4. Suggestions In Addressing Delinquency The problem of deviant behaviors among the

teenagers never stopped since before and getting worse over time. This situation creates a feeling of anxiety among all parties; especially parents, teachers, and government. Treatments and preventions can be implemented through legislation, family, school and community. It includes setting behaviors formally and informally.

Formal treatments involve procedures and systems of authority such as regulation, legislation and the role of police agencies and law, detention centers and the Social Welfare Department. It also involves the State and the law relating to the activities of the criminal justice system. While the informal controls involve personal control, control from own families and communities to prevent an individual from engaging with social problems.

4.1 Family Institution

Parents should be aware of their children.

They should be able to detect and understand the personalities and behaviors. This can be done by two-way communication between parents and children. And applying the values and awareness to avoid deviant behaviors among their children to become individuals with a good personality for the sake of future prosperity.

Treatments and preventions are actually starting from the parents in shaping the development of children's behavior. Values and norms in society are usually nurtured by parents during the process of socialization since the childhood. From the psychological aspect, parents should provide the children with love, affection and attention. Control from the parents can avoid the children from violating the values and norms of the society.

Major efforts to tackle delinquency more effective can be done by the parents in educating their children. As the Malay saying "melentur buluh biarlah dari rebungnya”, it should be practiced by every parents to teach and regulate the social life of the children. It is appropriate to provide religious education as early as they can so that the children are aware of everything wrong and right. With a stronger spiritual aspects of religious being practiced, it will encourage the cultural practices and pure life. Through a perfect religious upbringing too, the family is in a state of harmony and receive the blessings of Allah SWT. This matter should be the starting point to a peaceful life.

Without religious education, it will be difficult for them to accept others’ opinions.

Next, parents attitudes and tolerance towards children. Parents should not be easy in educating the children with many excuses. Some finally give

up the responsibility and give it all to the maid.

However, there are also parents who give a total freedom to their children. Therefore, parents should give an adequate attention to the children so that they will feel that their parents are truly their lifesaver, becoming the first place they are going to turn to when they have problems.

Personality and psychosocial development of the children are important roles in the social functionality of parents. Therefore, parents should provide a home full of love, mutual respect, mutual help and so on. Parents’ involvements in schools also lead to positive thinking and lessening the potential of the criminal delinquency. Therefore, children should be given enough attention, flexibility and freedom to do anything but with adequate control from the parents.

4.2 Education and Excellence in Education Educational policy has been drafted and has been adjusted over time to improve the quality of the education system. The concept of diversity encompasses the intellectual, physical, moral and character building todevelop the potential of individuals up to an optimum level to produce a youth generation that is useful to the country.

However, it was potrayed in the media that the education is ineffective in curbing the delinquency.

Not pointing to any party, everybody should realize that the criminal delinquency is showing a lacking in certain aspects of our educational system; formal or informal.

Therefore, support through the education system is one proactive approach of the school.

Among the services are providing student support center and counseling with programs that can shape students' personality as a whole.

At school, students must actively participate in the co-curricular activities to fill their time. This is because, majority of the delinquent admitted to feel bored and want to seek pleasure. Therefore, students should participate in activities and sports events organized by the school and joined the uniform unit and sport events. Student participation in extra-curricular activities is not only able to build the character but reducing delinquency rate.

Psychological approaches such as counseling program are often recommended to help students overcome the problems of crime and social delinquency. With the establishment of clubs such as Club Bina Insan, Prostar Club, Club Crime Prevention, Anti 9SLAD Badge Scheme) at the school, students are expected to not getting involved in criminal activities such as gengsterism, bullying, gambling and so on. Students’

participation in organized clubs is seen as pragmatic measures to address delinquency among the students.

The core subjects such as Pendidikan Sivik dan Kewarganegaraan (PSK) is one of the measures

to combat crime in schools. Approaches that are integrated are to ensure the students to understand and apply them in daily lives. With that, it is a step towards forming the personality of a noble young and also promotes values in each student. Moral education also helps students to solve problems, understand the religious diversity found in Malaysia and diverse cultures and heritages.

Teachers and school staffs should be together give in efforts to combat the crime among students.

The exposure should start from the primary school.

The campaigns are hoped to curb the delinquency problems among them.

4.3 Reinforcement of Laws

The authorities such as the government also need to help the government to reduce the delinquency among the teenagers. According to Zakiyah and Ismail (t.t), the alternatives that can be implemented are to provide a care center as a drop- in center in the heart of the shopping centers or in places that the focus of the teenagers. These centers can be the place for any events and programs like reading, watching television, playing carom, counseling, career and business opportunities that can attract the teenagers.

The police should also play their own role. For example, motivation programs by the police and campaigns to persuade young people to think for actual role in this life. The campaigns like 'zero Misconduct Students' campaigns and School Disciplinary Laws of the State can be done. In addition, the police should conduct regular raids patrols in hotspot areas such as in the area of drug addiction, sexual promiscuity, hanging and extortion. Teenagers who commit delinquency are required to perform community service as enforced by the police in Singapore so that they will think twice to repeat the same mistake. In addition, the police can make schools as 'adopted schools' to ensure that discipline in schools is under control.

Various measures have been implemented in the process of combating delinquency among teenagers. Among them is through a rigorous control by certain parties like Rela, Rukun Tetangga, police and others in an effort to deal with cases of theft, robbery, rape and so on. With the availability of such controls, it can reduce and avoid the teenagers who want to do the crimes.

4.4 The Role of Mass Media

The role of the social media also should be emphasized. Films with violence, sexual elements and bad gossip talk show should be stopped. This is because the teenagers that are being exposed tend to fantasize because there is a psychological element when watching those entertainments. Therefore, the Ministry of Information should be strict in the screening in the media. Plus, they should be providing the teenagers with films and

entertainment that can help them to think out of the box.

5. Conclusion

Social problems and delinquency nowadays have been influenced by many factors. Therefore, all parties should work together to eliminate the problem of delinquency before it is too late. The teenagers should be more resilient and have a strong identity so they will be able to control themselves from stuck into serious social problems and delinquency. They supposed to be more powerful and with a strong identity in order to ward off the symptoms of delinquency. To produce a quality generation of youth, everybody should play their role to help pushing the teenagers up in line with the objective of becoming developed countries. Finally, proactive measures have to be taken in order to combat corruption among these young leaders. Appropriate actions should not be postponed as the delinquency has becoming more severe to even threaten the next leaders of the country.
