An important preliminary step in the development of the Kiwanis planning program is the formal statement of a rationale that justifies and supports the entire effort. The development and implementation of the Program must be based on the input of Kiwanis leaders and members from across the organization.

REPORT OF THE BOARD OF DIRECTORS FOR ADMINISTRATION AND INTERNATIONAL EXPANSION OF THE MEETING OF THE INTERNATIONAL BOARD OF TRUSTEES. Membership: Every club in good standing in the Asia-Pacific region is a member of the conference.

SUBJECT TO THE APPROVAL OF KIWANIS INTERNATIONAL

The interest generated by these memberships will become part of the budgeted revenue for each fiscal year. Each of the following is an authorized signatory for all accounts except the pension trust account: President, Treasurer, Secretary, Director of Finance or Assistant Secretary for Administration. The International Secretary may designate other assistant secretaries and/or fiscal agents to sign on specific accounts.

A senior member must pay annual membership fees and is entitled to all privileges of the club. The board of directors of the club shall review the list of senior members not less than once each year and shall give authority for such purposes. CONVENTION FORUMS - The Committee discussed with staff the type and number of forums to be held at the Toronto Convention. Haeger is widely recognized in the field of professional association management for her talents in long-term and strategic planning, professional development programs and public affairs. Haeger was a member of several champion women's hairdressing quartets in the national organization Sweet Adelines, Inc. However, she does find time for a number of organizations, including the American Society of Association Executives, Executives' Club of Chicago, Chicago Network, Chicago Finance Exchange, the National Association of Woman Business Owners, the Committee of 200, and the Board of Gov_ernors of the Chicago Zoological Society.

She is on the board of the Institute of Association Management Companies, the trade association of firms such as P.M.

Kiwanis Circle K Sponsorship Commitments The committee reviewed Circle K International's current membership and sponsorship fee statistics. The Board has concluded that such conferences must have their program concepts approved first by the Kiwanis District Board and then by the Kiwanis International Board of Trustees prior to their promotion. Acceptance by the Kiwanis District Board and the Kiwanis International Board of Trustees of. the concept and need for the conference shall authorize the sponsoring group to conduct subsequent conferences, provided that the program content for each conference is reviewed and approved by both. Kiwanis District Board and Kiwanis International Board of Trustees through the Assistant Secretary for Program Services in consultation with the Chair of the appropriate Board Committee.

After this approval, the district governor will submit the application. form for Assistant Secretary for Program Services at Kiwanis International.

The Committee believed that the criteria for these programs should be mandatory. The Committee recommends the criteria for the Meritorious Officers of the Club Award (Exhibit C) as part of the 1985-86 Awards Program. The Committee recommends criteria for the Distinguished Lieutenant Governor Award (Exhibit D) as part of the 1985-86 awards program.

REASONS GIVEN FOR DELETIONS*

PREPARATION AND PLANNING: Before November 1, the club must complete its community analysis and membership survey, and adopt written budgets for club administration

SECTION MEETING: The club must have at least two (2) officers who attend the Governor's official visit to the section. DISTRICT CONVENTION: The club must have at least two (2) officers as delegates to the district convention. DIVISION LEADERSHIP NAIN: By October 15, 1985, the Deputy Governor shall provide and report on prescribed training for all club officers at the Division Training Conference or at prearranged meetings with club officers. CLUB CONTACT VISITS AND REPORTS: The Lieutenant Governor must make all club contact visits by September 30, 1985 and report these visits.

CLUB REPRESENTATION - DISTRICT CONVENTION: A minimum of 80% of clubs must be represented at the district convention.

Sponsorship will continue for Circle K, Key Club; Kiwanis International Foundation support will continue; and subsidies to the Benelux~-France-Monaco and KE&C districts will continue. At the October 1984 meeting, the Board referred to the Board Committees on Administration and International Expansion and Finance, jointly, the reconsideration of the procedure for. Currently, the exchange rate on the semi-annual billing date stands for 60 days.

The Internationals waive that club's obligations for the second half of the 1984-85 administrative year.

13 .. TIMELY DISTRIBUTION OF FINANCIAL INFORMATION

SPECIAL COMMITTEE - FINANCIAL PROCEDURES

The committee discussed the need to have specific financial and accounting procedures to establish a departmental cost accrual accounting system. It will also allow for a division of the income and expenses of the Key Club International Foundation, Circle Kand Kiwanis, and this is essential since each is a separate entity. To expedite this essential need, the Committee recommends that a special committee be appointed and that the budget be amended to allow $4,000.00 as the cost of such committee.

KIWANIS WORLD SERVICE MEDAL

The Committee discussed the possibility of Board members speaking for and against the amendments before the delegates at the International Convention. The Committee expressed concern that the expenses of women members of the Board were not paid for their participation in the Council. Some members of the Commission even indicated that they would understand if their expenses were not paid.

The committee recommends that the expenses of the wives of members of the international committee to attend the council be covered by Kiwanis International.
