FS did

not set a specific target this year. However, since laboratory assistants were required to have

functional positions, FS assigned the staff to participate in activities to achieve these functional

positions. At the end of the year, there were 2 people (4.54%) who received functional positions

as archivist and staff.
