According to Walton, small group work is a method of establishing free communication between the group leader and the members, and among all participants. Through work in small groups, participants can learn a lot from their fellow human beings, in a form of communication that cannot take place in a lecture hall (Westberg and Jason in Walton, 1997: 459). Activities in the language classroom can be carried out by students in small groups. Small groups allow for a more efficient division of labor in tackling a range of questions and problems. In general, it is feasible to use a small group in courses to provide both positive and negative feedback on grammar, vocabulary, and pronunciation criteria.

Savage in Lubis (2008:19) divides some steps to apply the Small Group strategy as follows; Despite these benefits, small group work is not always used in the best possible way. As with all instructional methods, the success of small group techniques depends largely on the case for which they are designed and used.

The teacher explains that members of the professional team will gather some information because they may support a controversial proposal. Likewise, members of the scam team will gather information that can be used to attack the same controversial proposal. Students in small groups are like a number of groups learning to solve the group problem.

Jacques in Natsir (2007:21) states that there are three main activities that small group teachers must manage simultaneously: . a. manage the group. b. manage activities. c. the learning management. In many small group teaching situations, the role of the teacher is that of facilitator of learning: leading discussions, asking open questions, guiding process and task, and enabling active participation of learners and engagement with ideas.
