LATIN AMERICAN SUMMARY MEXICO
The Kiwanis Clubs of Mexico have now been advised that the Kiwanis International Board has agreed that the provisional district status for Mexico will terminate at the end of the current administrative year.
The Kiwanis Club of Puebla is supposed to host a district convention in Puebla in August. We hope that this will be carried out because at least it offers a potential forum for (1) promoting a sense of club unity in Mexico, and (2) train- ing of club officers . . Kiwanis International will be represented at this conven- tion if nothing causes the clubs concerned, to not go through with the plans to hold the meeting.
A group of Americans (mostly retired, and some former Kiwanians) is trying to build a club at Lake Chapal-a, in the Guadalajara area. Our Hope? That such a club could help set a pattern for club operation that could in time be a stimu- lus to the other clubs~
CENTRAL AMERICA
Panama, Costa RicaJ and Nicaragua are in fine condition. I suspect that San Salvador is the weakest in this area. Miguel Clare, former Panama president, and perhaps the outstanding Kiwanian in all Latin America, is now promoting Kiwanis in Central America, and indeed even into South America, through a new ham radio set-up he has bought. In particular, he has been making contacts in Guatemala and Honduras, the remaining Central American countries where we are as yet not in business. I also have a recent lead to a man in Guatemala, through a good friend in Montevideo, Uruguay who has been vice consul for Guatemala in Uruguay in recent years. I have written to the gentleman, and also given his name and address to Miguel Clare so he might be able to make radio-telephone contact.
COLOMBIA
Bogota, for some time the weakest link in Colombia is now coming to life. The current president, a psychologist, has got the spirit and has opened communica- tions with me, a new breakthrough as far as Bogota is concerned.
Medellin, by taking one of the nicest projects I have run across, is now full of enthusiasm. They have established a "Kiwanis Home", a modest residence, have taken in 5 abandoned young boys, and wiil in time have up to 10 or 12. A woman is employed who lives in, and generally does all those tasks a mother would do.
This is a magnificent commitment on the part of the Medellin Kiwanians.
Bucaramanga~ first club in South America; continues strong. They are currently mounting a campaign to combat blindness.
Cali, has had its ups and down. However, through direct involvement of the char- ter president, they have got together a club which I finished the paper work for and recognized in formation at Palmira during my last trip. This is the 6th entity in Colombia.
Barranquilla, was not visited by me so I have no first hand news although the mem=
bership is good so I am not concerned for their well being at the moment.

GUYANA
I organized the Georgetown club on my trip in February. This added the 36th country to Kiwanis. Membership is very good, particularly the president and the secretary. The international sponsor for the club is Ottawa, Canada.
COMING
On Tuesday I leave for Argentina. Number one purpose is to present the charters to Salta, organized last August, and to Rosario, organized on April 7 by our Argentine Special Representative, Tony Dominguez. I anticipate also that I will have the opportunity of having 1, 2 or possibly up to 3 new groups in formation before leaving Argentina on May 19.
On May 21, I will present the Charter to Quito, Ecuador, a club I organized last July. This is an excellent club, well over 40 members. They are already involved in building a school in a country community, and have taken on other chores. Quito has as its international sponsor Louisville, Kentucky. This was promoted because Louisville and Quito are "sister cities" within the people-to- people program. In a similar fashion, Georgetown, Guyana and Ottawa, Canada are
"twinned cities" so thus arose the natural set-up for those two clubs being sort of paired off, as it were.
I return to Chicago the day following the Quito charter, so as to be on the scene for the pre-convention duties assigned to me.
Near and mid-term growth areas seem to me to be: Argentina, Colombia, and Central America.

The officers of Kiwanis International- Europe shall be a President, Immediate Past President, First Vice-President, Second Vice-President, a Secretary, a Treasurer; Representatives from each of the several districts who shall be designated members of the Council of Founders during the first five (5) years and thereafter, Trustees; and a District Governor for each district.
