A. Opening Opposition (Leidi – Brawijaya Unive rsity)

We agreed to unite as a various separatist movement in eastern Indonesia but with this unifications what we want we also want independence but what we want to push use is not true violence just like when opening government walk one but this unifications co uld be utilized as a Capitals to make a constructive engagement even more within a nation right so what we're going to do in opening opposition's is that we we will still think in certain scope we are doing constructive engagement but we are going to unite so but so the following actions that we're going to do is we're going to campaign what is basically we want we're going also to all at the same time educate the society within this area what is basically the benefit when you are gaining independence from Indonesia and at the same time we're also going to create annotations to call for referenda bread which at the end we think when it is already being complemented with our educating the society the result can be like a myself to show to Indonesia that it is really within argument to T dependence from Indonesia right so we're not of going to also we are also going to accept the idea that we have to be just just being used as an icon in Indonesia we also independence but this unification should be used arise as a way to create a constructive engagement right so firstly what I'm going to tell my Roberto's would be integrated in my cases firstly what I'm going to prove to you this of their proposals will only cause us an internal and also external support which we think prevent us further more to gain independence from Indonesian bread firstly let's talk about in the ground support quitting the way within the interest to set up from separatist group to also make sure that there is always an internal support from the society on the bronze red which is the all populations who live within our area right because once we gain independence they're the one who are going to be covered by us so we think it's better if they are in favor with us we want them to understand the reason why we want to gain independence right firstly a first car accreditations right there are some of them who are some of them who are disagreed to heparin because they do not feel like it of the art justification is enough they feel like there are still benefit in joining with in any Sharron and we do feel bad for them because if what they what they enjoy is basically only a minimum standard of living and also a minimum standard of protections right we think this type of people who are disagree with t he it the idea of independence would even more disagree with us when we conduct the final elections just like what they want because finally they see it basically it's more it's more it's better for me to stay up to stick with the idea to stay in Indonesia and foot no for Trevor and loop due to the fact that my possible government in the future inspire lens not accurate now secondly there are people who are already also in favor with us when we think it also on what would make them turn back from us because finally what we do is just the same from what they do not like so what do you not like is basically the operations and also the use of violence against sustained troops but what we do is basically reflecting the same way we do not like to be treated with right so we thing at the end in their site we are only going to lose all of the internal foot forward what is very harmful with this this losing soup internal support and this is the dissenting opinion from our society were already being capitalized even more by the Indonesian government to make sure to shows that basically our movement is not justified at all and that's not creep like what society one and we've all right now thank you secondly let's talk about the the support from the outside let's let's talk about what they say it like msg

(3)

where we already being away of when we already gained the same as an observer right would think it's even better for us to push use constructive engagement because it can be used as a political capital for the other not only for msg but also for another actor who are probably want to support us because they see that we are being consistent in saying that we want dependence but not and in saying that we have violence and not perpetrating violence even more so at the end in our side what you will get when we unify and using constructive engagements is the internal but also external support because we have this political capital yes constructive engagement to suffering issue topic because your illusions still need our resources they will not dare to give us referendum for the part of losing that particle resources well basically we we also do not see why then are they also have the burden to prove weapon when we destroy off the things and also we destroy off all things from infrastructure finally Indonesia I want to let go of of that particular resources right but at least what we are what we're trying to do of even total progress is very slow at least we can gain the result of the referendum who says that we really want to us to to separate from Indonesia's right let's take me what I'm going to prove to you how it's not worth it for us to go full war against Indonesia and this wire revolutions with only harm us right because at the end when this is being conducted you know you know this is if this is being conducted by the unification on on us within it will cause so many life and also it will cause so many destructions and we think it will only justify aggressions even more against us because right now we are being considered as a tribe of a nation of also national security and Rocco mentions we're still an illegal armed movement so in their psyche when we are being arrested only in in in their psyche when they complain that we are being arrested in salvo in their word it's even hard book because maybe it's justified to kill us because they consider us and an illegal armed groups who who are threatening the the the national security so we don't think it works the cause right but moreover we think it will only even though at the e nd in their side we can also call a do a call for a referendum even though the foot is also saying that we want to separate from Indonesia's we think Indonesia will even more reluctant to give us in dependency because they do not see us as a capable actor who are able to govern meatballs due to this due to the inherent nature of us who are using violence so they will review it or they would argue that well we're just the same just like work we complain about rent so we do not like that what opening opposition's has from to you we need to create change from the with a minute - we are waiting people hard and we don't think we can with by destroying buildings by going forward with Indonesia we impose Thank You leader of opposition now to connect in the case of opening government and a colloquium as the Deputy Prime Minister.

