At its June 1980 meeting, the Circle K International Board approved the revocation of the charters of twenty Circle K clubs. In any event, the sponsoring Kiwanis Club agrees that the Circle K Club Charter should be revoked, and the Circle K Board requests that the Board take action at this meeting. A is withdrawn and those will be the sponsoring Kiwanis clubs. officially notified that this action has been taken.
The Committee accepted a report indicating the Circle K clubs being placed on "non-meeting" status (See Exhibit B). At its meeting in June 1980, the Circle K International Council revised the Standard Form for Club Bylaws to bring it into line with the newly revised Standard Form for District Bylaws, approved by the Kiwanis Board in January 1980 (See Exhibit C). The Committee recommends that the Standard Form for Circle K Club Bylaws be amended as s.tip.ulate.d in Exhibit C.
The committee reviewed the proposed budget for the 1980 Circle K International Convention and agreed that the increased registration fee was as high as was reasonable without adversely affecting attendance. It is quite possible that this convention will have a deficit like the 1979 Circle K International Convention, unless the paid registration is higher than in previous years.

The committee requested that staff prepare a written report regarding possible expansion into Zaire and that the Kiwanis Club of Brussels be contacted with any information they may have regarding Zaire and that the report be presented for consideration at the next meeting of the Committee. . The final report of the International Committee on Administration was submitted to the Committee for consideration and action regarding the status of senior members.
The Committee wishes to express appreciation to the International Committee for Administration and. attach a copy of the report as Exhibit A. After discussion on Senior Membership, the Committee makes the following recommendation:. The Committee recommends that the Bylaws of Kiwanis International be amended at the International Council meeting, October, to read:. President Al Duffield spoke of a letter he received from the President of the El Salvador Club describing the difficulties the club was facing due to the political unrest in that country.

EXAMPLE: The local club board of directors will review the list of senior members at the beginning of each Kiwanis board year. The Board is reminded by the Committee that the October meeting of the Key Club Board in 1979-80 was abolished on an experimental basis. The committee recommends that the fall meeting of the Key Club International board be resumed.
At the conclusion of the Key Club International Convention there will be a training conference for the newly elected Key Club Board." The Committee further recommends that this revision be referred to the Board Committee on Laws and Policies for proper implementation. The Committee will present a special report to the Council on its study of the relocation of the General Office. The staff was requested to study the effects of this basic policy on countries outside the United States and Canada, and the Committee agrees with the following recommendations provided by staff:. a) The cash/credit card sales system will apply to all Kiwanis countries. At its January 1980 meeting, the Board approved the Committee's recommendation that the size of the Kiwanis lapel button be increased from the current .4062 inches in diameter to .480 inches in diameter.
34; That the number of sites considered for the relocation of the General Office be reduced to two or three sites which appear to be acceptable to the entire committee. All Councilors will therefore have the benefit of reading it before the presentation of the report at the Council meeting today. Use Ray Jeanes as one of two men to do field service in South America, and save $4000 on travel. During the next few months, we will be adapting the current accounting system to include reports that will improve the accuracy and timeliness of the accounting system. These reports will include a) the distribution of the departmental payroll expenses b) the transfer of incoming cash, inventory sales and accounts receivable adjustments c) the posting of month-end inventory d) cash demand requirements e) fixed assets and f) unexpired insurance.
Four of the clubs received a second notice; however, these clubs had correspondence pending with the General Office regarding a receivable owed to Kiwanis International. As already noted in previous reports, many of the employees in the Finance Department were recently appointed. Staff requested the Committee to clarify which policies in the "F" section of policies are changed by the action taken in Recommendation #2 of the Report of the Board Committee on Finance and Personnel 1 to the January meeting of the Council.

The purpose of this memorandum is simply to summarize some of the details, particularly the approximate fees involved. They name the four entities - Kiwanis International, Key Club International, Circle K International and the Kiwanis International Foundation. They do not name the four entities, but do mention that they pay costs the first time.
The lowest bidder is the largest company (I believe it is number nine, although there is a significant difference in size with the smallest in '1, the big eight.') -- Alexander Grant.
