DECEMBER PLANNING CONFERENCE IN ATLANTIC CITY

The Board Committee on Convention met in Atlantic City this past December with representatives of the Host Committee, New Jersey District officers and staff to determine plans for the upcoming convention. There are already six clubs that have collected the money ~to register their membership 100%; this is an indication of the support the convention will receive. We draw your attention to the fact that this year the President vs. Dance will be held on Tuesday evening after the district Dinner.

Each Councilor has received a printed brochure listing the program to date, with the exception of the Sunday evening speaker, Premier Davis of Ontario, and also since the printing of the brochure, Dick Juergens and his band have been selected for the Tuesday evening dance . Each club secretary will receive a copy of the program borchureo together with the club vs registration forms. We would like to commend the Public Relations Department for the good work done on the brochure.

Another significant change will be President Wes Bartlett's address, which will take place on Monday morning as the keynote rather than Monday evening as in previous years.

REPORTS~

Caribbean and Bermuda Frank McCabe - Mentioned a good advantage at the Virgin Islands and Barbados clubs. Latin America Merrill IC Gregory = listed no new clubs since our October meeting, but several prospective clubs in Mexico and Argentina. DC> Pacific by Frank McCabe = reports four new officially organized clubs and six clubs in formation since our October meeting.

We have further benefited from very complete written reports on the Far East and Pacific Areas presented by President Wes Bartlett and former Trustee Fred Rosen. The President's special representative for the Far East, Jack Delf, will leave Vancouver February 12 for his annual contact and visit to clubs in the Far East.

FUTURE PLANS

It has been brought to the attention of the committee a desire on the part of the New England District to have Bermuda attached to the subject. . The Committee recommends that the request of the New England District to have Bermuda attached to them be denied. 2o The committee is of the opinion that Australia and New Zealand offer a fertile field for growth, but that it cannot be accomplished without trained assistance. necessary that we provide temporary assistance with extension options. The committee recommends that a staff member be sent to Australia and New Zealand for an indefinite period to interview the man or men as mentioned in our recommendation 3, to build new clubs and to educate club leadership during the summer or autumn of 1972. Their requests are not in accordance with our subsidy policy, so the Commission does not approve these requests. The committee was asked to approve a change in dates for the Philippine Provisional District Convention from September to May.

FINANCING FUTURE PLANS OF EXTENSION~

The committee recommends that international extension fees be increased from 50¢ to $1.00 per member effective October 1, 1973, and that Kiwanis International-Europe be advised of this action. Your Committee has completed a thorough review and revision of the Policies covering the international scope, as referred to in paragraph 1 of this report. The Committee recommends that the revised and revised International Extension Policy be approved in principle and referred to the Law and Policy Committee for implementation.

This matter should be referred to the Committee on Publications and Publicity and Finance to consider and make recommendations. We bring this to your attention as members of the committee and not necessarily as the responsibility of that committee, although we think the meal features and requirement for weekly meetings are at least questionable. We therefore request that this matter be referred to the Committees on Membership and New Club Building, Laws and Policies, International Scope.

WORLD SECRETARIAT MEETING

Policies Governing the Organization and Administration of Kiwanis Clubs Outside Canada and the United States. The Board of Trustees of Kiwanis International shall provide for the organization of clubs outside the United States and Canada. The Board of Trustees shall, in the case of each club, formulate standards, conditions, requirements and procedures of establishment and continuation.

Assistance and guidance to clubs shall be under the direction, supervision and control of the Board of Directors of Kiwanis International. Clubs shall have a relationship with each other within Kiwanis International as determined by the Board of Directors of Kiwanis International. The Board of Directors of Kiwanis International may appoint special committees or councils for an international area as it sees fit.

SPECIFIC

To report his findings with specific reaffirmations to the Board of Trustees of Kiwanis International. The granting of a Charter to a club in Kiwanis International shall be under the full control of the Board of Trustees of Kiwanis International. There shall be no fixed time between Organization and Official Budget, but the same shall remain subject to the decision of the Board of Trustees of Kiwanis International.

There shall be a liaison organization which shall be named the Kiwanis International World Secretariat. Prior to the creation of any additional Federations, the Board of Directors of Kiwanis International shall designate the original countries that may be included. The Kiwanis International Board of Trustees will request reports from the Federations and their several districts.

KIWANIS INTERNATIONAL-EUROPE

All changes to the written governing authority must be approved by the Board of Directors of Kiwanis International. Provide a motto, which motto will be an actual translation of the motto of Kiwanis International. The officers of the KIWANIS INTERNATIONAL WORLD SECRETARIAT shall be the Chairman, Vice-Chairman and Secretary.

The Chairman and Vice-Chairman are elected by the members of the KIWANIS INTERNATIONAL WORLD SECRETARIAT from its membership base. The policy will be established by the Kiwanis International Board and become part of the charter. Below are policies for the Kiwanis International World Secretariat as of this date.

ADMINISTRATION A. Membershi_E

A provisional agenda will be sent to all members of the Secretariat no later than one month before the opening of the annual meeting. The officers of the KIWANIS INTERNATIONAL WORLD SECRETARIAT shall be a Chairman, Vice-Chairman and Secretary. L Costs of the Annual Meeting of the Secretariat shall be submitted by the secretary to Kiwanis International for payment.

REPORT FROM THE BOARD OF DIRECTORS' COMMITTEE ON LAWS AND POLICIES TO THE MEETING OF THE INTERNATIONAL BOARD OF DIRECTORS. The Committee recommends that Article X of the International Constitution, under the general heading "Conventions", Section 4, be amended to read as. The Committee recommends that Article XIII, Section 2, of the International Constitution be amended to read as follows: “Every chartered club in the United States and Canada shall make it a condition of membership.

ARTICLE VII STANDING COMMITTEES

ARTICLE VIII

The committee shall also be responsible for the proper performance of the administrative functions of the Circle K District organization in accordance with the approval of the Kiwanis District Board. The Committee on Civic Services shall investigate, devise and suggest methods and means by which the clubs in the district may render effective community services.

The convention committee must assist the board in formulating the official program and rules of procedure for the district's conventions. The committee meets at the time of the district convention and may hold other meetings at the call of the chairman. Each Standing Committee shall cooperate at all times with the appropriate committee of Kiwanis International in promoting any program proposed by such International Committee in the clubs of the district.

ARTICLE VIII COMMITTEES

ARTICLE IX

The Citizen Services Committee shall study, devise and suggest methods and means by which this club may provide effective community service. By vote of the members of this club the above changes are authorized and the officers of the club are directed to sign copies of this implementing resolution, sending a copy to the General Office of Kiwanis International, where it will be attached to the club's permanent bylaws. file of this club, with the other copy to be kept in the official records of this club. REPORT OF THE BOARD'S COMMITTEE ON LEADERSHIP AND ADVICE TO THE INTERNATIONAL CARE BOARD MEETING.

The committee considered these two points together, since any decisions made regarding both phases of the operation have a clear effect on the overall management training effort. The board will recall that at the time of the October meeting the board adopted a pilot plan for the management training of the elected governors to be utilized in 1971-72. Whether adjustments to this plan may be needed can best be determined by the development of the specific agenda items that will be incorporated into all three phases of the training process.
