Hi Samantha –

ASTM C448 a ached, compliments of ASTM Interna onal.

Most schools with engineering curricula subscribe to the ASTM Standards and Engineering Digital Library on the ASTM Compass© pla orm, which includes all 13,000 ASTM Standards, as well as Manuals, Monographs, Data Series, STPs and 9 Journals. The total list annual fee is $42,025 (corporate rate) and $31,500 (academic rate) and then consor a discounts apply. I understand that Alfred University is a member of NYSHEI and WALDO. ASTM does not have discount arrangements with these consor a. However, the best consor um rate is through GWLA. You do not have to be a member. For an administra ve fee (~2%), GWLA has agreed to allow select non-member schools to come in under its umbrella and benefit from its nego ated discount.

The en re 2018 GWLA-discounted annual fee for campus-wide online access is only $10,925.

So here’s what I’d like to propose. If you do purchase the 2019 printed version of standards at the reduced fee below, I will set up Alfred University campus-wide online access to the ASTM Standards and Engineering Digital Library now thru Dec 2019 (i.e., 13 months) at no charge. We’ll call it a “trial.” Then next year when you budget for 2020, you can decide if you’d like to move forward with an online subscrip on for Jan-Dec 2020 at the GWLA-discounted rate. If you decide not to, at least you’ll be le with a “tangible” resource -- the 2019 complete set of ASTM standards (82 volumes).

The standard that our faculty member is looking for is ASTM C448 – 88(2016) - Standard Test Methods for Abrasion Resistance of Porcelain Enamels. I appreciate your willingness to help us acquire this for him.

For the longer term, we are interested in acquiring the 2018 Annual Book of Standards set in print at the reduced price you mentioned below. We are working on securing funds for that purchase and will let you know by November 27 if we can do it.

It would also be helpful if we had a sense of the cost for online access. Given our small size, what would be the cost of campus-wide online access? Would that be the same as for ASTM Compass? Finally, is there a possibility of

consortium pricing for ASTM Compass? (Alfred has a relationship with both SUNY and WALDO.)

You’re correct that ASTM does not permit ILL sharing of electronic resources. However, this restric on has never pertained to print holdings, which may be shared.

I understand that Alfred has a rela vely small FTE, and your budget may not be able to sustain an annual subscrip on to campus-wide online access. So please consider the following:

First, for your immediate need, please let me know which ASTM standard(s) you need, and if it’s just a handful, I will send them to you at no charge now. No obliga on.

For the longer term, please consider the following:

A faculty member at my institution has requested an ASTM standard from 2016. My library has some of the annual books of standards, but none that recent; we do not subscribe to electronic standards (budget constraints). Following our usual procedures, I directed the faculty member to request the standard through interlibrary loan, but we haven’t had any takers.

I’ve been investigating why this is the case, given that there are several institutions within our usual ILL network which subscribe to the electronic ASTM standards. It looks like the ASTM license agreement is particularly strict, with specific prohibitions on sharing standards with anyone who is not an “authorized user.” I’m assuming that this includes libraries participating in ILL for standards, or at least that’s how other libraries are interpreting it.

Given the general shift to electronic resources, does this spell the end of libraries (particularly smaller libraries) being able to acquire standards through ILL? We may eventually purchase updated annual standards books in print; if so, will we be able to help the ILL community, or would the strict prohibition on sharing standards from ASTM apply to our print holdings as well?

Any insight from folks who have experience working with (and acquiring) ASTM standards would be greatly appreciated.
