PRIORITY LAND ACQUISITIONS, LAND EXCHANGES , AND MAINTENANCE
for the acquisition of forests, will provide valuable advice to the House Committee on Resources, the Senate Committee on Energy and Natural Resources, and the Committees on Appropriations of the House and Senate for the land and properties to be acquired. FOREST RESOURCES CONSERVATION AND SHORTAGE RELIEF
The language provides that the Secretary may not condition the approval of a procurement area for a processing facility located outside of Washington on the inclusion or exclusion of any Washington territory. The decision to include or exclude Washington land in such acquisition area is at the discretion of the applicant or acquisition area holder. Acquisition zone boundaries for processing facilities located in Washington State are determined solely by the applicant or holder of the acquisition zone.
Section 490(c)(7) provides that a resource area is waived when the owner of the resource area gives written notice to the appropriate U.S. Forest Service regional forester that timber harvested from private land in a resource area is exportable after that relief area has been removed and timber from federal land in that relief area is no longer in the possession of the relief area owner. If a relief area owner's federal timber contract is still open, it does not matter whether private timber from an abandoned relief area is exportable.
This provision also makes clear that specifying a source area will not affect exportability to timber harvested from private land located outside the source area. The Secretary may also waive paint and branding requirements for raw wood sourced from private lands within an approved source area.