B. Opening Geverment (Wiliam – Bina Nusantara University)

We've tried to talk about referendum in 2011 in founders trophy ladies and gentlemen but that discussion stays safe inside the debating chamber and not outside the discussion doesn't go to legislative bodies the discussion doesn't go to executive bodies the reason for that is not because Indonesians are good to us ladies and gentleman the reason is that Indonesians does not care about us in the car still to go ladies are Dominic tell us already pointed out to you lots of examples on how like on how Papua is being disenfranchised by

(4)

the Indonesian government were very Japanese centric I'm really sorry to say this but against if the truth right but what lady seems to say her speech is that you know what we should be good to them because there's no other way ladies and gentleman we don't think that that that is the path that we should have taken in today's debate so what basically that the opening opposition want read they want constructive engagement I'm going to prove to your wife doesn't work because the bargaining power of Papua instead of Indonesia is inherently going to be different ladies and gentlemen because hierarchically like legit imately Indonesia is more legitimate as a political entity as compared to what is here as compared to the west limb what our liberation movement just like what they said is there be considered as an illegal armed groups ladies and gentlemen that is why our constructive engagement never works because Indonesian knows that we have the bargaining position over Papua ladies and gentlemen analysts were strike because inhalation started deliberately like exclude popular from all of the narrative that includes Indonesia for example when for West Papua wants to become the member of the of the marination spearhead group in Malaysia steps in and many come those people exploded in Malaysia is being planted as an observer so that West Papua directly like apply again maybe sanjoin Indonesian doesn't do this because they feel like they have a million Asian identity they just do this because they want to piss off popular ladies and German to keep them from being exposed to the Internet community and to give them from the expose to the Western society ladies and gentlemen that's the thing that we do for our outside and we think that that should change but constructive engagement can only work better under our side of the house if you have violent violent separation because only then you're going to give them a strength ladies night job you're going to give them a threat work sleep or a threat towards their investors and the threat towards all the benefits that you can only gain inside of Papua ladies inside of Papua and add re gistered Indonesian aria ladies enjoy that's the only time where constructive engagement camera because now we elevate the bargaining position of Papua ladies and gentleman that can only happen I'm girls are girls they need to problem why suddenly construc tive engagement is good and can happen to begin with but secondly they say you know what we have autonomous regions already ladies and gentlemen well the reason why autonomous regions doesn't work is that inherently after the independence there is an inherently equality between areas and the Indonesian government knows this as well ladies and gentleman but they keep to turn a blind eye forces that's why we're very sorry about the Papua and Easton generation nations are one of the most impoverished iron instead of innovation ladies and gentleman that doesn't happen because the government doesn't know that happens because the government is negligent in the status quo and say that you can't like it is good friend because value will be governed by yours the believer and by your local leaders ladies and gentleman we don't think an autonomous region if a trade of course are or all of our struggles and all our all of our hardships that already happens inside of this videos quote ladies and gentlemen but then they sa y you're going to justify oppression against us and therefore it's back look let's take a look at the comparative right because in the currency to school in East Java the Indonesian government has but massive expensive forces towards all the people who wants to separate instead of Indonesia ladies and young men but they don't call them aggression is justified to be killing ladies and young people don't care about the about the aggression that happens to Nepal's people ladies a German soul in this brand we need to analyze what is good for the separatist movement do

(5)

