The Common European Framework of Reference for Languages (CEFR)

is an international standard to describe language ability across

reading, writing, listening and

speaking.

Malaysian government based their English reform plan on CEFR guidelines, drawing

ideas on English language teaching and learning from the popular European

framework. Malaysia hopes that  by adopting CEFR into their syllabus, their students are

recognized at internationally accepted

English levels of proficiency .

THE FUNDAMENTAL FACTORS

The success of the HIP largely depends on the amalgamation of four fundamental factors as follows:

The above factors are highlighted based on evidenced practices in model schools that have succeeded in developing a highly immersive environment for English language learning. Each factor has played a critical and supportive role in the learning process of pupils and has been crucial to the improvement of pupils’ learning outcomes.
