ABSTRACT
One of the efforts that could be made of government to improve the ability of fishermen that by means of empowerment, where the empowerment is expected able to improve the ability of the fishermen, the empowerment of the fishermen could be done with some effort, but the empowerment of the fishermen village of Cemaga middle These are often seen. The method of research is using descriptive qualitative with location research in village Cemaga middle Central Cemaga Village, South Bunguran District and in carbuncle fisheries Natuna. The collection of data consists of observations by observing the condition of the location of research, interviews depth and not structured to the informant who is the subject of research have amounted to 10 informant. Technical analysis of data by reducing data, presenting data in the form of tables and sentence descriptions, and drawing conclusions based on analysis of direct interview data and secondary data. Results of the study showed that there were some problems in the field related to programs of empowerment for fishermen Captive Central Cemaga Village, South Bunguran District. The conclusion is based on the results of observations, interviews, and documentation as well as the study of the theory of several indi k ator pembe rdayaan as potent i evolve, improve potent man who owned. The results of the study show that still a lack of effort empowerment where conducted for fishermen fishing village Cemaga middle. By because it is, there is advice to the Office of fishery and the Ministry of Maritime fishery, In empowerment efforts to better understand what is needed by Natuna fishermen.

ABSTRAK
Salah satu upaya yang bisa dilakukan pemerintahan untuk meningkatkan kemampuan nelayan yaitu dengan cara pemberdayaan, dimana dengan pemberdayaan ini diharapkan mampu meningkatkan kemampuan para nelayan.
Metode penelitian ini menggunakan deskriptif kualitatif dengan lokasi penelitian di Desa Cemaga Tengah Kecamatan Bunguran Selatan Kabupaten Natuna serta di Dinas perikanan Natuna. Pengumpulan data yang terdiri dari observasi dengan mengamati kondisi lokasi penelitian, wawancara mendalam dan tidak terstruktur kepada para informan yang merupakan subyek penelitian ini berjumlah 10 informan, Teknik analisa data dengan mereduksi data, dan penarikan kesimpulan berdasarkan analisa data wawancara langsung dan data sekunder. Hasil penelitian menunjukkan bahwa ada beberapa permasalahan di lapangan terkait program pemberdayaan untuk nelayan tangkapan Desa Cemaga. Adapun kesimpulan berdasarkan hasil observasi, wawancara, dan dokumentasi serta kajian teori.
Adapun hasil penelitian menunjukkan bahwa masih kurangnya upaya pemberdayaan yang dilakukan untuk nelayan tangkap desa Cemaga tengah. Oleh karena itu, Saran dari peneliti untuk program pemberdayaan nelayan natuna kedepan dalam upaya-upaya pemberdayaan pemerintah agar lebih memahami apa yang dibutuhkan oleh nelayan Natuna.