we want to leave and to stay true to the narrative that we have to suppress we're just poor people and Hannah limited people compared to the Japanese people or do we want to change and we want to break down the system of the government instead of the state school we take it our cigars provides betterment for the separatist movement at the end of the day because we think that under our side the hospital is more likely to succeed right because in the past we are used to do sporadic movements inside of all a lot of the areas in the recommendation this doesn't work for two reasons first of all this only there are only small factions in sunaquot small areas so this easier for the government to centralize their forces inside of this one area near eastern Germany secondly they're only character and less people who have certain hardships and certain civil outbreaks ladies and german those are on campus like actors and ethnic outfits ladies and gentleman we think an annual site where you do like different provinces different ethnicities under Eastern innovation were already accomplished you're going to get a napkin and you're going to get an excessive force it is against Indonesian government to begin with ladies and gentleman that can only happen if you do not and you take up arms and violent towards your opposition which is the Indonesian government in this instance that is what we say in order to give yet in order to achieve the end goal the separatist movement you need to do this because that is the only way you can give and of course marching on the Indonesian government at the end of the day yes if Alicia has defied any army it will be completely harder more YouTube in a unit on from any point at one time yeah good that's my worst case scenario okay what happens if this doesn't work any government retaliate we think that it is also good to some incidents right because then there's a valid evidence that there is a repression for the state very systematic on as opposed to just circles program instead of disabled and ethnic ethnic upgrades ladies are gone because the reason was Indonesia excuses themself in a say before they don't give in a budget most popular for example is because they see is they say either we don't have enough budget so you have to do budget cuts for example or we are currently progressing but this progress has happened during the presidency of McCarthy Esme and jokowi ladies and Java we say those over promises like building Toros has never happened in 76 and that has never did direct benefits towards Indonesia is elimination people under side the house you will create things five settlers we can see through them but at the end of the day there will be a blow inside of the media and also they'll be applauded inside of the international world and finally don't be in a discourse with an international society on what to do in this type of thing that is how you can expose things like human rights violation as well towards these people maybe that job because finally the sheer force of a civil work is not something that the international community will turn their blind eye to we have got a total in principle why Facebook because just like on how we have been colonias by the Dutch the Eastman innovation community has been colonized by our people ladies not normal and the fact that we can succeed by having a sheer force with japanese super studies san Matheny's in order to fight against the Dutch ladies and gentlemen because the Dutch has oppressed us we say that under car study school where we have recognized by the Indonesian government we should also take up arms and do the same thing like what we need beforehand thank you very feminist er how to host the opening half of the debate I'd like to welcome the new FIFA leader of opposition after.

C. Closing Goverentment (Gabriel)

What does closing government envision in our side we envision first of all immune safe but even if we can't achieve that we envision of way much better treatment from our government ladies and gentlemen therefore additional forms of mechanism that will be free we will bring forth it today's the fake debate is threefold first we will explicitly unite all power all three powers we're going to unite the arms the people the farm the farm like many rebel groups in Middle Eastern oil can't imagine all that allegia nce to Isis there for half equal resource distributed in order to conduct a certain revolution secondly or agree with open government the aftermath of us will be discussed third of all we will attack strategically the government institutions the media using the antenna is going to be similar to a form of coop and therefore then be able to gain the leverage rule then you able to declare that we want secession and will not be taken lightly by the government ladies engines we will declare independence like what we did in 1945 by what initiative back then but on lastly and more importantly we also go to coordinate and plan the attack simultaneously in all three areas cesium out further our state was this important in my first contribution but before proceeding to that right but again all this will indicate whether the current momentum is in our favor - exactly make sure our demand is being grounded by the government right we contend that no currently we're on course legally elected ladies and gentlemen the time is open and these objects causing havoc means it's most likely for the government can finish of the problem and we're in the round so we think that going soft will not do in order to measure our demands are actually being heard off because exactly all these the current momentum is exactly in favor of making sure that the government is able to bring us further down that's why we argue it's best for us to just an excerpt do as much power as possible over there is a strategic and therefore again the best result for us look referendum in the past was rigged ladies and gentlemen never slightly to happen right now anyway it's therefore important for us to regain our democracy which was then robbed during the Age of in which many the other one was put out in West Papua and they were shoving guns on our peoples had done different as to you know vote or staying inside koalas limit they keep the democracy was indeed prop and we do have the right but make sure that oh here at we're gaining it back right now because consider the fact that we were not represented in the past ladies and gentlemen right now the fact that we do not agree to the Constitution and to the legal system and to the authority there is no governing as we argue ladies and gentlemen of that week unless we're not at the center and therefore we must be able to become the representatives of our own lives in Genting because the

(7)

constitution the riverside under currently are created by oppressors these are even on precious that's recognized by the internationa l community considered the fact that even we're on low in 2003 what's called by you and as you know the war crime acquire criminal but she never answered the call to come to the crime trial ladies and gentlemen and if you agree that it's a fax exactly the reason why we must regain it back ladies and gentlemen and and therefore most importantly opus EG will be the one who tells you one of the biggest issue in today's debate right I'm gonna cuff you about why this is gonna work out at the at least in the Enderman look we think that it's gonna work out work out due to two faults of reason first we're going to combine our military in three different locations right not to mention other like areas who also want a secession we think that considering the fact that in the past our attacks were scattered but never coordinated and never conducted at the same time we believe that the military will then you know of have this coordination under their only decision will not be able to counter up the massive power coming from us ladies and gentlemen they will not be able to see it coming what this is me certainly we think that the social capital therefore for our success during the pool as well after the pool will be larger one because we will be seen as the forces unstoppable in Jenna slightly for people who want to sign with the winnings rightly therefore you must understand with the characteristic of these people are see they're afraid of speaking up right because they don't think the to than the people who is now representing them OPM response part has the capacity to actually take back the state back by using yes'm and therefore we can then if we're actually uniting with a good haul free power sitting in the room also a very sure perception to our society that we are going to succeed this time it's no longer going to be just a book inside the government systems go to the local revolution which you as a psychic actually wasn't a big game with because the hatred and the sensing of course Indonesian government is that dire ladies in gently will most likely be willing to join our costs because in the past they were scared because it says Sebastian or demonstrate and the double you can just skip back and put you in jail ladies and gentlemen waiting that they were if they were the third by that we argue that are any mechanism will be able to make sure that they're willing to join our costs because it's not just that they've seen yet they're not during this time right you've seen the examples wild turkey coup fail right because there's no turn of human resources there but further we also think that a certain degree of legitimacy needs to be added to the newly passed state ladies Indian in order for us to be able to make sure Indonesian government will not easily Popo hasta and there's also going to be international recognition because people are always constantly on our side and defending our values and defending the cost of Papua to begin with therefore considering all of the slaves yeah no no

