It was voted to approve the Minutes of the Executive Council Meeting of September 10, 1971. That the charters of the thirty-one clubs listed in the body of the report be revoked. That the General Office be authorized to cooperate with the Girl Scouts of the USA.
That the dates October 30 through November 1, 1971, be approved for the Key Club International Board meeting. That the amendments adopted at the Key Club Convention as shown in the Appendix to the Committee Report be approved. One of the major problems is that the public does not know the name Kiwanis.
It is certain that the Board Committee on Leadership and the Council will give urgent attention to this aspect of the leadership education process. FINANCE This has been a difficult year in the area of finances for Kiwanis International.

As you know, we have notified all clubs that the portion of the dues increase authorized by federal regulation will be added to the semi-annual settlement for the second half of 1971-72. If the freeze allows us to do this starting November 13th, we will charge eighty-eight cents of the original dollar. If the freeze is lifted on November 13, when the original ninety-day freeze order expires, it would allow Kiwanis International to charge clubs an additional · eighty-eight cents per member in the second half.
In addition, shown separately and based on your reported membership for the first six months of the administrative year (October 1, 1971 to March 31, 1972) you will be billed for a portion of the increase in dues for the first six months!: hs. For example, if the "freeze" on the growth of our international obligations is lifted at the end of the original 90-day period, which would be November 13, 1971, this would represent a twelve-cent reduction in first half obligations. In any case, the total amount of the added obligations will not be invoiced until the second billing semester.

REPORT OF THE GOVERNING COMMITTEE ON LAW AND POLICY TO THE MEETING OF THE INTERNATIONAL COUNCIL OF TRUSTEES. Your governance committee would like to help develop the lieutenant governor's new image and upgrade his status. Your committee believes that one of the concerns in this area may relate to its official relationship with the International Convention.
Objects also include this concept, although the concept should not be specifically found in the exact wording of Objects at the present time. The Committee recommends that the Board inform any club which may consider an amendment relating to the Objects to be presented to the delegates at an international convention, that it is the consensus of the International Board of Trustees that the six Constitutional Objects, as now formulated~ include the basic concepts promoted by the organization and should not be changed. Courtesy of those working on the official constitution and bylaws of the Canadian Foundation9, the Committee received within the last few days the first draft of these documents.
The Committee accepted the deadline of the holiday season to get its assessment of these policies and exchange correspondence on recommendations that should be. presented to the Committee, as a whole, at its upcoming meeting at the end of January Revision of the International Constitution and Bylaws. The Committee also studies all sections of the Constitution and Bylaws, in~ . avoiding special emphasis on those sections effected by the change in the administrative year and not completely adjusted to accommodate such desired changes. Convention Sessions in San Francisco Additional discussion of the general format for training is included in the educational conferences for elected governors, also at the time of the International Convention.
The Committee is aware that, with particular attention to the training of elected Governors, significant attention has already been paid to appropriate ways to enhance the educational experience of these important district leaders. 1971, meeting of the Board of Directors, Leadership Committee and Board of Directors presented to the Board of Directors for consideration. It has come to the attention of the board committee that in several cases district advisers are asked to attend mid-winter board meetings or mid-winter conferences and these advisers find that the dates that have been.

The committee recommends that the charters of the above thirty-one (31) clubs be revoked. A motion was received from the Lieutenant Governor of the Pacific Northwest District recommending that Kiwanis International set one of the following dates for the induction of a new member. REPORT OF THE ADMINISTRATIVE COMMITTEE FOR THE DEVELOPMENT OF THE PROGRAM FOR THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES.
The committee recommends approval of the attached evaluation plan as the 1971-72 evaluation plan for determining district achievement winners. The committee anticipates that the matter of the 1972-73 grading plan will be on the agenda at the spring meeting of the 1971-72 Committee on Achievement. It is currently listed on the program sheet of the Committee on International Relations and in committee materials.
The option to provide a very abbreviated form for the copy of the official monthly report filed with the General Office. The committee reviewed a request from the California-Nevada=Hawaii District Chair for the District's "Kiwanis Support of Olympics and Sports Program". The committee is positively impressed with the success of the program in the district and commends the district for its significant achievement.
The presentation of the clubs included a comparison of the number of clubs represented by delegates to the number of clubs. Divide attendance at regional conventions by the average number of attendees at regional conventions over the past ten years. Club representation includes a comparison of the number of clubs represented by delegates to the number of clubs in the district at the time of the convention.

BE IT, therefore, RESOLVED that Key Club International initiate an extensive program of application of the International theme and submit programs and literature for the use of individual Key Clubs. BE IT THEREFORE RESOLVED, That Key Club International uphold the right and responsibility of press freedom worldwide. These officers shall constitute the district's board of trustees and shall have the duties set forth in the district's bylaws. REPORT OF THE BOARD'S COMMITTEE ON PUBLIC RELATIONS ON THE MEETING OF THE INTERNATIONAL CARE BOARD. 80 The committee discussed the need for promotion of the 1971.-72 theme and the two major programs of emphasis.
The Committee commends the staff for their co-operative attitude and efficient management of the affairs of the organization in accordance with the austerity programme. The committee recommends that a write-off be made for the above clubs in the total amount of $581.95. The Committee had a free discussion of the administrative year'jl, especially as it related to the purpose and timing of the Council and to the general program of management education.
At the end of the discussion, the following recommendation to the Board was unanimously voted. The Committee was most favorably impressed with the effort reflected in the report of the Board Committee on Property and Supplies at the joint meeting on October 1". reference to the General Office building, as reflected in the report of the Board Committee at the joint session of Board and Presidents passed on October 1.
The Committee recommends that the visit of the President-elect to past Chairmen's Committee meetings be henceforth scheduled as the last item on the agenda. This concludes our recommendations to the Board, but there are several other areas in which we would like to convey the Committee's understanding to the Board. The Committee also wishes to express its concern regarding the financial operations and current purpose and objectives of the Circle K organization.
