A meeting of the International Board of Trustees was held at the General Office in Chicago from May 1 to 4, 1971. President Ao Frederick Rosen presented the report of the Board. This is attached as exhibit no. 60. President Ted Ro Osborn presented the Cornmitteeo report. This is attached as annexure no. 7o.

President Ralph Eo Wilson presented the report of the committee. This is attached as attachment #llo. Recommendation That the charters of the following Kiwanis clubs be formally revoked beginning in May. The report of the Committee, presented by Chairman William Mo Eagles, is attached as Exhibit No. 16.

That the selection of the Playboy Plaza Hotel in Miami Beach, Florida, during August as the location and date. Approval was given to fill three vacancies to occur on the Kiwanis Foundation Board on July 31, 1971, as follows: O. President Johnson indicated that the next meeting of the Board would meet in San Francisco at 6:30 p.m.

To add to the status of the appointment, I have requested the Secretary to include this appointment in the printing of the directory under special committees.

Representatives from each of the several districts who will be appointed members of the Council of Founders during the first five (5) years and thereafter, Administrators; and a District Governor for each district. The officers of Kiwanis International-Europe shall be a President, Immediate Past President, First Vice-President, Second Vice-President, Third Vice-President, a Secretary, a Treasurer; represent~. members of each of the several districts, who shall be appointed members of the Council of Founders during the first five. At the first meeting of the Council of Founders, the Council of Founders from its membership shall elect officers of Kiwanis International-Europe.

Proposed Amendment - New Section 5 The officers of Kiwanis International-Europe shall constitute the Executive Committee of the Board of Founders and. The President may, with the consent of the Council of Founders or the Board of Directors, appoint an Executive Committee consisting of five (5) members, including the President, Past President and First Vice President. The President presides over all meetings of the Executive Committee; in his absence, the Vice-Presidents shall preside as hereinafter provided.

The President shall preside at all conventions and at all meetings of the Board of Founders, Board of Trustees and the International Council of Kiwanis International-Europe. In the event of the inability of the President to perform his duties, the First Vice-President.

In the event of the inability of the President, First Vice President and Second Vice President to perform their duties, the Third Vice President shall perform the duties and have the same powers as the President. The Council of Founders or the Board of Directors of Kiwanis International-Europe shall meet at such times and places as may be determined by the action of the governing body, at the call of the President or at the written request of one third (1/3) of the members. of the governing body; provided that there shall be at least three (3) meetings each year. The Council of Founders or Board of Trustees of Kiwanis International-Europe shall meet at such times and places as may be determined by government action.

The committee then thoroughly reviewed and discussed all comments and correspondence received by the main office and by committee members regarding the Annual Club Report System and its judging procedure. The meeting's Saturday session was interrupted at 12:00 midnight. Comment~ The committee feels that a handout, similar to that which has been prepared in previous years, giving highlights from the annual club reports of the honorary clubs in each category and sec=. The General Office shall prepare an abbreviated sunset of the most important service project(s) carried out by the Honor Clubs in each category and section.

The committee reviewed supply operations for the month of March, and for the six months ending March 31, 1971a, gross sales were up $15,000 over the corresponding six-month period last year, but net profit was down about. $43,000a. REPORT FROM THE BOARD OF DIRECTORS' COMMITTEE ON PUBLIC RELATIONS TO THE MEETING OF THE INTERNATIONAL BOARD OF DIRECTORS. The Committee also heard a discussion of the work of the Special International Committee on Public Relations for the 1971-72 session in Chicago 19-20. March.

The results of the survey will be reviewed to determine whether Connelly Medal candidates are given appropriate recognition. Ro Johnson on the excellent public relations value of having the President of Kiwanis International attend the Tournament of Roses and related functions. The committee recommends that Reader Is Digest be honored with the Kiwanis Decency Award at the 1971 Kiwanis International Convention in San Francisco and that the magazine's approaching 50th anniversary be noted.

The committee is considering the proposal and others that have come before it in connection with the bicentennial of the United States. The Executive Director shall not send written notice of the time and place of such meetings to each member of the Board of Directors. Copies of the proposed amendments shall be sent to each authorized key club in accordance with the provisions of Article 17, Section 1 of the Constitution.

You will notice in the column parallel to the proposed amendment, the article and article of this Constitution and the by-laws referred to in the proposed amendments are included. These officers shall constitute the board of trustees of the district and shall have such duties as shall be set forth in the bylaws of the district. Submit the completed forms to your DISTRICT CHAIRMAN OF THE CHIEF CLUBS COMMITTEE, postmarked no later than JUNE 30.

The General Office sends a supply of Kiwanis International Key Club Sponsorship Award forms to each of the 30 district chairs. The Committee reviewed the detailed accounting of the Secretaries' Contingent Reports for the period October 1 to March 31, 1971.