(8)

thanks we argue that then we'll be able to truly establish what we want on our own first we're going to have completely clean State for example we want the traditional way of life that's what we hated the presence of Netherlands Australian in a nation secondly of course we'll have full control over all resources as currently extracted ladies in jessamine more prosperity for our our own the velocity and more importantly we argue we're going to be able to protect the prop 1 inside of our jurisdiction ladies in Delhi because that's what you've seen right now even if I most enjoyed it is subject to sentiments a gentleman we contend that after all of this happens there will most likely be more sentiments for the most conservative parts of Indonesia who eat the pop ones to begin with there we must be able to protect this as a quartet dangers of the up even as every jurisdiction for example back now actually having our Miller are having a suit embassy outside of our spec of our nation there Israelis in Jammu will lead to success and it's up only the para meters set by posing some unruly to that but secondly in the scenario in which we fail at least our voice will significantly be heard and that's what we wanted to begin with Asia what because currently the media is really no media unwilling to show it however this will be an important issue to be discussed certainly the government is unwilling to pursue it ladies and gentlemen look we are actually reversing in terms of human rights where we were under three install drug traffickers were shot and easily constitutions are Queen into making sure that freedom of expression is not extra access that to its fullest extent that is why ideally seen gentlemen you must understand but that the currently demography is actually shifting right the Progressive Party Indones ian are actually more willing to speak up however we argue the card of progressive part of generation it's not yet having the fullest capacity to make sure the discussion surfaces ladies in jessamine because there is always wait for it for unit you know food shove the agenda down with young but don't buy this we argue that media will be be willing to cover it the agenda will be put up front there your the dispersal the discourse will lead to more tangible effect for example by the centralization election or even more budget allocation which will adequately fulfill the basic needs and demands of the rock of society who was the best out of the mokra see that Indonesia is offering us right now then we will be able to at least be okay with the condition of Anita in all business courses circus and able to push the government to one piece of office and bring benefit for us as one.

D. Closing Opposition Aryanda (University Gadjah Mada)

Closing opposition regret and sympathize withthe fact that there are violationsand operations done against southeastern Indonesia. We say it should have not been there to

(9)

begin with. On closing opposition, we're not going toremain silent what we say we shouldpursue measure to attain accountability things likeinvestigation or justice, reformation. And the government of Indonesia should have should enact any policies to prevent future crimes. But we believe on closing opposition that conductingviolent means will not make things any betterfor our brothers and sisters in eastern Indonesia. To the contrary, it will only leadto more oppression and suffering to them. So what is the stand andthe alternative that closing opposition offer?Elizabeth firstly, unlike opening opposition, we would ratherseparate this movement to stay within Indonesia.

Secondly, in regards to violation and oppressionany movement should pursue diplomatic and politicalapproach to government of Indonesia. The end goal of that approach would bethings like reformation of systems, investigation for accountabilityor in best scenario, more regional autonomy forsome eastern countries Indonesia would be similar tothe movement in Azure. I would like to explain two things in my speech. Firstly, I would like to shortly explain why ourdifferent sons in this debate not pursuing any separationsis a means that is more pragmatic and morepragmatic and secondly, why it's putting yourself in aposition as an enemy of state harm the effortto achieve peace and prosperity in Indonesia. But before that couple one of rebuttals. So, firstly, their argument about theefficacy of revolution is obvious. Firstly, because even if you can create a unifiedattack, in the end there is a wide gapof technological differences in terms of armaments. No matter how big, in the end there arebigger guns in the end there are bigger weapons. Coming from the government of India,it is unlikely to be successful. Secondly, what closing government nearlyintroduced is a coordinated attack. We agree this is a good idea but having amassive coordinated attack comes at the cost of exposing that plan to our intelligence body and we say that ourintelligence body is relatively doing a good job.

This is the reason why for example the attack ofLone Wolf one walk attack of terrorism happening in Japansolo was exposed and was known prior to gentlemen soit is unlikely it will be a successful attack understanding?Technological differences and intelligence body.

But secondly, they make a good argument abouttheir worst case scenario that in the scenariothat they fail there will be a pushand incentive for government to change because therewill be a pressure for international society. We have two responses we say that Indonesiansociety is inherently or is prone to bebiased to Indonesia because firstly, the fact thatit is silent in itself becomes the reluctancefor the international society to support the attack. This is the reason why as much asinternational society hates the regime of everyone.

The fact that the coup was done ina way that's silent they are unlikely tolegitimize and authorize that particular attack on judgment. But, ladies and gentlemen, becauseit has interest to Indonesia. Indonesia is not an isolated small country. It is a growing economy.

Who has economic prosperity, who has eco nomic tieswith interim society, inter society would be reluctantto support this small minority movement judgment. Let's take a look at the first argument, why our line of argument is justified. Basically, this is going to be sort because the aimof cessation is not just for cessation per se. It's not just for

(10)

going out per se. It is there. The aim of cessation is to aim for prosperity, more rights and more peace for the government. So, as long as we can show youthat staying in Indonesia and pursuing diplomatic approachcan ensure all of those things prosperity, rightsand autonomy, it is justifiable. Secondly, how putting yourself in a position ofenemy of state harms the effort to achievepeace and prosperity in eastern Indonesia. The problem of violence and revolution is thatyou create a narrative of enemy of state.

That narrative, as opposed to have more rights andproficient by the government it will only lead tomore oppression both from government and society. In terms of political push for government, whatyou have to realize in the context ofJokovi administration is a stronger presence of astrong, united and more muscular Indonesia narrative. A very nationalistic approach. The Joko administration jokovi administration will do anythingin their power to maintain that value. This is the reason why Jokovic insists onthe sink, the fatal policy that is ratherviolent and unilateral to show that Indonesia rejectsthe idea of foreign threats.

This is the reason why Indonesia also does not compromiseon the issue of death penalty to maintain the narrativethat Indonesia is fighting for an enemy I e. Drug dealers. The problem with violent revolution is thatit puts the effort to fight prosperityas a direct threat to death.

Nationalistic value that you betraythe mother of Indonesia. What would happen on their Saudi houseis just a more violent measure andoperation in response to that violent revolution. The defensive nationalistic value isalso shared among society. What happened on their sabbios is not sympathyto the cost casualties, but a belief thatfurther operation, further response and violence is ajustified, meaningful in purpose of self defense judgment. That's what would happen on our bear sarkias. What is the comparison on our sarkias? To stop the attack of succession andto demand better treatment and accountability andautonomy in a way that is diplomatic. Firstly, we do not antagonize the central government. Our effort to demand accountability and autonomy will be seenas a populist action to be done for government. When we allow things like campaign about suffering ofloved ones, it would put the blame to thegovernment that it is the fault of the government, that it is the negligence of the government. And when the government tries to self correctthemselves, it would be seen as a noblething to do to serve the justice. To the contrary, the suffering of the loved onein their subjects will be overlooked by the narrativeby the narrative of the enemy of the state. That their suffering is their own doing.

For not cooperating with the government. For not obeying that the government. Yes, of course.

It's okay for us to have the narrativeof enemy of the state, the state, becausewe want to succeed from the state. Ladies and gentlemen, they need to prove tous why these separate movements have the interestto care about the muscular jopli. And lastly, they suggest that Syriais justified by international media. Yeah, you need to care about thisbecause secession is only successful insofar. You have a strong power, but understanding that youare not that strong, you need to learn tocompromise that it's better to stay Indonesia. So what happened on your saviours? On our Savios is that the pain andthe suffering of loved ones is Indonesian failuresand is Indonesian pain

(11)

as well. So at best scenario, there will be granting ofautonomy, like in the case of government, because wedo not put ourselves on a dialectic that isoppositional to the government southeast, and from that therewill be more prosperity and rights for the government. But what is the worst scenario on their satiatos? The worst case scenario is not just people dyingand then you have attention for international society. The worst case scenario on their satiasis people dying and the death ofactivists and the members of movement.

This is important because these members ofthe movement are the one that wouldfurther fight for the rights of Papuans. But on their Sadios people, these pop officialswho understand about politics, who understand about Papuans, die under Sadias because the government of Indonesiaand international society is in the perception thatkilling these top officials is justified for themeans of south defense. For them, they're very proud to. \
